Focus on propaganda work to support taxpayers

Through many forms of support and propaganda (TTHT), the tax sector has promptly introduced, guided, implemented, and answered many new policies, amended and supplemented tax laws... to taxpayers, thereby helping taxpayers update information in a timely manner to better fulfill their tax obligations to the State.

Ms. Nguyen Thi Hoa, Head of the Taxpayer Support and Propaganda Department, Provincial Tax Department, said: Identifying the work of taxpayer support and propaganda as one of the important tasks, the Department has advised the Provincial Tax Department to carry out propaganda work through many forms such as on mass media, direct propaganda with taxpayers, training to disseminate new tax policies added to businesses..., thereby creating a positive change in awareness in society and the business community about tax work, effectively contributing to tax revenue to the state budget. Every year, together with the Provincial Tax Department, regional tax branches and district tax branches organize quarterly business dialogue conferences and the "Accompanying taxpayers" week, thereby promptly disseminating new tax policies, at the same time answering questions and supporting taxpayers in the process of complying with tax policies and laws. Ms. Nguyen Thi Nga, accountant of Son Ha Company Limited, Thai Binh Branch, said: Recently, the Government and the Ministry of Finance have continuously issued many new tax policies, so businesses have to study them carefully to comply. The good news is that all questions from businesses have been answered promptly by tax officials, thereby creating conditions for the Company to better fulfill its tax obligations. Moreover, currently, in addition to organizing quarterly dialogue conferences, the tax sector also has many forms of support such as answering questions via phone, email, eTax..., taxpayers do not need to go to the tax office to get answers, thus saving a lot of costs and travel time.

In addition to traditional methods of information technology, the tax sector also strives to apply information technology to information technology for taxpayers and develop electronic support products for taxpayers. Specifically, in the propaganda work, the website of the Provincial Tax Department at thaibinh.gdt.gov.vn continuously updates legal documents on tax, new tax policies; documents answering taxpayers' questions, activities of the tax sector... Thereby, the tax authority can proactively grasp emerging situations, closely follow and update information on the sector's activities on the website so that people and businesses know and respond, thereby contributing significantly to building a clearer image of the tax sector "Transparent - professional - integrity - innovation". The work of receiving, handling administrative procedures and providing tax services under the one-stop mechanism is carried out seriously, methodically and with supervision and inspection by leaders for each stage from receiving, implementing to having feedback results. Thanks to that, the efficiency of TTHT work is increasingly high, all information is transmitted quickly and promptly, ensuring that taxpayers comply with the law, contributing to reducing transaction time and the number of transactions between taxpayers and tax authorities.

Effectively implementing solutions, the tax sector's taxpayer support work has achieved many positive results. In the first 9 months of 2023, the Taxpayer Support and Propaganda Department advised the Provincial Tax Department to issue 1 official dispatch to propagate tax policies, 2 official dispatches guiding the propaganda work, use of tax receipts, types of expired stamps; posted nearly 250 decisions and notices related to tax debt enforcement, notices of business address cancellation... on the website of the Provincial Tax Department; sent propaganda content to 4,300 emails about tax policies and invoices; sent propaganda content about electronic invoices and work to be done to more than 50 newly established enterprises; supported and answered more than 300 questions for taxpayers, of which 2 questions were answered in writing, 195 questions were answered by phone, and 115 questions were answered directly at the one-stop department. In the implementation of electronic invoices generated from cash registers, the Taxpayer Support and Propaganda Department, together with regional tax departments and district tax departments, actively propagate and support taxpayers about the benefits of electronic invoices generated from cash registers, the lucky draw program to select "Lucky Invoices", thereby encouraging people, businesses and organizations to issue invoices and receive electronic invoices generated from cash registers. By October 25, the whole province had 2,535 enterprises and business households in the direct-to-consumer sector according to the tax registration database; of which 286 enterprises and business households had been checked in practice (195 enterprises and 91 business households); the number of taxpayers deploying electronic invoices generated from cash registers reached 68%, of which 124 enterprises and 71 business households issued more than 31,200 invoices.

In 2023, budget collection will be implemented in difficult conditions, so by the end of October 2023, total domestic revenue is estimated to reach nearly VND 5,900 billion, reaching 51.8% of the estimate. In the coming time, the tax sector will continue to innovate and create in the work of tax administration for taxpayers; promptly recognize and commend organizations and individuals who fulfill their tax obligations; criticize acts of fraud, tax evasion, and tax arrears, thereby contributing to raising the sense of responsibility and obligations of citizens towards the State.
