The investment project to build the bridge and access road to DH14.DB (phase 1) is invested by the People's Committee of Dien Ban town, with a total investment of more than 145 billion VND. Up to now, this project has completed more than 90% of the volume, but at the end of DH14.DB bridge, there is a short section of about 10m that cannot be constructed.
It is known that this project was implemented from 2017 to 2019 but is still unfinished. In June 2024, Dien Ban Town People's Committee sent an official dispatch requesting the Provincial People's Committee to adjust the project implementation period to 2017 - 2025.
The investment project to build a bridge and access road to DH14.DB road, when completed, will help connect traffic from DT609 to the center of Dien Ban town and connect to DT608 to Hoi An city.
However, it will take a long time for this "scenario" to become a reality because the section from Hoang Dieu Street (Dien Ban) to DH14.DB Bridge has not been implemented yet, and the project to upgrade and renovate DT608 route (a component project of the project "Developing the environment and urban infrastructure to respond to climate change in Hoi An City, Quang Nam Province") has ended due to expiration.
Meanwhile, the DH7 road and bridge project across Vinh Dien river with a total investment of 228 billion VND, of which the provincial budget allocated 141 billion VND, has also encountered many difficulties and has been almost left unfinished in the past time.
The bridge project has been completed but cannot be put into use yet because there are still many land acquisition problems at both ends of the bridge (in Dien Ngoc and Dien Thang Bac wards).
Notably, this project is a section of the northern beltway of Quang Nam province. According to the People's Committee of Dien Ban town, the project's delay is partly due to problems with site clearance at key locations to implement and complete the bridge and approach road projects.
Need to untie the ground knot
Regarding the investment project to build a bridge and access road to DH14.DB road, according to the leader of Dien Ban Town People's Committee, it is very difficult to bring equipment and machinery into the remaining section of the project. Even if the construction is completed, the entire route will not be connected, which may create difficulties in site clearance later.
“Therefore, the town proposes that the province agree to end phase 1 of the project for settlement; the remaining unfinished volume of this project will be added to the road project from Hoang Dieu to DH14.DB bridge” - said Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee.
As for the DH7 road and bridge project across Vinh Dien river, the province has so far allocated 63.5 billion VND for implementation, with about 77.5 billion VND remaining from the provincial budget unallocated.
Mr. Nguyen Xuan Ha said that the local budget has been allocated enough to implement the project. According to the previous approval, the project implementation period was from 2017 to 2019, but it has been prolonged until now and is still not completed.
Therefore, Dien Ban has submitted a proposal to adjust the implementation time to 2017 - 2025 to have a basis to continue arranging the remaining part of the provincial budget to complete the project.
According to the representative of the Department of Transport, the department has sent a document to the Department of Planning and Investment requesting to compile a list of projects to upgrade and expand DT608 road (the unfinished part connecting the bridge project and the access road to DH14.DB) to add to the medium-term public investment plan for the period 2021 - 2025.
As for the DH7 road and bridge project, the investor needs to clarify the feasibility of site clearance before proposing to adjust the implementation time.
