One of the objectives of the Program is to clearly define the tasks and responsibilities of each agency and unit, especially the responsibilities of the head, thereby proposing solutions for ministries, branches, agencies and localities to develop action plans, organize implementation, inspect, monitor and evaluate the implementation of Directive No. 27-CT/TW to achieve the highest efficiency; thereby creating strong and positive changes in awareness of thrift practice and anti-waste at all levels, branches, agencies, organizations and units, contributing to improving the efficiency of mobilizing, allocating and using socio-economic resources for national development and improving people's lives.
5 key tasks and solutions
The program sets out five key tasks and solutions: 1- Thoroughly grasp, raise awareness, and strictly organize the implementation of the Party's guidelines, policies, and laws of the State on practicing thrift and combating waste; strengthen education, propaganda, and mobilization on practicing thrift and combating waste; 2- Continue to review, supplement, and perfect the legal system on practicing thrift and combating waste; 3- Develop and effectively implement the national strategy and program on practicing thrift and combating waste for 5 years and annually; 4- Strengthen state management, tighten discipline, thoroughly practice thrift, combat waste, and improve the effectiveness of management and use of national resources; 5- Promote the people's mastery, the supervisory and critical role of the Vietnam Fatherland Front, socio-political organizations, mass organizations, and the people; Strengthening the practice of thrift, fighting waste in production, business, consumption, implementing a civilized lifestyle, building a cultural life.
Promote decentralization, create initiative and self-responsibility for local authorities
For each task and solution, the Government clearly defines the tasks and responsibilities of each agency and unit. In particular, the Government requests the Ministry of Finance to preside over and coordinate with relevant agencies and localities to review and propose amendments to the Law on Practicing Thrift and Combating Wastefulness (due before 2025); study and propose amendments to the Law on Management and Use of State Capital Invested in Production and Business at Enterprises to improve the efficiency of using State capital and assets at enterprises.
At the same time, the Ministry of Finance reviews and studies amendments to the State Budget Law and related legal documents in line with reality towards innovating the budget decentralization mechanism, basically overcoming the situation of integration in state budget management, increasing the leading role of the central budget; promoting decentralization, encouraging localities to be creative, increase revenue, mobilize resources for socio-economic development in the area, creating initiative and self-responsibility for local authorities in deciding and using the budget. Research and innovate the allocation of regular expenditures of the state budget according to output results when amending the State Budget Law.
Ministries, branches, and provincial People's Committees, according to their assigned functions, tasks, scope of areas, and fields, shall preside over the review and completion of legal regulations in fields related to the practice of thrift, anti-waste, and completion of the system of standards, regulations, economic-technical norms, unit prices, and public spending regimes, including:
The Ministry of Natural Resources and Environment and relevant ministries and branches review and complete the legal system on land and resources, focusing on drafting detailed regulations and guidelines for the 2023 Law on Water Resources and the 2024 Land Law; complete the draft Law on Geology and Minerals to submit to the National Assembly.
The Ministry of Planning and Investment and relevant ministries and sectors focus on reviewing and perfecting legal regulations on bidding in accordance with the provisions of the 2023 Law on Bidding; improving the quality of public investment management institutions; improving factors to enhance the economy's capital absorption capacity, especially the allocation and disbursement of public investment capital. Promoting decentralization and delegation of authority, ensuring unified, effective and efficient management; promoting the initiative, creativity and responsibility of each level and sector, enhancing the responsibility of leaders associated with effective inspection and supervision mechanisms; resolving difficulties in the investment management process.
