On July 13, 2023, the People's Committee of Nghe An province issued Decision No. 2052/QD-UBND on the establishment of the Nghe An Provincial Historical Archives Center on the basis of reorganizing the Department of Records and Archives, under the Nghe An Department of Home Affairs.
This Decision stipulates the position and functions of the Nghe An Provincial Historical Archives Center as a public service unit; subject to the direct direction and management of the organization, number of employees and activities of the Department of Home Affairs; at the same time subject to the direction, guidance and inspection of the expertise and profession of the Department of State Records and Archives, the Ministry of Home Affairs and competent State agencies.
The Center has the function and task of directly managing historical archives; organizing the collection, editing, preservation, exploitation, use and promotion of the value of archives; and performing public services on archival work in accordance with the provisions of law.
The decision stipulates the organizational structure, including the center's leadership (director and no more than 2 deputy directors); the number of employees includes 15 civil servants and 2 contracts.
Also at the announcement ceremony, the Department of Home Affairs also announced Decision No. 526/QD-SNV, dated August 1, 2023 on the appointment of Director of the Nghe An Provincial Historical Archives Center for comrade Nguyen Thi Quynh Hoa - Head of the Provincial Department of Records and Archives to hold the position of Director of the Nghe An Provincial Historical Archives Center, under the Department of Home Affairs, from August 1, 2023. The term of appointment of the position of Director of the Nghe An Provincial Historical Archives Center for comrade Nguyen Thi Quynh Hoa is 5 years.
The Department of Home Affairs also announced and handed over the decision to rename the Party Cell of the Head of the Provincial Department of Records and Archives to the Party Cell of the Nghe An Provincial Historical Archives Center and the Decision to appoint the Party Cell Secretary of the Nghe An Provincial Historical Archives Center; the decision to rename the member grassroots Trade Union under the Trade Union of the Nghe An Department of Home Affairs.
Handing over the decisions to establish the center, appoint the Director of the center and the decision to change the name of the Party cell, appointing the Secretary of the Party cell of the Nghe An Provincial Historical Archives Center; Comrade Nguyen Viet Hung - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs affirmed that the establishment of the Nghe An Provincial Historical Archives Center is based on the reorganization of the Department of Records and Archives according to the policy of rearranging the organizational apparatus, restructuring cadres, civil servants and public employees to improve the effectiveness and efficiency of operations.
The Director of the Department of Home Affairs also requested the center's leaders to coordinate with agencies and units to soon stabilize the organizational structure and on the basis of Decision No. 2052/QD-UBND on the establishment of the center with specific functions, responsibilities and powers to develop working regulations, assign and assign tasks clearly; associated with improving professional expertise, understanding of politics and public ethics to effectively implement professional tasks.
Along with that, we continue to maintain and improve the quality of activities of Party cells and mass organizations; pay attention to building solidarity within Party cells, the Board of Directors and employees, focusing on promoting the exemplary role of leaders at all levels and at the center.
Comrade Nguyen Thi Quynh Hoa - Party cell secretary, Director of Nghe An Provincial Historical Archives Center spoke on accepting the assignment, affirming to continue to make efforts and determination to perform well the functions and tasks in her position, ensuring to promote the role and activities of the Provincial Historical Archives Center.
