Accordingly, on January 12, 2024, at the headquarters of Nghe An Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung chaired a working session with Vietnam Electricity Group (EVN) and its member units to listen to reports on the electricity supply situation and remove obstacles, speeding up the implementation progress of 500kV transmission line projects (section through Nghe An province).
After listening to the reports of EVN and its member units; reports of the Departments of Natural Resources and Environment; Industry and Trade; comments of Mr. Nguyen Anh Tuan, General Director of EVN and participants, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:
The 500kV Quang Trach - Quynh Luu transmission line project and the 500kV Quynh Luu - Thanh Hoa transmission line project have been approved by the Prime Minister in principle for investment and at the same time approved the investor in Decision No. 1507/QD-TTg dated December 1, 2023 and Decision No. 1508/QD-TTg dated December 1, 2023, in which the project implementation progress is 2023-2025 (required to strive to complete in June 2024). Identifying these as extremely important and urgent projects; in the past time, Nghe An province has regularly directed departments, branches, localities and units to focus on completing a number of basic contents to implement the project.
In order to implement projects in a timely manner, ensuring progress as required by the Prime Minister; request relevant departments, branches, localities and units to continue to effectively perform the tasks assigned in Notice No. 982/TB-UBND dated December 14, 2023, Conclusion of the Chairman of the Provincial People's Committee on the investment situation and solutions to accelerate the progress of 500kV transmission line projects (section through Nghe An province) and related directions of the Provincial People's Committee for the projects, and at the same time focus on implementing the following specific tasks:
Propose Vietnam Electricity Group and its member units:
Appoint members to participate in the Steering Committee on compensation, support and resettlement of the 500kV Quang Trach - Quynh Luu transmission line projects and the 500kV Quynh Luu - Thanh Hoa transmission line projects (section through Nghe An province) and the Steering Committee's support team.
Direct relevant units to regularly coordinate closely with relevant departments, branches and localities in the process of project implementation.
Direct the National Power Transmission Corporation to coordinate with the provinces where the power line passes through to agree on a common policy framework for compensation and site clearance in accordance with regulations to implement the project.
Direct the consulting unit to review and specifically assess the affected forest area that needs to change its purpose of use for consideration and handling according to regulations.
Actively coordinate with localities to mobilize affected land and property owners to receive money and hand over the foundation and service road for construction (if any), striving to complete before January 30, 2024, and the route corridor before March 31, 2024.
Work with the Ministry of Agriculture and Rural Development to get guidance on handling problems caused by failure to follow procedures for converting forest use purposes to other purposes for forest areas used for road construction and pier foundations for projects.
Direct the following units: (i) Northern Power Corporation to ensure timely power supply to meet the needs of secondary investors in industrial parks in the province, including Hoang Mai II Industrial Park; Tho Loc Industrial Park; VSIP Nghe An Industrial, Urban and Service Park; WHA Nghe An Industrial Park; (ii) National Power Transmission Corporation to accelerate investment progress to complete the Nam Cam 220kV Transformer Station project and branch lines in the fourth quarter of 2024 and complete the Nghi Son Economic Zone 220kV Transformer Station project in the second quarter of 2024.
Support Nghe An Provincial People's Committee in requesting the Ministry of Industry and Trade to update the list of Hoang Mai 220kV Transformer Station and connecting lines into the Plan for implementing the VIII Power Plan; at the same time, study and consider the option of installing a third transformer at the Quynh Luu 220kV Transformer Station with a capacity of 2x250MVA to support Nghe An Provincial People's Committee to report to the Ministry of Industry and Trade to update and supplement the list of the Plan for implementing the VIII Power Plan to ensure timely power supply for the 10kV transformer stations supplying power to industrial parks in Hoang Mai town and Quynh Luu district.
Pay attention and support the arrangement of capital to complete the investment in providing electricity to the remaining 17 villages and hamlets without electricity in Nghe An province.
In this Notice, the Chairman of the Provincial People's Committee also assigned responsibilities to agencies and units of Nghe An province based on their functions and tasks, to proactively coordinate and promptly implement related contents for the project.
