On December 15, in Nha Trang City (Khanh Hoa), the Ministry of Natural Resources and Environment held a conference to announce the master plan for sustainable exploitation and use of coastal resources for the 2021-2030 period, with a vision to 2050, and to review the Law on Natural Resources and Environment of the sea and islands.

The coastal area is a solid foothold to advance to the sea.

Speaking at the conference, Minister of Natural Resources and Environment Do Duc Duy said that on October 7, 2024, the Prime Minister issued Decision No. 1117/QD-TTg approving the Master Plan for sustainable exploitation and use of coastal resources for the 2021-2025 period, with a vision to 2050.

According to the Minister, this is a new planning, the first time it has been implemented in Vietnam with a wide scope, while information and database are limited. However, with the efforts of the host unit and the effective coordination of ministries, branches, localities, and technical support from international organizations, the planning has been completed on schedule and quality is guaranteed.

This is also a multi-sectoral, comprehensive planning, arranging and reasonably allocating development space for sectors and fields of the economy; it is an important tool for managing the sustainable and effective exploitation of coastal resources. The implementation of the planning will contribute to developing Vietnam's coastal areas into vibrant economic and cultural centers, a gateway connecting the development space between the mainland and the sea, and a solid foothold to advance to the sea.

“The planning is also the basis for us to continue to perfect the legal framework, improve the effectiveness and efficiency of comprehensive management of marine resources and environment, combined with strengthening national defense and security potential, ensuring national interests at sea, contributing to making Vietnam a strong maritime nation, rich from the sea,” Minister Do Duc Duy emphasized.

Arrange and distribute according to 4 socio-economic regions

According to the master plan for sustainable exploitation and use of coastal resources in the period 2021 - 2030, with a vision to 2050, coastal areas and islands are arranged and distributed according to 4 socio-economic regions: the Northern region from Quang Ninh to Ninh Binh; the North Central region and the Central Coast from Thanh Hoa to Binh Thuan; the Southeast region, including Ba Ria - Vung Tau and Ho Chi Minh City; the Southwest region from Tien Giang to Kien Giang.

Hai Phong Port – the largest port cluster in the North

Specifically, the northern coastal region: Hai Phong - Quang Ninh area is a modern, international, leading marine economic center in Southeast Asia; it is the gateway and driving force for the development of the Red River Delta. Meanwhile, the Thai Binh - Nam Dinh - Ninh Binh area strongly and sustainably develops the marine economy.

The North Central Coast and Central Coast are the gateway to the sea of ​​the Central Highlands and neighboring Laos, with the potential for rapid, strong, and sustainable development of the marine economy with modern coastal economic zones, smart, environmentally friendly coastal urban systems, and high resilience to natural disasters and climate change; cultural and historical values ​​and ecosystems are protected, preserved, and promoted.

The Southeast coastal region (Ba Ria - Vung Tau and Ho Chi Minh City) is a strong international maritime economic center in Southeast Asia with priority industries and fields: seaports, logistics, oil and gas exploitation, petrochemicals, marine tourism, exploitation, aquaculture and seafood processing. Developing types of eco-tourism, resorts, culture, sports, high-quality entertainment services. Developing a chain of coastal tourism urban areas in the direction of green urban areas.

The southwestern coastal region includes strong maritime economic centers of Southeast Asia with green industrial development, clean energy, renewable energy, especially wind power, solar power associated with forest and coastal protection; aquaculture, seafood exploitation, logistics services, modern fishing infrastructure for offshore exploitation; forming and developing eco-tourism, contributing to proactively preventing, avoiding, minimizing risks of natural disasters and responding to climate change and rising sea levels.
