Determined to "solve" difficult problems
Khe Dang village, Tu Quan commune, Yen Son district, is a particularly difficult village. The whole village has 129 households with 598 people, ethnic minorities account for 98%, mainly Dao Quan Trang people. The economy depends largely on agriculture, the intellectual level of the people is uneven, the people's lives are still full of difficulties and hardships.
In April 2022, Ms. Ban Thi Tuyen was assigned by the Standing Committee of the Tu Quan Commune Party Committee to be in charge of the Khe Dang Village Party Cell. In the early days, directly participating in the activities of the Khe Dang Village Party Cell, Ms. Tuyen realized that the Khe Dang Village Party Cell was facing difficulties in developing Party members. The cell currently has 8 Party members participating in activities, and has not been able to admit new Party members for more than 6 consecutive years. If this happens again, it will reduce the leadership capacity and fighting strength of the cell. Directly researching and learning, Ms. Tuyen realized that there were many reasons affecting the Party cell's work of developing Party members, including the lack of sources for Party member development because the current youth in the village work far away, and local activities have not attracted young people to participate...

Faced with that situation, she proposed to the Party cell to review the source and build a plan to create a source of Party members in the village, with the motto "solve the difficult places". Saying is doing, Ms. Tuyen and the Party cell coordinated with socio-political organizations to strengthen political and ideological education, regularly disseminate, propagate, and educate revolutionary ethics, historical traditions of the Party and the nation for the elite masses through village meetings. At the same time, coordinate with organizations to organize many revolutionary action movements. Because through emulation movements, the masses will be attracted to participate, thereby discovering new factors to have a direction to nurture the elite masses and introduce them to attend the Party awareness training class. With the right way of doing, expanding the source of Party member development, Khe Dang Village Party Cell has guided and helped the elite masses to train and mature. Up to now, Khe Dang Village Party Cell has recruited 02 Party members, contributing to improving the quality of the Party cell's Party members.
Along with the work of developing the Party, eliminating temporary and dilapidated housing is one of the major policies of our Party and State, aiming to help the poor escape poverty and stabilize their lives. At the same time, putting Project 308 of the Standing Committee of the Fatherland Front Committee of Tuyen Quang province on eliminating temporary and dilapidated housing in the province in the period of 2021 - 2025 into practice, Ms. Tuyen and other organizations have supported, mobilized and mobilized resources to help 09 poor households and households with special housing difficulties.
Among the households that received help to remove temporary and dilapidated houses were the family of Mr. Ban Van Ben (born in 1941) and his wife, Mrs. Trieu Thi Gay (born in 1942) - a poor household with extremely difficult circumstances in Khe Dang village, with an unstable life, no house, and no valuable belongings. Faced with the difficult circumstances of Mr. and Mrs. Ben Gay's family, Ms. Tuyen, together with the government, mass organizations and the village leadership, found land to build a house for them. She herself directly participated in helping the family with working days, leveling the ground, and mobilizing organizations and individuals to support them with materials and household items to help them stabilize their lives in old age. In addition to removing temporary and dilapidated houses, Ms. Tuyen also coordinated with mass organizations to build 02 sanitation facilities in Khe Dang and Cay Nhan villages from socialized sources and people's contributions of over 70 million VND.
Efforts to implement new work
During the process of participating in grassroots mass mobilization work, many "new" things were revealed in practice, especially mobilizing people to clear land for the construction of key projects. Ms. Tuyen and the Khe Dang village Party cell identified this as a "mass mobilization model" in the area. Especially in 2023, the Party and State's policy is to build the Tuyen Quang - Ha Giang Expressway. This is a key national project and one of the transport sector, which is very important in intra-regional and inter-regional connectivity, thereby forming an economic development corridor from the capital Hanoi and the Red River Delta to the northern mountainous provinces. With a total length of 104.5 km, 77 km belongs to Tuyen Quang province, of which the expressway running through Tu Quan commune is 4.2 km long.
Tu Quan Commune has 171 organizations and individuals subject to land clearance. In Khe Dang village, 73 graves in the village cemetery will have to be relocated. Most of the households whose graves have to be relocated are very concerned and worried, because moving graves is unprecedented, and for the deceased, it means "digging deep and burying firmly". While the goal is to complete the project in 2025, if the land clearance is not done well, it will significantly affect the construction progress.

Assigned to be in charge of a village with a majority of Dao ethnic people, she realized that this was a very sensitive issue, so the propaganda had to be very skillful and careful. Therefore, the propaganda work had to come first and had to be effective - this was also a "new" task that Ms. Tuyen participated in solving for the first time.
First, Ms. Tuyen accompanied the Party cell and the village management board in many meetings to listen to the opinions, aspirations and wishes of the people, and at the same time, explained to them why they needed to relocate. Learning from President Ho Chi Minh's propaganda method, she always proactively prepared what she would say and how she would say it. The goal to achieve was to make people realize that building roads first and foremost brings benefits to the majority of people. In particular, in the propaganda sessions, with the knowledge she learned, Ms. Tuyen always conveyed to the people the teachings of President Ho Chi Minh: "Transportation is the lifeblood of the organization, good transportation makes other things easier. Bad transportation makes things stagnate". Thereby, helping people see the long-term benefits, benefits for the future to "accept" sacrificing personal interests for the common good.
Next, she and some Party members in the Party Cell went directly to the families to be relocated to meet and exchange information using the Dao language and their understanding of Dao culture. With that advantage and practical experience gained through the working process, Ms. Tuyen explained with reason and emotion, and discussed with the villagers the plans to agree on the date, time, and method of moving the graves in accordance with spiritual culture. During the propaganda and mobilization process, many times encountered difficulties that seemed impossible to do. However, with perseverance, mobilization, and the voices of prestigious people in the village, the propaganda work achieved results.
Along with the propaganda work, Ms. Tuyen closely coordinated and guided the Party Cell, the Village Front Committee, and the Party members in charge of groups and households when there were difficulties and problems to quickly grasp the thoughts and aspirations of the people in implementing the compensation and site clearance work well, especially the people receiving compensation and support money correctly and sufficiently. With her own efforts in mass mobilization work, the consensus of the whole group and effective coordination with the government and socio-political organizations, the "new work" in Khe Dang has been resolved. All 73/73 graves of the Dao ethnic people have been relocated to the new cemetery location, ensuring safety and peace of mind.
By clearly defining the role of a cadre doing mass mobilization work, along with the responsibility and exemplary leadership of a Party member, Ms. Tuyen not only "skilled in mass mobilization" but also completed and excellently completed the assigned tasks. In 2021 and 2022, Ms. Tuyen achieved the title of "Grassroots Emulation Fighter"; in 2020, 2021 and 2023, she was awarded a Certificate of Merit by the Chairman of the Fatherland Front Committee of Tuyen Quang province, and has been a "Party member who has excellently completed the tasks" for many years.
As a cadre participating in the work of the Front with "seniority", Ms. Tuyen always remembers the teaching of President Ho Chi Minh: "The people's strength is very large. Mass mobilization is very important". Therefore, in carrying out mass mobilization work at the grassroots level, she always tries to spend as much time as possible to contact the people, record the issues that the people reflect to explain, and send them to the authorities for timely consideration and resolution. Also from new and difficult tasks, Ms. Tuyen also draws many valuable experiences for herself - in which when mass mobilization work is skillful, effective, and receives the support of the people, no matter how difficult or new the task is, it can be done and done successfully.
