Traffic police inform that "stopping a motorbike wearing a raincoat can result in a fine of up to 14 million VND"

(NLDO) - Hanoi Traffic Police Department confirmed that stopping a motorbike to wear a raincoat can result in a fine of up to 14 million VND.


On February 9, the Traffic Police Department (Traffic Police, Hanoi City Police) confirmed that information on social media recently about "stopping a motorbike to wear a raincoat can result in a fine of up to 14 million VND" has caused confusion among the public. However, in reality, the law does not prohibit stopping a motorbike to wear a raincoat.

In addition, the Hanoi Traffic Police Department also confirmed that stopping a motorbike to put on a raincoat can result in a fine of up to VND14 million. The law does not prohibit stopping a motorbike to put on a raincoat, but if stopping or parking the motorbike in violation of regulations, causing traffic obstruction or accidents, the violator will be punished according to current regulations.

According to the 2024 Law on Road Traffic Order and Safety, when stopping or parking, drivers must ensure safety, not obstruct traffic, signal to other vehicles, and comply with regulations on stopping and parking locations.

Places where stopping or parking is not allowed include the left side of one-way streets, on bridges, under overpasses, at intersections, pedestrian crossings, bus stops, coach stops, areas where traffic signs or lights are obscured, etc. If a driver stops at these locations, for any reason, including wearing a raincoat, he or she may be subject to penalties according to regulations.

Decree No. 168/2024/ND-CP, effective from January 1, 2025, clearly stipulates the fine for stopping or parking vehicles in violation of regulations. For motorbikes, the fine of VND 400,000-600,000 applies to stopping or parking vehicles that obstruct traffic, at bus stops, intersections or pedestrian crossings.

Stopping or parking on a bridge will be fined 600,000-800,000 VND, and in a road tunnel in violation of regulations will be fined 800,000-1,000,000 VND. The highest fine of 10-14 million VND, only applies to stopping or parking in violation of regulations causing traffic accidents.

Thus, according to the Hanoi Traffic Police Department, there is no regulation to fine people who stop their vehicles wearing raincoats if they comply with the regulations. The sensational headline "wearing raincoats will be fined 14 million VND" is inaccurate and can easily mislead people. Traffic participants need to clearly understand the regulations to ensure safety for themselves and the community, instead of worrying about incomplete information.
