On February 3, at the Party Central Committee headquarters, the Standing Secretariat held a Conference to announce the Politburo's Decision on the establishment and appointment of personnel for four Party Committees directly under the Central Committee (Party Committees of Party agencies at the Central level, Government Party Committee, National Assembly Party Committee, and Party Committee of the Fatherland Front and Central mass organizations); on the functions, tasks, powers, organizational structure, and working relationships of three Party agencies at the Central level (Central Party Office, Central Propaganda and Mass Mobilization Commission, Central Policy and Strategy Commission).

Establishing new party committees
At the Conference, the representative of the Central Organizing Committee announced the Decisions on ending the activities of: Party Committee of Central Agencies; Party Committee of Central Enterprises; Party Committee of the Government; Party Delegation of the National Assembly; Party Delegation of the Vietnam Fatherland Front; Party Delegations and Party Committees at the Central level established by the Secretariat; Central External Relations Committee.
Decisions on establishing new Party Committees and on merging and renaming include: Decision on establishing Party Committees of Central Party agencies; Decision on establishing Government Party Committees; Decision on establishing National Assembly Party Committees; Decision on establishing Party Committees of the Fatherland Front and Central mass organizations.

Personnel decisions
At the Conference, representatives of the Central Organizing Committee also announced the Politburo and Secretariat's decisions on personnel.
The Politburo decided that comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, and Chief of the Party Central Committee Office, ceased to hold the position of Chief of the Party Central Committee Office.
The Politburo decided that comrade Le Hoai Trung, Secretary of the Party Central Committee and Head of the Party Central Committee's External Relations Commission, should cease to hold the position of Head of the Party Central Committee's External Relations Commission and be transferred and appointed to the position of Chief of the Party Central Committee's Office.

Urgently deploy work according to new model, new organization
Speaking at the Conference, General Secretary To Lam emphasized that the organization of the Conference to announce the Decision on organizational work continued to demonstrate the determination, efforts and endeavors of agencies and units in the past time and had a very profound political significance because it was held on the date of the Party's founding (February 3, 1930 - February 3, 2025).
The General Secretary stated that 2024 has passed with many very exciting achievements of the country, especially in socio-economic development and Party building. In particular, with great efforts and exemplary spirit, determination, urgency and seriousness in implementing the Resolution of the Central Executive Committee and the Conclusion of the Politburo on streamlining the apparatus of the political system, the rearrangement and streamlining of the apparatus of the Party agencies, the judiciary agencies and central mass organizations have been basically completed. This is the important basis and premise to continue to successfully complete the rearrangement and streamlining of the apparatus of the political system in the coming time, ensuring quality, efficiency and on schedule as set out.
The General Secretary requested that agencies and units, based on the functions and tasks specified in each decision, urgently deploy work according to the new model and new organization. Especially the four Party Committees directly under the Central Committee and the merged Party Committees, with additional functions and tasks, must ensure good inheritance of the tasks of the Party organizations that have ended their operations, without interruption, stagnation or omission.
The General Secretary noted that in the process of implementation, new issues may arise that cannot be fully anticipated, but the important thing is that with the revolutionary offensive consciousness, we must constantly innovate and be creative, on the basis of ensuring the principles of Party organization and activities, and propose close coordination to promptly advise and handle any issues that arise.
The General Secretary requested to urgently complete the administrative legal procedures for the operation and transactions of the legal entities of the 4 Party Committees directly under the Central Committee and of the 2 Committees: the Central Committee for Propaganda and Mass Mobilization; the Central Committee for Policy and Strategy; urgently develop working regulations or review, supplement, and amend the working regulations of the agencies and each affiliated unit in each agency, also in the spirit of "running and lining up at the same time" to ensure the full implementation of the new functions and tasks of each agency and unit, in each task, the presiding unit and the presiding person must be clear, and the assignment of tasks must be organic and unified. The agencies and units continue to organize well the political and ideological work in receiving and arranging the leaders of the agencies and the leaders of the affiliated units; in arranging the headquarters and workplaces, ensuring more effective and efficient operations than before.
On the basis of arranging and streamlining the apparatus of Party agencies, judicial agencies and central mass organizations, the General Secretary proposed that the National Assembly Party Committee and the Government Party Committee closely coordinate with the Central Organizing Committee to direct functional agencies to urgently advise the Government, the Prime Minister and the National Assembly to perfect the institutions, and at the same time complete the arrangement and streamlining of the apparatus of Government and National Assembly agencies, including arranging and assigning internal personnel as a basis for localities to implement, ensuring unity and synchronization in the entire political system.
The arrangement process needs to pay attention to avoiding haste, subjectivity, formality, ensuring smoothness, no congestion in solving work, but also fighting against stagnation; continuing to do well in political and ideological work to create excitement, peace of mind, solidarity, and unity in competing to successfully complete the tasks of 2025 as well as of the 13th Party Congress term, creating a solid premise to enter the 14th Party Congress.
