Former Director of the Department of Labor, War Invalids and Social Affairs of Ha Nam was expelled from the Party.

The Secretariat expelled from the Party Mr. Pham Gia Luat, former Director of the Department of Labor, War Invalids and Social Affairs of Ha Nam province, for violations in mineral exploitation and consumption.

At the meeting on September 8, the Politburo and the Secretariat assessed that Mr. Luat, during his time as Director of the Department of Labor, War Invalids and Social Affairs of Ha Nam province, had degraded in political ideology, ethics, and lifestyle; violated Party regulations, State laws, and regulations on what Party members are not allowed to do and the responsibility to set an example.

Mr. Luat's violations occurred in the implementation of investment projects, management, financial use, exploitation and consumption of mineral resources.

The above violations "caused very serious consequences, great damage to the state budget, many cadres and party members were criminally prosecuted, public opinion was outraged, and negatively affected the reputation of party organizations and state management agencies in the locality".

In early August, Mr. Luat (67 years old) was prosecuted and detained by the Investigation Police Agency of Ha Nam Province Police for the crime of "Abusing position and power while performing official duties", according to Clause 3, Article 356 of the Penal Code.

Mr. Luat was accused of abusing his position and violating the law during the 2020-2021 period as Director of the Department, causing a loss of more than 4 billion VND to the State Budget. This violation is said to be related to the licensing and illegal exploitation of minerals in the Hang Diem mountain area.
