Thai Binh Provincial Party Committee issued a notice on the Conclusion of the implementation of Resolution No. 18-NQ/TW of Thai Binh province on summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee with many important and urgent contents.
Expected new names of departments after merger and arrangement
Accordingly, for specialized agencies and administrative agencies under the People's Committee of Thai Binh province: Merge the Department of Finance with the Department of Planning and Investment to perform the state management function in the sectors and fields currently assigned to the Department of Finance, the Department of Planning and Investment, or transfer some other tasks to related agencies and units. The name of the new Department after the arrangement is expected to be the Department of Finance and Development Investment of Thai Binh.

Merge the Department of Transport with the Department of Construction to perform state management functions in sectors and fields currently assigned to the Department of Transport and the Department of Construction, or transfer some other tasks to relevant agencies and units. The name of the new Department after the reorganization is expected to be the Department of Transport and Urban and Rural Construction.
Merge the Department of Information and Communications with the Department of Science and Technology; the new Department's name after the arrangement is expected to be the Department of Science, Technology, Digital Transformation and Communications.
Merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development. The new Department's name after the reorganization is expected to be the Department of Agriculture and Natural Resources and Environment.
Merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs. Transfer the functions and tasks of state management in the field of vocational education from the Department of Labor, War Invalids and Social Affairs to the Department of Education and Training; transfer the functions and tasks of state management in the field of social protection, children and prevention of social evils from the Department of Labor, War Invalids and Social Affairs to the Department of Health, or transfer some other tasks to relevant agencies and units. The name of the new Department after the arrangement is expected to be the Department of Home Affairs and Labor.
Along with that, review all activities of the steering committees towards ending their activities, keeping only the truly necessary and effectively operating steering committees.
Urgent implementation time
The content of the announcement Conclusion 05-KL/BCĐ and Official Dispatch 06-CV/BCĐ also clearly stated: The advisory and support agencies of Thai Binh Provincial Party Committee shall take the lead in developing a plan to review and streamline the focal points of affiliated units and organizations to ensure effective and efficient operations; coordinate with the Provincial Party Committee's Organization Board and relevant agencies to draft and submit to the Provincial Party Committee's Standing Committee to issue new regulations on the functions, tasks, powers, organizational structure, and working relationships of their agencies and units, to be completed before December 31, 2024.
The Provincial Party Committee's Propaganda Department shall preside over and coordinate with the Provincial Party Committee's Mass Mobilization Committee to develop a project to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Committee, to be completed before December 17, 2024; coordinate with the Provincial Party Committee's Organization Committee to submit to the Provincial Party Committee's Standing Committee to issue new regulations on the functions, tasks, powers, organizational structure, and working relationships of the new agency; propose the arrangement and assignment of cadres and civil servants of the agency, to be completed before January 15, 2025.
The Provincial Party Committee Office shall preside over and coordinate with relevant agencies to advise on organizing a conference to summarize Resolution No. 18-NQ/TW, to be completed before December 20, 2024; review the Provincial Party Committee's steering committees, propose that the Provincial Party Committee Standing Committee consider ending their activities, only retaining steering committees with truly necessary functions and tasks, to be completed before December 17, 2024; coordinate with the Department of Finance to propose a plan to handle the headquarters, assets, and facilities of the agencies implementing the organization and streamlining.
The Provincial Health Care Board shall preside over and coordinate with the Provincial Party Committee's Organizing Committee and the Department of Health to develop a project to end the operation of the Provincial Health Care Board, transfer the task to the Provincial Party Committee's Organizing Committee, the Department of Health and the Provincial General Hospital; propose a plan to arrange and assign civil servants and public employees of the Provincial Health Care Board, to be completed before December 17, 2024.
Thai Binh Newspaper presides over and coordinates with Thai Binh Radio and Television Station, the Provincial Party Committee's Organizing Committee, and the Department of Home Affairs to develop a project to merge Thai Binh Newspaper with Thai Binh Radio and Television Station; arrange and restructure the internal organization; propose the arrangement and assignment of cadres, civil servants, and public employees to perform functions, tasks, and powers after the merger, to be completed before December 17, 2024.
