On the afternoon of April 23, comrades Nguyen Tuong Van, Deputy Minister of Construction; Mai Xuan Liem, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired a conference on the Thanh Hoa Urban Classification Project and a report assessing the level of urban infrastructure development in the area where wards are expected to be established, and other urban development issues of Thanh Hoa province.

Through reviewing, evaluating and comparing with the criteria for urban classification stipulated in Resolution No. 26/2022/UBTVQH15 of the Standing Committee of the 15th National Assembly on amending and supplementing a number of articles of Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016 of the Standing Committee of the 13th National Assembly on urban classification, Thanh Hoa urban area has ensured the conditions for classification to meet the criteria of a type I urban area.

The merger of the administrative boundaries of Dong Son district and Thanh Hoa city into Thanh Hoa urban area is in line with the reality and orientations of the Central Government and Thanh Hoa province. In order to have a basis for submission to competent authorities for decision, it is necessary to establish a project to classify Thanh Hoa urban area and Thanh Hoa province to meet the criteria of a type I urban area.
The scope of Thanh Hoa urban classification meeting the criteria of type I urban area includes the entire administrative boundary of the existing Thanh Hoa city (30 wards, 4 communes) and the entire administrative boundary of Dong Son district (1 town and 13 communes) with a total urban area of 228.3 km 2 and an urban population of 574,169 people.

Regarding the establishment of wards, in the context of socio-economic development, rapid urbanization and population growth, it has had a great impact on the lives and activities of people in Thanh Hoa city and Dong Son district, especially in the area of 7 communes and towns including Hoang Quang, Hoang Dai in Thanh Hoa city; Rung Thong town, Dong Tien, Dong Khe, Dong Thinh, Dong Van in Dong Son district, urban lifestyle has gradually been clearly formed in this area.

With the new issues, the current rural government management model in communes is no longer suitable, requiring an urban government model for management.
In addition, in the areas where wards are expected to be established, there are many large-scale urban development projects that have been and are being implemented. Therefore, merging Dong Son district into Thanh Hoa city and establishing 7 wards: Rung Thong, Dong Tien, Dong Khe, Dong Thinh, Dong Van, Hoang Quang and Hoang Dai is necessary, in accordance with practical needs and current regulations. The current assessment of the areas where 7 wards are expected to be established all meet 11/13 standards or more.

In his concluding remarks, Deputy Minister Nguyen Tuong Van assessed that in recent years, Thanh Hoa province has been a locality with a very fast socio-economic development speed, and the planning work has been carried out quite systematically. The expansion of Thanh Hoa city and ensuring the criteria of a type I urban area are very necessary, in line with the development needs. Therefore, the process of developing the Project requires an in-depth assessment of urban development; reviewing the indicators and criteria prescribed for urban areas to supplement and ensure the legal basis, strictness and feasibility of the Project.
Along with that, it is necessary to comprehensively evaluate and review the criteria of communes to ensure they are qualified to be upgraded to wards. The data reported in the project must be accurate, consistent, and fully cited.
The Deputy Minister of Construction also noted that localities need to review and promptly overcome indicators that are lower than regulations; ensure the completion of criteria and conditions according to regulations.
