On April 12, 1992, the Standing Committee of the Ninh Binh Provincial Party Committee issued a Decision to establish the Provincial Party Committee of the Provincial Agencies under the Provincial Party Committee. In July 2008, the Provincial Enterprise Party Committee under the Ninh Binh Provincial Party Committee was established. The Standing Committee of the Provincial Agency Party Committee handed over 4 party organizations and 4 party cells under the State Bank Party Committee, Ninh Binh Province Branch, including 619 party members to operate at the Provincial Enterprise Party Committee.
On July 12, 2019, the Provincial Party Standing Committee issued a Decision on ending the activities of the Provincial Party Committee of the Provincial Agencies and the Provincial Enterprise Party Committee; establishing the Provincial Party Committee of the Provincial Agencies and Enterprises under the Provincial Party Executive Committee with 100 grassroots party organizations, 6,668 party members and officially coming into operation from July 17, 2019.
The establishment of the Party Committee of the Bloc of Agencies and Enterprises of Ninh Binh province is one of the important policies and solutions of the Standing Committee of the Provincial Party Committee in the process of deploying and organizing the implementation of the Party's resolutions and conclusions on innovating the Party's leadership method for the activities of the political system, on continuing to innovate and arrange the organization and apparatus of the political system to be streamlined, effective and efficient, on improving the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members in the new period.
This is also an important milestone in the formation and development of the Provincial Party Committee of the Provincial Agencies, the Provincial Enterprise Party Committee and the Provincial Agency and Enterprise Party Committee. Up to now, the Provincial Party Committee of the Provincial Agencies and Enterprises has 106 grassroots party organizations, including 48 party committees, 58 grassroots party cells; 14 party committees of departments, 473 party cells directly under the grassroots party committees with 7,897 party members currently working at provincial agencies and units, central agencies located in the province, state-owned enterprises and a number of non-state enterprises.
After 58 years of construction and development, with many different types of organizations, scales, names, functions and tasks, under the direct and comprehensive leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Party Committee of the Bloc has gradually affirmed its position and role in the political system of the province. Generations of cadres, party members, civil servants, public employees, workers, union members and association members in the Party Committee of the Bloc have always promoted the tradition of patriotism, revolutionary heroism, maintained political mettle, steadfastly adhered to the goals and ideals of the Party, upheld the spirit of responsibility, solidarity and unity, gradually improved and consolidated the organization and apparatus; innovated the content and methods of operation; constantly made efforts, seized opportunities, overcame difficulties, actively strived, trained, and successfully completed assigned political tasks, contributing significantly to the cause of Party building and rectification, to the cause of building and defending the homeland and the country.
Inheriting and promoting the achievements of the Provincial Party Committee of the Provincial Agencies and the Provincial Enterprise Party Committee, over the past 5 years, Party committees at all levels, Party organizations, socio-political organizations, cadres, Party members, civil servants, public employees, workers, union members, and association members in the Provincial Party Committee of the Provincial Agencies and Enterprises have promoted the spirit of solidarity, focused on leadership, direction, and synchronous, comprehensive, focused implementation of tasks and solutions on Party building and leading the implementation of political tasks, achieving positive and comprehensive results in all fields, making important contributions to the development of the province.
Party committees and party organizations in the Bloc proactively advise the Provincial Party Committee, People's Council, and Provincial People's Committee to develop and implement directives, resolutions, programs, plans, projects, mechanisms, and policies, concretizing the 3 breakthroughs, 6 key programs, and political tasks identified in the Resolution of the 22nd Provincial Party Congress and the Resolutions of Party Congresses at all levels.
Political and ideological work, information and propaganda were carried out seriously, promptly and extensively; the study, dissemination, implementation, preliminary and final review of the Party's resolutions, directives and regulations on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, the theme of the entire term of the 13th Party Congress associated with the implementation of the 4th Central Resolution on Party building and rectification, the annual working theme of the Provincial Party Committee were seriously implemented, with many creative and practical ways, achieving positive results; the work of protecting the Party's ideological foundation, fighting against wrong and hostile viewpoints, bad and toxic information on the Internet and social networks was carried out regularly.
Organizational and personnel work was basically implemented in accordance with principles, procedures and regulations; innovation, arrangement, streamlining and improvement of the effectiveness and efficiency of the political system's apparatus, streamlining of staff associated with improving the quality of cadres, civil servants, public employees and workers were given attention; the establishment of party organizations, socio-political organizations and development of party members in non-state enterprises achieved positive results.
Inspection and supervision work was strengthened; the review and enforcement of party discipline were carried out in accordance with procedures and regulations, and there were no complaints after discipline.
Internal affairs, anti-corruption and negativity work are given attention and direction. Leaders and socio-political organizations continue to innovate the content and methods of operation; comprehensively carry out mass mobilization work, especially government mass mobilization, promote the emulation movement "Skilled mass mobilization"; direct the good implementation of the Grassroots Democracy Regulations, create solidarity and unity in agencies and units; build harmonious, stable and progressive labor relations in enterprises.
Immediately after the 1st Party Congress of the Bloc, term 2020-2025, based on the functions and tasks of the Party Committee, the Executive Committee of the Provincial Party Committee of Agencies and Enterprises, term I, focused on researching, developing and promulgating 2 Resolutions on "Strengthening the leadership of Party committees in building and implementing office culture and corporate culture, period 2021-2025", on "Promoting the role of Party committees in leading the implementation of political tasks" to lead, direct, and organize the synchronous, comprehensive, focused implementation of key goals, tasks, and breakthroughs.
In addition, identifying the work of party member management as an important and continuous task in the work of Party building, the Standing Committee of the Party Committee of the Bloc promptly researched and implemented the provincial-level scientific project on "Solutions to improve the quality of party member management work in grassroots party organizations under the Party Committee of the Bloc of Agencies and Enterprises of Ninh Binh province"; organized 2 scientific seminars, issued a plan to implement "Year of strengthening party member management work" to deploy and effectively apply the research results of the project, improving the quality of party member management work in the entire Party Committee.
In the work of Party building, from 2019 to present, the Party Committee of the Bloc has promptly deployed 7 extensive political and ideological activities on Party building and rectification, on the content of the works of General Secretary Nguyen Phu Trong; organized 2 scientific seminars, 10 thematic conferences on Party building, on implementing political tasks, on building and implementing office culture, corporate culture; organized the commendation of exemplary Party Cell Secretaries for the period 2015-2022 and 7 competitions, competitions, sports tournaments, singing festivals according to plan.
Directed the successful organization of congresses of grassroots party organizations, socio-political organizations and the 1st Congress of Party Delegates of the Provincial Agencies and Enterprises Bloc, term 2020-2025; upgraded, merged, dissolved, received, transferred, and renamed 30 grassroots party organizations; newly established 13 party organizations and 14 youth union organizations in non-state enterprises; admitted 1,818 new party members (completed and exceeded targets).
Party committees, party organizations, and inspection committees at all levels have inspected 688 party organizations and 372 party members; supervised 458 party organizations and 451 party members; reviewed and disciplined 1 party organization and 131 party members. Grassroots party committees have implemented 65 models and specific, practical tasks on studying and following Uncle Ho, on the annual working theme of the Provincial Party Committee, on administrative reform associated with the implementation of political tasks of each agency, unit, and enterprise.
The results and achievements are due to the attention, leadership, direction and facilitation of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the leaders of the Provincial People's Council and People's Committee; the attention, coordination and facilitation of the advisory and support agencies of the Provincial Party Committee and the Provincial Party Committee Office; the leaders of agencies, units, district Party Committees, city Party Committees, Party Committees directly under the province, leaders of enterprises, the dedication, dedication and contributions of former Standing members, Standing members of the Party Committee of the Bloc, of Party committees at all levels, Party organizations and of each cadre, Party member, civil servant, public employee and worker in the Party Committee of the Bloc through the periods.
In the context of the world and regional political and economic situation continuing to have unstable, complicated, unpredictable developments, with advantages and difficulties, challenges intertwined, in order to complete the set goals, targets, and tasks, along with regularly caring for and building a clean and strong Party Committee of the Bloc in terms of politics, ideology, ethics, organization and cadres, Party committees at all levels, Party organizations, socio-political organizations, cadres, Party members, and workers in the Party Committee of the Bloc have determined to perform well the following key tasks:
Continue to promote the role and responsibility of Party committees, Party organizations, cadres and Party members in advising and implementing the province's key tasks on building Ninh Binh province in the period of 2021-2030, with a vision to 2050 according to the planning approved by the Prime Minister. Strengthen leadership in implementing political tasks; promptly review, strive to complete and exceed the goals, targets, breakthroughs, and key programs set out in the resolutions of Party congresses at all levels for the 2020-2025 term.
Focus on innovation and improvement of the quality of political and ideological work, information and propaganda; studying, thoroughly grasping and implementing, summarizing and concluding the Party's directives, resolutions and conclusions; studying and following Ho Chi Minh's ideology, morality and lifestyle in association with Party building and rectification and the annual working theme of the Provincial Party Committee.
Synchronously and comprehensively implement tasks and solutions to improve the leadership capacity and fighting strength of Party organizations and Party members; focus on consolidating, building and developing Party organizations; streamlining staff, arranging organizations, apparatus and cadres to ensure leanness, effective and efficient operations. Prepare well for personnel work, documents and successfully organize Party congresses at all levels, term 2025-2030.
Focus on leadership to improve the quality and effectiveness of inspection, supervision, Party discipline, promote administrative reform, prevent corruption and negativity. Strengthen education, training, practice, management and development of Party members. Do well in mass mobilization work, especially government mass mobilization. Lead socio-political organizations to continue to innovate, improve the quality and methods of operation according to the motto of focusing on the grassroots; launch and effectively implement patriotic emulation movements, revolutionary actions, actively participate in Party building, building strong agencies, units and enterprises.
Proud of the tradition and historical journey, to be worthy of the trust and expectations of the provincial leaders and the aspirations of cadres, party members and workers in the Party Committee of the Bloc, the Party committees and party organizations of the Provincial Agencies and Enterprises Bloc always firmly believe in the Party, uphold the spirit of solidarity, unity, role and responsibility, step by step overcome difficulties, lead, direct and organize the successful implementation of goals and tasks, meet the requirements in the new situation, build a clean Party and political system, strong agencies, units and enterprises, and make Ninh Binh homeland increasingly developed, rich and civilized.
