At the invitation of General Sergei Shoigu, Minister of Defense of the Russian Federation, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense led a high-ranking delegation of the Vietnamese Ministry of National Defense to attend the 11th Moscow International Security Conference (MCIS-11) and the International Military-Technical Forum 2023 (Army 2023) from August 13 to 17 in Moscow.

The participation of the high-ranking delegation of the Vietnamese Ministry of National Defense in MCIS-11 and Army 2023 aims to continue affirming Vietnam's active, proactive and highly responsible role in international and regional issues; demonstrating support and active participation in international multilateral activities organized by the Russian Ministry of Defense; at the same time maintaining high-level contacts between the leaders of the two countries' Ministries of Defense, contributing to strengthening bilateral defense relations, contributing to the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
It is expected that General Phan Van Giang will also have a number of bilateral meetings on the occasion of attending MCIS-11 and Army 2023.
