Implementing the Resolution of the 17th City Party Congress and Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo "on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045": "Making Hanoi culture and people truly become great spiritual values, important resources deciding the development of the Capital" and "Focusing on developing the Capital's culture worthy of the thousand-year tradition of Thang Long - Hanoi; building Hanoi to truly be the center of convergence, crystallization of the culture of the whole country, becoming a new development resource for the Capital"; the mass mobilization system from the City to the grassroots has actively deployed propaganda and mobilization work, creating unity in ideology, awareness and action throughout the Party Committee on the goals, tasks, solutions for cultural development, building elegant and civilized Hanoians.
The City Party Committee's Mass Mobilization Committee has issued a Project on "Building and implementing the "Skilled Mass Mobilization" model associated with implementing campaigns and patriotic emulation movements, contributing to cultural development, building elegant and civilized Hanoians in the period of 2021-2025", compiling and publishing the book "Skilled Mass Mobilization in cultural development, building elegant and civilized Hanoians".
With high determination, methodical and creative implementation, the emulation movement "Skillful Mass Mobilization" on cultural development, building elegant and civilized Hanoians has been widely deployed, attracting the participation of a large number of cadres, party members, union members, association members and people. There have been tens of thousands of "Skillful Mass Mobilization" models registered at all 3 levels (City; District; Commune). The content aims to foster patriotism, national pride and promote the tradition of the heroic and civilized Capital. Propaganda and mobilization of people to participate in building new rural areas, civilized urban areas, and maintaining a green, clean and beautiful environment.
Mobilize cadres, party members, union members, association members and people to build a healthy cultural life, preserve national cultural identity, actively participate in charity and humanitarian activities. Improve the quality of cultural models; build a learning society; practice a civilized lifestyle in weddings, funerals, festivals, associated with eliminating superstitious and heretical customs; well implement 2 sets of codes of conduct in agencies, units of the City and public places...

Actively responding to Directive No. 30-CT/TU, dated February 19, 2024 of the Standing Committee of the City Party Committee, mass mobilization work in general, the emulation movement "Skilled mass mobilization" in cultural development, building elegant and civilized Hanoians in particular, needs to focus on implementing well the following tasks and solutions:
Firstly , continue to widely propagate the position and role of the Party's mass mobilization work, in order to create stronger changes in the awareness and actions of the entire political system, of cadres, party members, union members, association members and all classes of people in the capital on mass mobilization work. Continue to effectively implement the leadership and direction documents of the Central and the City on mass mobilization work, on the emulation movement "Skilled mass mobilization", associated with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021, continuing to implement Directive No. 05-CT/TW of the Politburo "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle"; Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo on continuing to implement Resolution No. 33-NQ/TW (11th tenure) "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development"; Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference on implementing the Resolution of the 13th National Party Congress (November 24, 2021); Program No. 06-CTr/TU (17th tenure) dated March 17, 2021 of the City Party Committee on "Developing culture, improving the quality of human resources, building elegant and civilized Hanoians in the period of 2021-2025"; Resolution No. 09-NQ/TU dated February 22, 2022 of the Standing Committee of the City Party Committee on "Developing cultural industry in the capital for the period 2021-2025, orientation to 2030, vision to 2045".
Develop programs, plans for mobilization and propaganda; register to implement specific models and tasks to implement Directive No. 30-CT/TU of the Standing Committee of the City Party Committee; create changes in the awareness and actions of cadres, party members, union members, association members and the people, first of all from simple words and actions in daily life and work.
Second , continue to promote the emulation movement "Skilled mass mobilization", identifying it as a key and regular task in mass mobilization work. The implementation process needs to closely follow the key political tasks of localities, agencies and units; closely and synchronously link with the fields of Party building work in terms of ideology, politics, ethics, organization and inspection and supervision; with supervision of the cultivation and training of ethics and lifestyle of leaders, key officials and cadres and party members, contributing to the effective implementation of Directive No. 24-CT/TU, dated August 7, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi City".
In particular, for the emulation movement "Skillful mass mobilization" in the cultural and social fields, building elegant and civilized Hanoians, it is necessary to focus on fostering patriotism, national pride, ideology, ethics, healthy lifestyle, exemplary behavior and the spirit of respect for the law of Hanoians. Improve the quality of cultural models, create a strong influence in implementing the code of conduct. Promote the effectiveness of conventions, village regulations and traditional cultural values in building elegant and civilized Hanoians. Exploit and promote the role of culture in the process of industrialization, modernization and integration, especially developing the cultural industry and promoting the image and cultural traditions of Hanoi to the world...
Third , along with building new models and examples of "Skillful Mass Mobilization", it is necessary to pay attention to maintaining the effectiveness, replicating and promoting existing models and examples. Strengthening propaganda on the methods and effectiveness of "Skillful Mass Mobilization" models and examples in diverse, close and appropriate forms for each target group. Strengthening the application of information technology and modern forms of communication to increase the effectiveness of propaganda, spreading exemplary models and examples of "Skillful Mass Mobilization", thereby encouraging and motivating the active participation of cadres, party members, union members, association members and people of all walks of life in the "Skillful Mass Mobilization" emulation movement.
