Ensure adequate vaccine supply, avoid disruptions

Thanh Hoa Provincial People's Committee has just issued a decision to declare a diphtheria epidemic in Muong Lat town, Muong Lat district, Thanh Hoa.

On August 11, the People's Committee of Thanh Hoa province announced a diphtheria epidemic in Muong Lat town. Accordingly, on August 5, the time the first case of diphtheria was identified in Muong Lat town, the Thanh Hoa Health Department established a Steering Committee for epidemic prevention and control, declared and reported the epidemic, organized emergency care, medical examination and treatment, organized medical isolation, etc.

The Chairman of Thanh Hoa Provincial People's Committee requested medical examination and treatment facilities to receive and treat people with infectious diseases: Medical facilities from the commune level, Muong Lat District General Hospital, Provincial General Hospital, Children's Hospital and Central-level Hospitals promptly receive, isolate and treat patients.

The Director of the Department of Health and Chairman of the People's Committee of Muong Lat district shall immediately implement measures to prevent and control diphtheria in accordance with the provisions of the Law on Prevention and Control of Infectious Diseases; at the same time, closely manage, supervise and monitor the situation and developments of diphtheria in the area. Strengthen the direction of environmental sanitation, actively treat infected cases, and prevent new outbreaks from occurring.

Thanh Hoa Department of Health is responsible for promptly reporting to the Chairman of the Provincial People's Committee on measures and results of prevention and control of diphtheria epidemics.

To prevent epidemics in general and diphtheria in particular, the Ministry of Health has issued the 2024 Epidemic Prevention Plan, along with documents directing the implementation of epidemic prevention work.

Accordingly, the Ministry of Health requires competent authorities to regularly and closely monitor the international and domestic epidemic situation; proactively direct the implementation of epidemic prevention and control measures such as monitoring, early detection of cases, management, treatment, emergency care for patients, dissemination of epidemic prevention measures and full vaccination campaign.

The Ministry of Health also closely coordinates with ministries, branches, and People's Committees of provinces and centrally-run cities to direct and resolutely implement epidemic prevention and control measures, focusing on a number of key solutions such as directing authorities at all levels and mobilizing departments, branches, organizations, and socio-political organizations to closely coordinate with the health sector to proactively implement epidemic prevention and control solutions; organizing inspection, supervision, and urging delegations to direct localities and units on epidemic prevention and control work in the area;

Strengthen monitoring, sample testing, early detection of disease cases, outbreaks in the community and medical facilities; proactively assess risks, analyze the situation to promptly deploy measures to handle outbreaks and organize vaccination campaigns against the epidemic;

Promote regular vaccination for subjects under the Expanded Immunization Program to ensure safety and effectiveness; review and organize catch-up vaccinations for subjects who have not been vaccinated or have not received enough doses; mobilize families to take their children for full and timely vaccinations and encourage vaccination for pregnant women;

Ensure good organization of admission, isolation, and active treatment, minimizing cases of severe complications and deaths; strictly implement personal protective measures, infection control measures, and cross-infection prevention measures at medical examination and treatment facilities;

At the same time, develop products and communication messages on disease prevention measures that are suitable to the customs, practices and languages ​​of each locality; Coordinate with media agencies, newspapers, grassroots communication systems and related units to regularly update disease information, promote health education and communication, organize campaigns to promote personal hygiene and environmental sanitation, and prevent and control seasonal diseases;

Organize disease prevention activities, especially dengue fever in households, organize campaigns to kill mosquito larvae. Deploy chemical spraying to kill mosquitoes in areas at high risk of epidemics;

Organize and implement disease prevention and control activities at educational institutions, especially kindergartens, preschools, and nurseries; effectively implement school communication on disease prevention and control, vaccination, and school health work to promptly detect and promptly handle suspected cases of disease;

In addition, review and ensure the readiness of logistics, medicines, and medical equipment to meet the requirements of epidemic prevention and control. Organize training courses to improve capacity in monitoring, detecting, investigating infected people, pathogens, measures to handle outbreaks, guidance on diagnosis, treatment, emergency care for patients, infection control, and care for infected people;

At the same time, organize inspection teams and promptly direct disease prevention work, focusing on areas with recorded outbreaks and localities that have not well managed vaccination subjects.

According to the representative of the Ministry of Health, to ensure adequate supply of vaccines for the Expanded Immunization Program, the Ministry of Health has developed and submitted to the Government for promulgation Decree No. 13/2024/ND-CP dated February 5, 2024 amending and supplementing a number of articles of Decree No. 104/2016/ND-CP dated July 1, 2016 of the Government regulating vaccination activities; accordingly, the central budget is allocated in the regular expenditure budget of the Ministry of Health to ensure funding for activities in the Expanded Immunization Program.

The Ministry of Health has guided and directed provinces/cities and synthesized vaccine needs nationwide; completed procedures for purchasing 10 domestically produced vaccines and directed the National Institute of Hygiene and Epidemiology to receive about 21 million doses out of a total of 25.5 million doses of 12 vaccines used in the Expanded Immunization Program from purchasing and aid sources; and allocated according to plan to localities.

On June 10, 2024, the Ministry of Health issued Decision No. 1596/QD-BYT on the Expanded Immunization Plan for 2024; based on this Plan, localities and units develop and implement the Immunization Plan to ensure adequate supply of vaccines and avoid interruptions.

The Ministry of Health said it will continue to direct relevant units to ensure adequate supply of vaccines, equipment and medical supplies, and direct localities to proactively carry out vaccination activities.
