On December 26, 2023, Deputy Prime Minister Tran Hong Ha signed and issued Decision No. 1686/QD-TTg approving the Planning of Ha Nam province for the period 2021-2030, with a vision to 2050. According to the approved planning, the scope and boundaries of the planning include the entire natural area of Ha Nam province with an area of 861.93 km2; including 6 district-level administrative units: Phu Ly city, Duy Tien town and Kim Bang, Thanh Liem, Ly Nhan and Binh Luc districts. The North borders the capital Hanoi, the East borders Hung Yen and Thai Binh provinces, the South borders Nam Dinh province, the Southwest borders Ninh Binh province and the West borders Hoa Binh province.
The goal by 2030 is to build Ha Nam province into a rich, beautiful, civilized province, striving to achieve a fairly good level of development in the Red River Delta; to become an environmentally friendly high-tech industrial center with great socio-economic efficiency; a cultural tourism center associated with spiritual cultural tourism, resorts, entertainment, recreation, and sports; to develop high-tech agriculture, clean agriculture, and commodity production with high productivity, quality, and value; to have a high rate of labor productivity growth on the basis of promoting the effective application of science - technology and innovation in socio-economic development and environmental protection and improving the quality of human resources; the fields of culture, society, ecological environment, social security, and the material and spiritual life of the people are guaranteed and constantly improved.
In terms of economy, strive for an average economic growth rate (GRDP) of about 11.2% per year in the 2021 - 2030 period. The economic structure of industry - construction accounts for 70.5%, the service sector accounts for 26%, and the agriculture, forestry and fishery sector accounts for 3.5%. GRDP per capita reaches over 230 million VND. Total social investment capital for the entire 2021 - 2030 period reaches 758 trillion VND; strive for the digital economy to account for 25-30% of GRDP...
By 2050, Ha Nam province will become a centrally-governed city, a smart, modern urban area; a logistics center for industry, high technology, medicine, health care, education and training, tourism services, and trade in the Red River Delta.
Speaking at the conference, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister acknowledged and congratulated the Party Committee, government and people of Ha Nam province on the implementation of the socio-economic development tasks in 2023. The Deputy Prime Minister directed: The announcement of the Ha Nam Provincial Planning for the period 2021-2030, with a vision to 2050, is a very important event for mobilizing resources, attracting investment, promoting socio-economic development of Ha Nam province in the coming time; at the same time, continuing to concretize the guidelines, policies and policies of the Party and State on the development of the Red River Delta, the key economic region of the North, the Capital region and Ha Nam province. To build Ha Nam province into a centrally-run city, the local Party Committee and government must closely follow the Resolution of the Politburo and the urban development orientation; synchronously prepare traffic infrastructure; social infrastructure; Urban development aims to say no to traffic congestion, say no to environmental pollution, especially say no to water pollution. Focus on building a model of regionally connected urban areas and developing traffic infrastructure so that wherever the economy goes, it will develop; promote economic model transformation with high labor productivity; develop a province with high-quality medical services, strive to make Ha Nam province an attractive destination for domestic and foreign investors and tourists.
Deputy Prime Minister Tran Hong Ha directed: The implementation of the Planning must comply with the Party's policies and guidelines, and legal regulations; strictly implement the planning, maintain principles but not be rigid, not perfectionist, not hasty; when adjusting and supplementing flexibly, in accordance with the actual situation, it is necessary to carefully assess the impact with the permission of competent authorities. Regarding resources for implementing the planning, it is necessary to promote public-private cooperation, take public investment as the leader and activate private investment; attract capable investors, promote digital transformation, green transformation, circular economy, sharing economy... strive to soon turn Ha Nam into a smart, modern city.
Speaking at the conference, comrade Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation emphasized: The Prime Minister's approval of the Ha Nam Provincial Planning for the period 2021-2030, with a vision to 2050, is of great significance to the province. This will be an extremely important tool for the province to organize management, orientation, and control investment activities and is the foundation to promote the development of Ha Nam province more strongly and sustainably in the coming period. However, the approval of the provincial planning is only the initial result. To concretize and realize the provincial planning, there is still a lot of work to do and there will also be many difficulties and challenges, requiring Ha Nam province to make more efforts and be more determined to achieve the set goal: "By 2030, build Ha Nam province rich, beautiful, civilized, striving to achieve a fairly good level of development of the Red River Delta; By 2050, Ha Nam will become a centrally-governed city, a smart, modern urban area; a logistics center for industry, high technology, medicine, health care, education and training, tourism services, and trade in the Red River Delta region.
Regarding specific tasks, in the coming time, Ha Nam will choose 3 development breakthroughs including: Investing in a synchronous and modern technical infrastructure system and social infrastructure; Improving the business investment environment; Investing in human resources development, science and technology. Implementing 5 pillars of economic growth including: Developing industry according to the circular economic model, green growth, applying high technology, being environmentally friendly; Developing high technology, focusing on developing Ha Nam High-Tech Park; Exploiting and promoting tourism resources effectively; focusing on developing Tam Chuc National Tourist Area; Expanding urban space, building a synchronous urban infrastructure system, creating momentum for developing trade, services and logistics; Developing agriculture towards commodity agriculture, safe and organic production, applying high technology.

Immediately after the conference to announce the Ha Nam Provincial Planning for the period 2021-2030, with a vision to 2050 ended, the Provincial People's Committee organized the awarding of the Investment Certificate and the groundbreaking ceremony for the project to invest in building a Theme Park in Phu Ly city.
The project to invest in building a theme park combined with housing in Phu Ly City has a scale of more than 26 hectares. The project includes the following items: theme park, construction of housing area, renovation of infrastructure traffic system to ensure modern synchronization. The scope of the project includes Tien Hiep commune, Lam Ha ward. The North borders Vo Nguyen Giap street. The South borders 36m road. The East borders the rest stop and new housing area, the West borders the provincial multi-purpose stadium.
The completed project will be a modern park, contributing to meeting the needs of entertainment and housing in the area and bringing socio-economic efficiency. Improving land use efficiency, promoting economic growth and increasing local budget revenue.
Sun Group started construction of Phase I of the Bac Chau Giang New Urban Area project, covering an area of 404 hectares and with a total investment of VND35,000 billion. The complex includes the following items: a 26-hectare theme park combined with housing, a 176-hectare Bac Chau Giang Ecological Urban Area, and a 202-hectare Modern and Innovative Urban Area.
