National Assembly Chairman: From the end of April, there will be a meeting on the arrangement of commune-level administrative units

National Assembly Chairman Tran Thanh Man said that currently, the country has about 10,035 communes, and this number will be reduced by 60% to 70%. From late April to May 2025, the National Assembly Standing Committee will hold several meetings to reorganize commune-level administrative units.

On the morning of March 25, at the National Assembly House (Hanoi), Politburo member and National Assembly Chairman Tran Thanh Man delivered an opening speech at the 7th Conference of full-time National Assembly deputies of the 15th National Assembly term to discuss a number of contents to be submitted to the National Assembly at the upcoming 9th session.

National Assembly Chairman Tran Thanh Man stated that the conference took place in the context that the entire political system was urgently implementing the task of continuing to reorganize and streamline the apparatus. Phase 1 has been to reorganize ministries, branches, agencies of the National Assembly, agencies of the Party, the Fatherland Front and mass organizations. Preparations for phase 2 will include amending the 2013 Constitution, amending a number of laws and reorganizing administrative units at the provincial, district and communal levels.

“Currently, the whole country has 63 provinces and centrally-run cities. In the near future, there will be a policy to rearrange about 50% of provincial-level administrative units. For the 696 district-level administrative units nationwide, if the amended Constitution is passed at the ninth session, there will be no more district-level administrative units. As for commune-level administrative units, we currently have about 10,035 communes, but in the near future, there will be a reduction of 60% to 70%,” said the National Assembly Chairman.

The upcoming ninth session is expected to last nearly two months. National Assembly Chairman Tran Thanh Man said that during this time, public opinions will be sought on amending the 2013 Constitution. The ninth session will also amend many laws, ensuring they take effect from July 1, 2025, to reorganize administrative units at the provincial, district, and communal levels. From late April 2025 to May 2025, the National Assembly Standing Committee will also hold several meetings to reorganize administrative units at the communal level.

According to the National Assembly Chairman, this seventh conference of full-time National Assembly deputies will consider draft laws regulating many different fields, including very important laws that impact the production and business activities of the business community, receive much attention from public opinion, and meet the requirements of improving the quality and effectiveness of state management in various fields.

The National Assembly Chairman suggested that full-time National Assembly deputies continue to discuss and analyze carefully new issues and provisions with different opinions of each draft law in the spirit of assessing that the draft law has updated the new orientations, leadership and direction of the Central Executive Committee, the Politburo and the Secretariat in law-making work, ensuring the constitutionality, legality, unity and synchronization of each draft; unity and synchronization with newly promulgated laws and other laws in the legal system.

The National Assembly Chairman said that the positive and breakthrough results in the legislative field at the recent seventh and eighth sessions and the ninth extraordinary session have affirmed the correctness of the policy of innovative thinking in law-making as well as the practical and important opinions of the conferences of full-time National Assembly deputies in ensuring the quality of draft laws when submitted to the National Assembly.

National Assembly Chairman Tran Thanh Man suggested continuing to thoroughly grasp and effectively implement the policy of innovating thinking in law-making to quickly bring the Party's policy into practice. Laws need to be concise, effective, and efficient, and decentralization and delegation of power in the law-making process should be promoted. The submitting agency must be ultimately responsible for the draft law until it is approved by the National Assembly. The Government and drafting agencies must firmly grasp this spirit to assign tasks, monitor, and listen to opinions at all meetings and discussion sessions.

The National Assembly Chairman also requested that National Assembly agencies and National Assembly deputies continue to closely coordinate with the drafting agency in each stage, from discussion, collecting editorial opinions, and reviewing in the spirit of companionship, substance, and sharing to ensure that the draft laws and draft resolutions submitted to the National Assembly are of the highest quality, immediately meeting practical requirements in the country's epochal development stage.
