NEED TO MOBILIZE MORE THAN 4.4 MILLION VND
Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, informed about some major goals of the planning, in which it is determined that by 2030, Ho Chi Minh City will focus on arranging commune-level administrative units, developing urban and rural areas in the direction of "villages in cities, cities in villages", combining the preservation of inherent values and sustainable development. At the same time, rearranging the system of rural residential areas in the direction of reducing the number of communes; improving the quality of life of people in rural areas; reducing the gap in development level compared to urban areas.
According to the recently approved planning, Ho Chi Minh City continues to be a special urban area including 1 central urban area and 6 affiliated urban areas.

Ho Chi Minh City continues to be a special urban area including 1 central urban area and 6 affiliated urban areas including: Thu Duc City and 5 satellite cities that basically meet the standards to be upgraded to a city (Cu Chi, Hoc Mon, Binh Chanh, Nha Be, Can Gio). To implement the above planning, it is estimated that in the period of 2026 - 2030, Ho Chi Minh City needs to mobilize over 4.4 million billion VND, of which 1.1 million billion VND is from the budget, mobilizing over 3.3 million billion VND from social capital sources. The locality also identified a list of key projects that are prioritized for investment in this period. Specifically, the transportation sector includes the Ho Chi Minh City - Moc Bai expressway, Ring Road 2, Ring Road 3, Ring Road 4 and 4 large bridges (Can Gio, Thu Thiem 4, Dong Nai 2, Phu My 2). At the same time, invest in the Thu Thiem - Long Thanh railway, Ho Chi Minh City - Can Tho, 7 urban railway lines, Can Gio international transit port, Nha Rong - Khanh Hoi international passenger port, Phu Thuan. In the field of science and technology, Ho Chi Minh City prioritizes projects of innovation and startup centers, data centers, Thu Duc science and technology park. At the same time, continue to invest in industrial parks: Pham Van Hai I, Pham Van Hai II, An Phu and industrial clusters Lang Le - Bau Co, Quy Duc, Duong Cong Khi, Thoi Son B, Hiep Phuoc LNG power plant, national biotechnology center. Chairman of the City People's Committee Phan Van Mai said that the locality has developed a plan to implement the Ho Chi Minh City Planning. In the near future, it will urgently complete the dossier and soon submit it to the Prime Minister for approval of the general planning project of Ho Chi Minh City until 2040, with a vision to 2060. On that basis, Ho Chi Minh City will proactively prepare for the work of planning specialized urban technical infrastructure, zoning planning, and detailed planning.

According to Minister of Planning and Investment Nguyen Chi Dung, the planning of Ho Chi Minh City is very important but is only the initial result; to soon put the planning into practice and become a reality, there is still a lot of work to be done and there are also many difficulties and challenges. Mr. Dung suggested that Ho Chi Minh City urgently review and adjust technical and specialized planning such as: district-level land use planning, construction planning, urban planning. Ho Chi Minh City will urgently coordinate with ministries and branches to complete the implementation plan, ensuring consistency and connection between national planning, regional planning and zoning planning. "We realize that planning is difficult, organizing implementation and effective management is even more difficult," Secretary Nguyen Van Nen assessed, and at the same time said that Ho Chi Minh City manages planning closely, scientifically, flexibly, removing bottlenecks, creating breakthrough momentum. Speaking at the conference, Prime Minister Pham Minh Chinh repeatedly expressed his satisfaction and pride in the newly approved Ho Chi Minh City master plan, because the new master plan demonstrates the locality's vision, innovation, deep thinking, and big-picture thinking. Ho Chi Minh City's master plan identifies priority orientations, building 2 corridors, 3 sub-regions, 9 main spatial axes and a coastal spatial axis. The multi-center spatial structure, Thu Duc City is the new growth pole, arranging 5 districts into an ecosystem of "villages in the city, cities in the village". "Ecology is exactly this. We build villages in the city to green the urban area, then build cities in the village to urbanize the countryside. The concept is very simple and easy to understand", the Prime Minister confided.

TURNING PLANNING INTO WEALTH AND MATERIAL THINGS
After the planning was approved, the Prime Minister emphasized that the remaining task was to implement the planning to create wealth, material, specific products and most importantly, for people to enjoy and have a prosperous and happy life. If the planning is good, there will be good projects, good investors and development. In addition, the planning must mobilize the combined strength of people, businesses and international partners. Listing some key tasks in the coming time, the Prime Minister suggested that Ho Chi Minh City make good use of high-altitude space, sea space, underground space to promote distinct potential, outstanding opportunities, competitive advantages, and propose solutions to overcome challenges in the context of limited land and crowded population. The Prime Minister added that he had assigned Vingroup to research and build an underground traffic system from the center of Ho Chi Minh City to Can Gio. "Mr. Vuong (Mr. Pham Nhat Vuong, Chairman of Vingroup - PV) is very enthusiastic about this. We have to assign many tasks to large enterprises," the Prime Minister shared. In the planning implementation phase, the Prime Minister noted that localities should focus on "1 focus, 2 enhancements, 3 pioneers". Specifically, 1 focus is to build mechanisms and policies to mobilize all legal resources for development. 2 enhancements are to increase investment in people, attract talent, improve the quality of human resources and strengthen economic connectivity of Ho Chi Minh City with the region and the whole country through transport infrastructure, digital transformation, supply chain connection, product and market diversification. The 3 pioneers ordered by the Prime Minister include strategic infrastructure development; innovation, application of science and technology; development of high-quality human resources and attracting and retaining talent. The head of the Government suggested that Ho Chi Minh City pay attention to key projects such as the international financial center, Can Gio international transit port, the project connecting Tan Son Nhat airport with Long Thanh airport, and the urban railway network. Emphasizing that the planning of Ho Chi Minh City is not only a local issue but also a common task of the Government, ministries and branches, the Prime Minister requested that agencies provide support for the city to implement this planning. "I am determined that every time I go to Ho Chi Minh City, I must solve a task. If I have not solved it, I will feel guilty and worried," the Prime Minister shared, and at the same time requested that ministries and branches also follow the same spirit, not working carelessly or shirking responsibility.
