Currently, Quang Nam province has many bridges with investment of hundreds of billions of dong and have been completed for a long time, however, the access roads are still not completed, making these bridges unable to be put into use.
In May 2019, the People's Committee of Quang Nam province approved the investment in the construction of the Tam Tien bridge project and the access road connecting Tam Tien and Tam Xuan 1 communes (Nui Thanh district) with a length of 4.18 km. The project has a total investment of about 220 billion VND, and the implementation period is until December 2022. However, after nearly 3 years, it has not been completed, forcing people to risk their lives crossing the irrigation aqueduct bridge next to it, which poses a potential risk of accidents.
Mr. Nguyen Kim Phap (Long Thanh village, Tam Tien commune) said: I saw the construction unit building Tam Tien bridge for nearly 3 years, but only poured a few bridge spans and then left it lying in the middle of Truong Giang river. Currently, the construction unit has stopped implementing, so I don't know when this bridge will be completed and put into use.
“Every day, hundreds of households in Tam Tien commune have to risk their lives to cross the 1m wide irrigation aqueduct bridge over a branch of the Truong Giang River. Even though they know it is very dangerous, they still have to cross it,” said Mr. Nguyen Van Bon (residing in Tam Tien commune).
Up to now, Tam Tien bridge has only been constructed from Tam Tien commune, but the section through Tam Xuan 1 commune has not been implemented due to compensation and site clearance problems.
It is known that in June 2024, the People's Committee of Quang Nam province sent a document to relevant departments and branches regarding the extension of the construction contract for the Tam Tien bridge and Nui Thanh district access road. Accordingly, the Provincial People's Committee requested the People's Committee of Nui Thanh district to focus on directing the project management agency, the unit implementing compensation and site clearance, and relevant units to actively coordinate and promptly complete the compensation, site clearance, and resettlement work to ensure construction progress.
As for Tam Giang bridge (connecting Nui Thanh town with Tam Giang commune, Nui Thanh district), the construction and site clearance cost is about 150 billion VND, construction started in 2017, expected to be completed in July 2018, after many adjustments to the project implementation time, most recently the implementation time was extended to the end of 2023, but up to now, the bridge has been completed but there is no site to build the approach road, so the project has not been put into use yet.
Mr. Pham Van Chau - Chairman of Tam Giang Commune People's Committee said that recently, the local government has regularly mobilized and persuaded some households to receive compensation money and hand over the site to the construction unit. Up to now, the site has been basically handed over to the construction unit to build the road leading to Tam Giang bridge, but the construction is still slow.
Mr. Le Van Sinh - Chairman of Nui Thanh District People's Committee said that the reason for the slow progress of the two Tam Giang and Tam Tien bridges in the locality is due to land clearance problems. Recently, the District People's Committee has coordinated with functional agencies and commune People's Committees to focus on resolving land clearance problems to hand over to the construction unit to complete the project.
These are two of many bridges in Quang Nam that have been built but do not have access roads, such as Tra Dinh bridge (Que Phu commune, Que Son district) with a total investment of more than 51.8 billion VND; Tay An 1 and Tay An 2 bridges (Duy Xuyen district); bridges on route DH14 and bridges on road DH7 (in Dien Ban town, Quang Nam province)...
Regarding this issue, Mr. Tran Nam Hung - Vice Chairman of Quang Nam province said: The main reason why the bridges have been completed but there are no access roads is the problem of site clearance and the source of raw soil for roadbed construction. Therefore, the Provincial People's Committee has focused on directing to promptly resolve this issue. The Provincial People's Committee has requested the People's Committees of districts and towns to review, propose solutions, and speed up the project completion progress. In case of exceeding the authority, the investor shall report to relevant departments and branches for coordination in resolving, or advise the Provincial People's Committee for consideration and direction.
