The 'chilling' road along the edge of the abyss where the commune police stick to the village

The difficult road to the village

One afternoon in late September 2023, Lieutenant Sung A Nhia, a police officer of Mu Ca commune (Muong Te district), started his motorbike provided by the Ministry of Public Security and headed to Lu Kho residential area to grasp the situation at the grassroots level. According to Senior Lieutenant   Sung A Nhia, to go to Lu Kho you almost have to choose sunny weather to go, if it rains you can only walk to get to the village.

Being an area bordering Muong Nhe district (Dien Bien province), Lu Kho together with the residential areas of Cu Ma Thap and Cu Ma Cao are the focus of the commune police to grasp the situation. These three residential areas are home to more than 400 Mong ethnic people.

The three above mentioned villages were formed through the free migration of Mong people since 2009. Over the past 14 years, with the policy of mobilizing and persuading people to return to their hometowns unsuccessfully, the Muong Te district government has been gradually perfecting the factors so that the three above residential areas can officially become villages of the commune.

From Mu Ca Commune Police Headquarters to Lu Kho residential area, Senior Lieutenant Sung A Nhia traveled more than 40km, of which 20km was National Highway 4H, the rest was dirt road running through hills and fields.

Although it is called a road, it is actually a trail created by the locals while working in the fields. This nearly 20km road passes through rice fields, corn fields, and cassava fields of the locals. After a heavy rain a few days ago, in the middle of the road appeared grooves deeper than a hand span, making travel difficult.

Occasionally, the sound of a revving engine would tear apart the quiet space of the hills. Passing through deep ditches and steep slopes, the road to the village of Mu Ca Commune Police also passed through swamps and viaducts over streams.

When the vehicle reached a steep slope and deep ditch and was forced to stop, Lieutenant Sung A Nhia used all his strength to lift the front wheel of the motorbike out of the ditch, while simultaneously revving the accelerator hard to get the vehicle through the difficult road. As for new drivers, it is necessary to have another person supporting them from behind to be able to get through.

After many years of staying in the village, through the many times he slipped and fell on this road, Senior Lieutenant Sung A Nhia said that each time he traveled the road, there were changes that forced him to always be cautious.

After 3 hours of traveling, when the sun gradually set, the Lu Kho residential area with many roofs appeared. The road down to the village connecting from the top of the hill to the valley, many sections were slippery.

Riding his motorbike from house to house in a familiar manner, Senior Lieutenant Sung A Nhia was considered by the locals as a member of the Mong village. He asked around each house, met influential people, met the leader of the missionary group and grasped the people's thoughts.

Seeing the commune police visiting the village, Mr. Vang A Nenh said: "Are you a cadre coming to the village? Please come in and have a drink." Mr. Nenh's house was built with wooden panels and a corrugated iron roof in the style of a Mong house. There was no electricity, no phone signal... under the solar light that was enough to illuminate the drinking table, Senior Lieutenant Sung A Nhia asked about the upcoming harvest of the villagers.

Migrating here freely since 2009, Mr. Vang A Nenh said that for nearly 15 years, he and his family have always wanted to stay long-term in the Lu Kho residential area.

“When we came here, the Lu Kho area was still quite wild. After a while, more people migrated here. We came from many places such as Son La, Lao Cai and even some southern provinces,” Mr. Nenh shared.

According to Mr. Vang A Nenh, the Mong people living here have received support from the government to ensure their lives. In particular, in order to not become a forgotten residential area, the commune police force has supported them with procedures and documents.

"We were visited by the Commune Police to complete procedures for citizen identification cards, personal documents, and other policies to stabilize our lives," said Vang A Nenh, adding that every time the Commune Police visited, Lu Kho village always liked them, greeted them, and cooperated with them.

To grasp the situation at remote residential areas, Senior Lieutenant Sung A Nhia instructed people to choose high points to detect signals, thereby promptly reflecting the situation at the base.

Every week, Lieutenant Nhia goes to the village at least once. This job has been with him for more than 5 years. Being a Mong, Lieutenant Nhia's presence is more meaningful in guiding the villagers to follow the policies of the Party and the State and stay away from heresies that incite and sabotage the State.

After more than an hour of monitoring the situation in the village, Lieutenant Nhia said goodbye to the villagers and returned to the commune center. Night had fallen over the remote village. Lieutenant Sung A Nhia's journey home was a journey through the forest, along the edge of the cliff. In the middle of the remote mountains and forests, the motorbike lights of the police force were like a dot in the quiet night.

6 commune police officers control an area half the size of Bac Ninh province

Mu Ca is one of the six border communes of Muong Te district, Lai Chau province. With an area of ​​nearly 40,000 hectares, this is the second largest commune in the district (after Ta Tong commune) and has an area equal to half of Bac Ninh province.

From Muong Te town, to reach Mu Ca commune, there is only one road about 80km long - National Highway 4H. The commune with more than 2,000 people is divided by mountainous terrain, the population is scattered and mainly comes from growing rice, cassava and receiving payments for forest environmental protection services.

Before 2018, Mu Ca commune emerged as a potential area of ​​security and order instability. With its border terrain, Mu Ca commune was considered a "buffer zone" for drug criminals to choose to transit to other localities. From drugs, many consequences such as theft and other violations of order forced the government to concentrate its efforts to handle.

In particular, Mu Ca was once listed by the Ministry of Public Security as a key area with complex security and order situations. However, the phrase “key complex area” has gradually receded into the past since the Ministry of Public Security deployed regular police to the commune.

Lieutenant Colonel Tran Van Duy, Chief of Mu Ca Commune Police, said that the political and religious security situation in the commune has been stable since December 2022. In the first 9 months of 2023, the commune did not record any violations related to property theft.

Regarding drugs, currently there are no retail traders in the area, only 1 addict being treated by drinking methanol, 10 people illegally using drugs and have been recorded and put under management.

In recent years, Mu Ca has often been mentioned as a bright spot in terms of security and order, and was decided by the Ministry of Public Security to be removed from the list of "complicated key areas". The stories that people tell each other are about models of getting rich on this remote land...

Mr. Luong Van Nghen - Secretary of the Party Committee of Mu Ca commune informed: Since the regular police force came to the commune, it has helped stabilize the security and order situation in the area. Previously, the commune only had one civil servant in charge of security and order, with a large area like Mu Ca, carrying out the task was very difficult.

"Since the regular police force arrived in the commune, it has helped to promptly resolve issues at the grassroots level. Local people can live peacefully, there are no security and order hotspots, and religious activities are promptly monitored. In particular, the commune police have advised many correct policies for the Party Committee to implement measures to ensure security and order in the area," said the Secretary of the Mu Ca Commune Party Committee.
