On the afternoon of August 16, the Central Internal Affairs Committee held an announcement of the results of the 24th meeting of the Central Steering Committee on preventing and combating corruption and negativity.

On August 16, in Hanoi, the Central Steering Committee on Anti-Corruption and Negativity (Steering Committee) held its 24th meeting to discuss and give opinions on the results of activities in the first 6 months of 2023 and review the work of anti-corruption and negativity since the beginning of the 13th Party Congress term; identify key tasks for the last months of the year and the coming time. General Secretary Nguyen Phu Trong, Head of the Steering Committee, chaired the meeting.

On the same afternoon, the Central Internal Affairs Committee held an announcement of the results of the 24th meeting of the Central Steering Committee on preventing and combating corruption and negativity. The two Deputy Heads of the Central Internal Affairs Committee, Mr. Dang Van Dung and Mr. Nguyen Van Yen, chaired the announcement.

Information at the announcement showed that in the first 6 months of 2023 and since the beginning of the 13th Party Congress term, the activities of the Steering Committee have continued to be innovated in both content and method, becoming increasingly disciplined and methodical, gaining more and more experience, efficiency, and increasing prestige. The work of preventing and combating corruption and negativity continues to be led and directed strongly, resolutely, and synchronously, achieving many comprehensive results, with new breakthroughs at both the central and local levels; actively contributing to the work of Party building and rectification; promoting the country's socio-economic development; gaining increasing trust, consensus, and support from cadres, party members, and people, and being recognized and highly appreciated by international organizations.

According to Deputy Head of the Central Internal Affairs Commission Dang Van Dung, at the meeting, the members of the Steering Committee agreed on 8 new and outstanding points in the work of preventing and combating corruption and negativity. In particular, in the recent past, there have been many new, drastic and effective policies and methods, creating concentration and unity "from top to bottom, from top to bottom, from top to bottom, from top to bottom, from top to bottom, and from top to bottom". They have directed to synchronously promote inspection, audit, strict discipline, encourage resignation, promptly dismiss and replace disciplined officials, those with limited capacity and low prestige, creating a new breakthrough in detecting and handling corruption and negativity.

In the first 6 months of 2023, Party committees and inspection committees at all levels disciplined 270 Party organizations and nearly 10,000 Party members, of whom nearly 4,000 Party members were disciplined for corruption, degradation in political ideology, lifestyle ethics, and violations of what Party members are not allowed to do. Since the beginning of the 13th Party Congress term, 91 cadres under the Central Committee's management have been disciplined, including 17 members and former members of the Party Central Committee, and 23 generals in the armed forces (nearly 2 times higher than in the first half of the 12th Party Congress term).

Authorities have transferred nearly 1,200 cases with signs of crime to investigation agencies for consideration and handling in accordance with the law (an increase of nearly 2 times compared to the entire term of the 12th Congress).

“The Steering Committee members assessed that 80% of the disciplined party members were involved in cases and incidents that occurred a long time ago, some of which occurred as early as 2005, demonstrating the Party's determination and strictness in preventing and fighting corruption,” Mr. Dang Van Dung emphasized.

The work of preventing and combating corruption and negativity in anti-corruption and negativity agencies and at the local and grassroots levels has been directed to be strengthened, initially overcoming the situation of "hot above, cold below". In the first 6 months of 2023, local prosecution agencies prosecuted 419 cases with 1,324 defendants for corruption (an increase of 252 cases/989 defendants compared to the same period in 2022); many localities have prosecuted officials who were former Provincial Party Secretaries and former Provincial Chairmen - Mr. Dang Van Dung said.

Also at the briefing on the results of the 24th meeting of the Central Steering Committee on anti-corruption and negativity, answering the press about the progress of the investigation of the cases of Viet A, FLC, Tan Hoang Minh, Van Thinh Phat, AIC..., Deputy Head of the Central Internal Affairs Committee Nguyen Van Yen said that these cases are all in the plan to complete investigation, prosecution, and trial in 2023. The authorities strive to complete the investigation in 2023. Of which, there are cases that meet the conditions to be prosecuted, and cases that meet the conditions to be tried.

Regarding the question about many cases related to Viet A, Mr. Nguyen Van Yen said that the case occurred in the context of the COVID-19 pandemic and no one wanted it. In this special context, the violations and crimes that occurred have been investigated and clarified by the Central and local agencies. The Central Steering Committee on preventing and combating corruption and negativity has made 8 specific requests. These requests have been clarified by the relevant agencies. Currently, 33 cases have been prosecuted, with over 111 defendants on 6 charges. The cases have reached the stage where the investigation can be completed, striving to complete, investigate, prosecute and try by the end of the year, including the Viet A case.

Of the 33 cases, some have been handled by local authorities and many have been brought to trial.

“Because of the special context of the epidemic prevention, there have been many violations and wrongdoings for the purpose of fighting the epidemic, involving many people, from ministries and branches at the central level to localities, and also non-state and public-private enterprises. Therefore, the Steering Committee has had a policy and direction to classify and handle subjects in a scientific, humane and compassionate manner, but also very strict as the General Secretary said. In particular, it is agreed to strictly punish those in positions of authority who take advantage of their positions and powers to influence and direct subordinates to violate the regulations of the Party and the State, bringing illegal benefits to Viet A Company,” said Mr. Nguyen Van Yen.

The mastermind, ringleader, and those who, for personal gain, embezzle large sums of money will also be severely punished... This group is involved in negative corruption, a very serious crime and has been clarified so far. Groups 2, 3, and 4 have been divided into groups and have a policy of exemption from criminal prosecution. This group is a secondary, dependent group that must follow orders. In particular, they have no personal gain and do not benefit and are on the front line against the epidemic, mainly violating bidding activities - Deputy Head of the Central Internal Affairs Commission Nguyen Van Yen replied.

In the context of needing immediate testing kits, they had to follow instructions to have testing kits to serve the people and only knew how to do it for the common good. There were consequences and losses, but in the context of fighting the epidemic, it was impossible to follow the procedures and order prescribed by law on bidding. Violations left serious consequences and had to be dealt with, but in such a context, the Steering Committee unanimously decided to forgive them all. All the consequences and losses of this group were unanimously dealt with by the mastermind, not all.

"With the Viet A "cluster of cases", there will be classification and handling criteria guided by the Central prosecution agencies. In particular, they will be considered for pardon or exemption from criminal prosecution and will not have to bear civil liability," said Mr. Nguyen Van Yen.
