(CLO) "During the 3-year journey of closely following the implementation of Resolution 11 in Cao Bang, I have devoted all my heart to recording every step and every achievement of the locality. The 5-part series "Resolution "overcoming difficulties" to connect regions" is the crystallization of months of diligent research, survey and recording, aiming to bring readers a vivid and complete picture of Cao Bang's innovation process", journalist Hoang Thi Hong Xiem, Cao Bang Newspaper shared.
The series of articles "Resolution "against difficulties" to connect regions" by journalist Hoang Thi Hong Xiem and a group of reporters from Cao Bang Newspaper is not only an excellent journalistic work but also a strong voice, contributing to the development of the locality. This achievement was duly recognized when the work won the B prize at the 2024 Golden Hammer and Sickle Awards.
Creativity to "overcome difficulties"
Resolution 11 marked an important turning point in the development of the northern mountainous provinces, especially Cao Bang. This is considered a "compass" guiding localities in eliminating poverty, narrowing the development gap and building a dynamic and civilized socio-economic region.
The most important breakthrough in implementing Resolution No. 11-NQ/TW is to develop socio-economic infrastructure, especially transport infrastructure for regional connectivity. Cao Bang Provincial Party Committee is determined to build the 121 km Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway to shorten the distance from Cao Bang to Hanoi and key economic regions.
"The path to implementing Resolution 11 in Cao Bang has not been smooth. The Party Committee and people of the province have faced many challenges, from lack of resources to changing mindsets. However, with the talented leadership of former Provincial Party Secretary Tran Hong Minh (now Minister of Transport), many correct, appropriate and grassroots decisions have been made that have been supported and implemented by all levels, sectors and people," said journalist Hoang Thi Hong Xiem.
With the desire to provide readers with a comprehensive view of the implementation of Resolution 11 in Cao Bang, Ms. Hong Xiem and the group of reporters conducted many surveys, interviews and collected data. Through that, the group of authors recorded the tireless efforts of the local Party Committee, government and people, as well as the initial achievements.
From there, the group of authors met many characters, from leaders at all levels to the people to build articles in the genre of reportage. Each article is a topic - a vivid story associated with people and specific actions in implementing the Party's breakthrough decisions.
With limited capital, building the highway is a big challenge for Cao Bang. However, with great determination, the Standing Committee of Cao Bang Provincial Party Committee has made a decision to mobilize people to agree to land acquisition before receiving compensation.
In addition, the Steering Committee for the construction of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway has chosen the PPP form - investment under the public-private partnership method, which has brought significant efficiency to the project by sharing risks with private investors, reducing the financial burden for the state. At the same time, the competitive mechanism in the process of selecting investors has helped ensure the quality of the project and optimize costs.
In particular, the application of modern construction technologies, brought by private investors, has contributed to shortening construction time and increasing the life of the project.
"These are creative solutions that not only help speed up the project's progress but also demonstrate the people's trust in the Party and government. The success of this solution has proven that with solidarity and determination, we can overcome all difficulties," said journalist Hong Xiem.
The path of solidarity between the Party and the people
Journalist Hong Xiem shared that researching and reporting on Resolution 11 required her and her colleagues to face many challenges. The scope of the Resolution is very broad, covering many areas, from socio-economics to the environment. To obtain accurate and complete information, we spent a lot of time researching, analyzing documents, statistics and going deep into the grassroots.
In addition, unexpected events such as super typhoon Yagi have significantly affected work progress, especially when Cao Bang is hosting an important international event. Continuously monitoring and updating information in such a volatile environment is a big challenge for the working group.
Journalist Hong Xiem expressed: "The fact that Cao Bang people unanimously supported the expressway project is an emotional story. The images of poor and near-poor households, people who had to leave their homeland, which they had been attached to for generations, but still happily supported the project, moved me deeply. Their sacrifice was not simply to build a road, but also for a brighter future for their homeland.
It is a vivid demonstration of the love for the homeland and the people's absolute trust in the Party and State."
Through the series of articles "Resolution "against difficulties" to connect regions", journalist Hoang Thi Hong Xiem and her colleagues hope that the Dong Dang - Tra Linh expressway will be a strong driving force for Cao Bang to become a dynamically developing province.
This vital road will connect Cao Bang more deeply into the national transport network, creating favorable conditions for socio-economic development, attracting investment and tourism. Cao Bang will become an important logistics center, contributing to promoting trade with countries in the region, while at the same time stimulating the potential for sustainable tourism development, preserving and promoting the unique cultural and natural values of this land.
"With the correct decisions of the Party Committee, the consensus of the government and people, along with strong investment in the traffic infrastructure, the Dong Dang - Tra Linh expressway will soon be completed. This is not only a traffic project but also a symbol of solidarity and determination to build a rich and civilized Cao Bang. The image of tourist groups flocking to admire the majestic beauty of the mountains and forests of Cao Bang will soon become a reality," Ms. Hong Xiem shared.
With these promising initial achievements, the Party Committee and people of Cao Bang are full of confidence to continue writing new, more heroic chapters in the process of implementing Resolution 11. The whole province is looking forward to a bright future, standing shoulder to shoulder with the whole country in the new era, the era in which our country is growing strongly.
