That was the direction of the TUV, Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen at the 3-level in-person and online conference to implement legal documents of the Provincial People's Committee on detailed regulations in the 2024 Land Law held on the morning of December 19.
Speaking at the conference, TUV, Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen emphasized that the Land Law will take effect from August 1, 2024. From the central to local levels, all are very urgent in guiding and implementing this law. However, according to the progress, Dak Nong is still slow. This requires us to promote the implementation of this law more quickly and synchronously.
The results of inspection and supervision show that agencies and units lack initiative. Policies are not timely, leading to local people not benefiting.
“Whatever we do, we must comply with the law and create conditions for people to benefit from the Land Law. Therefore, relevant units need to be more proactive and remove obstacles in the implementation process,” Vice Chairman of the Provincial People’s Committee Le Trong Yen directed.
The Vice Chairman of the Provincial People's Committee emphasized that inspection and supervision work must be strict in the spirit of overcoming previous shortcomings. From the district to the commune level, supervision of the implementation of land policies must be strengthened to find bottlenecks and resolve bottlenecks in law implementation.
As soon as the Land Law was promulgated, the Dak Nong Provincial People's Committee invited leaders of the Ministry of Natural Resources and Environment and other units to guide the province. During the implementation process, the province strictly followed the Prime Minister's instructions to promptly bring the Land Law into life.
Up to now, Dak Nong has issued 17/20 contents under the authority and responsibility of the Provincial People's Committee. Dak Nong has specified the Land Law by 2 resolutions of the People's Council and 8 decisions of the Provincial People's Committee.
At the conference, relevant departments, branches and units said that the coordination between relevant departments and branches was not really proactive and timely. Some units did not pay attention to and focus on monitoring and implementing contents related to assigned fields, leading to untimely implementation of the Land Law.
Many departments and branches proposed that the Department of Natural Resources and Environment provide specific guidance on compensation plans for intercropping and over-density crops. The focal department provided detailed guidance on regulations on certifying residential land outside the zoning plan; new necessary conditions for granting land use right certificates, etc.
Regarding the concerns and difficulties of districts and cities, the Department of Natural Resources and Environment has provided specific answers. The Department of Natural Resources and Environment proposed that localities be more proactive in the process of specifying the content related to the Land Law, avoiding delays, being reminded and criticized.
“In the immediate future, localities will proactively assign specialized departments to work with the Department of Natural Resources and Environment to receive support, with the goal of resolving problems to the final result,” emphasized Director of the Department of Natural Resources and Environment Nguyen Van Hiep.
The Department of Natural Resources and Environment of Dak Nong has disseminated regulations related to the Land Law such as: Regulation 27/2024/QD-UBND, dated October 14, 2024 of the People's Committee of Dak Nong province stipulating other documents on land use rights before October 15, 1993 in Dak Nong province; Regulation 33/2024/QD-UBND, dated October 31, 2024 of the People's Committee of Dak Nong province promulgating detailed regulations on a number of articles of Decree No. 102/2024/ND-CP, dated July 30, 2024 of the Government detailing the implementation of a number of articles of the Land Law in Dak Nong province. Decision No. 25/2024/QD-UBND of the province stipulating compensation, support, and resettlement when the State recovers land in the province; Regulation 28/2024/QD-UBND, dated October 14, 2024 of the People's Committee of Dak Nong province promulgating regulations on land allocation limits, residential land recognition limits, limits on receiving agricultural land use rights transfer rights of individuals; conditions and minimum land area for land division and land consolidation for each type of land in Dak Nong province.
