To achieve economic growth goals and breakthrough policies in the coming time, it is necessary to innovate thinking about law making and enforcement.


On March 6, the Ho Chi Minh National Academy of Politics coordinated with the Ministry of Justice to organize a national scientific conference "Innovation in thinking about building and enforcing laws to meet the needs of national development in the new era".

Co-chairing the workshop were Mr. Phan Dinh Trac - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; Mr. Nguyen Xuan Thang - Member of the Politburo, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics; Mr. Nguyen Hai Ninh - Member of the Party Central Committee, Minister of Justice.

At the workshop, Mr. Nguyen Xuan Thang said that in order to achieve economic growth targets and breakthrough policies in the coming time, it is necessary to innovate thinking about law making and enforcement. Accordingly, shifting from management thinking to governance thinking, serving development; from passive, reactive thinking, focusing on handling violations to proactive thinking, focusing on new issues that need timely legal adjustment; ending the situation of "can't manage, then ban". At the same time, limiting administrative thinking, promoting the thinking of serving people and businesses, creating development; building laws to serve the synchronous completion of institutions for rapid and sustainable development of the country, both ensuring the requirements of state management and encouraging creativity, liberating productivity, and unleashing all resources for development.

In order for the country to enter a new era, an era of national development, Mr. Phan Dinh Trac emphasized the need to successfully build a high-quality institution, an institution with international competitiveness, attract talent, liberate resources, and take advantage of development opportunities with the motto of harmonizing benefits and sharing risks. "It is necessary to comprehensively innovate the work of building and enforcing laws, focusing on innovation in thinking, and having a superior investment mechanism in human resources, infrastructure, and finance for the work of building and enforcing laws is essential" - Head of the Central Internal Affairs Commission stated.

According to Mr. Phan Dinh Trac, it is necessary to innovate thinking in law enforcement work towards promoting the spirit of serving the people; proactively applying artificial intelligence (AI); urgently building national digital platforms, developing databases to ensure unified and interconnected operations and exploiting data to effectively support the work of building and enforcing laws.

Presenting papers on improving the effectiveness of law-making and law enforcement, Associate Professor, Dr. To Van Hoa, Vice President of Hanoi Law University, outlined some orientations in amending and supplementing the 2013 Constitution to serve the revolution of streamlining and streamlining the apparatus. According to Mr. Hoa, the direction of research on amending the 2013 Constitution should focus on regulations on local government in order to constitutionalize the non-organization of intermediate government (district level).
