After 10 years of implementing Resolution No. 25-NQ/TW dated June 3, 2013 of the Party Central Committee on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation", mass mobilization work in Ha Tinh has made many strides, contributing to the effective implementation of political tasks in the area.
Promoting the existing foundation, Cam Loc commune (Cam Xuyen) aims to strive to achieve the advanced new rural commune (NTM) standards by 2024. To mobilize the participation of all classes of people to implement the NTM criteria, Cam Loc commune Party Committee identifies the leading task as propagating and mobilizing the people with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit".
Thanks to good mass mobilization work, Cam Loc commune has promoted the strength of solidarity between religions. Up to now, the locality has achieved 17/20 advanced NTM criteria.
Thanks to the good work of mass mobilization, the entire political system of Cam Loc commune has promoted the strength of solidarity between religions. In the past 10 years, people in the whole commune have donated more than 5,000 m2 of land, contributed tens of thousands of working days and mobilized more than 40 billion VND of social resources to implement the criteria of the new rural area. To date, the commune has achieved 17/20 criteria of the commune meeting the advanced new rural area standards.
Not only in Cam Loc commune, that motto is also consistently implemented by the Party committees and authorities at all levels in Cam Xuyen. Thanks to that, in 2021, Cam Xuyen achieved the standard of a new rural district and is striving to build a district that meets the advanced new rural standards by the end of 2024.
Propaganda and mobilization of the people with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" is an effective way of mass mobilization work carried out by Party committees and authorities at all levels in Cam Xuyen.
Mr. Nguyen Thanh Long - Head of the District Party Committee's Mass Mobilization Committee, Chairman of the Fatherland Front Committee of Cam Xuyen district said: "Resolution 25-NQ/TW is considered the "backbone" resolution in mass mobilization work. In which, it is determined that mass mobilization work must be implemented closely following the requirements and practical tasks of local socio-economic development and linking propaganda and mobilization with taking care of the practical interests of the people. From there, creating consensus among the people is the driving force to promote the implementation of tasks in the area. In particular, in building new rural areas, with the implementation of democratic regulations, promoting the supervisory role of the community, the supervisory and critical role of the Fatherland Front and socio-political organizations... has contributed to promoting the movement to build new rural areas, improving the material and spiritual life of the people".
The North-South Expressway project through Thach Ha district is 18.27 km long with 7 communes affected, including: Viet Tien, Thach Ngoc, Luu Vinh Son, Thach Dai, Thach Xuan, Tan Lam Huong, Nam Dien. In addition, in the district, the project will build an additional parallel expressway connecting DT.550 - Ham Nghi with a length of 3.9 km and a road connecting Ngo Quyen - DT.550 with a length of 5.053 km. The total number of households affected by projects with land to be recovered is more than 1,600 households.

Despite such a great impact, up to now, the work of site clearance and resettlement for local people has basically been met; households have received compensation. Comrade Nguyen Van Thang - Standing Deputy Secretary of Thach Ha District Party Committee said: "In addition to the efforts and determination in leadership and direction of all levels and sectors, the support and consensus from affected people is considered the "key" to contributing to speeding up the site clearance work for the North - South expressway through the area. To create that consensus, the work of mobilizing the masses, contacting and dialogue to grasp the thoughts and aspirations of the people is given top priority by Thach Ha district. Thereby, contributing to creating consensus in society, helping key projects and works in the area to be implemented promptly and effectively".

Along with Thach Ha, the direct dialogue between the heads of Party committees and authorities with the People has also been systematically implemented by Party committees and authorities of localities throughout the province. Through direct dialogue conferences of the heads, many outstanding issues, difficulties and obstacles at the grassroots have been resolved; at the same time, this is also an important channel for authorities at all levels to propagate and disseminate the Party's guidelines and policies, the State's and the province's policies and laws into life; creating a close and close relationship with the People.
The work of receiving people, handling petitions, complaints and denunciations of citizens has been seriously and effectively directed by Party committees and authorities at all levels. From 2013 to present, the whole province has received 58,888 people; State agencies at all levels have received 33,871 petitions (complaints, denunciations, complaints and feedback); the number of complaints and denunciations under the authority of administrative agencies has been resolved 3,126/3,526 cases (reaching a rate of 88.67%); many complicated and arising cases have been resolved promptly and in accordance with regulations.
The province has successfully built and replicated 19,340 models, typically "Skilled Mass Mobilization" in all areas of social life. The "Skilled Mass Mobilization" models have been deployed and implemented in conjunction with patriotic emulation movements. In particular, mass mobilization work has also promoted its role as a bridge in mobilizing, calling for, and effectively implementing social security work in the province.
Administrative reform work is focused on implementation by departments, branches and localities.
Together with the Vietnam Fatherland Front and socio-political organizations, mass mobilization work has also been effectively implemented by state agencies. Accordingly, authorities at all levels have promptly issued a system of leadership, direction and implementation documents; promoted administrative reform, strengthened supervision of public ethics and awareness of serving the people of the staff. Thereby, administrative procedures have been promptly resolved, meeting the requirements of people and businesses, which have been recognized and highly appreciated by the people.
Comrade Truong Thanh Huyen - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission affirmed: "Over 10 years of implementing the Central's resolutions on mass mobilization work, the authorities at all levels of Ha Tinh have focused on thoroughly grasping and implementing them synchronously and concretizing them by issuing many guidelines, resolutions, mechanisms and policies, contributing to promoting the right to mastery and improving the material and spiritual life of the people".

According to comrade Truong Thanh Huyen, in order to promote the role of mass mobilization work to contribute to the successful implementation of political tasks in the area, Party committees and authorities at all levels need to continue to effectively implement Resolution No. 25-NQ/TW, Conclusion No. 43-KL/TW and directives and resolutions of the Central and the province in a synchronous manner; continue to concretize them into programs and plans for implementation. At the same time, innovate and improve the quality and effectiveness of mass mobilization work of state agencies; enhance the coordination of organizations in the political system on mass mobilization work. In addition, promote patriotic emulation movements, build and replicate models of "Skilled Mass Mobilization" in all fields; continue to effectively implement the Party's guidelines and policies on religious and ethnic affairs, etc.
