Accordingly, the Chairman of the City People's Committee directed departments, branches, sectors and People's Committees of districts, towns to focus resolutely, synchronously and effectively on goals, tasks and solutions to complete the city's GRDP growth target of 8% or more in 2025, creating momentum for double-digit growth in the 2026-2030 period; promptly review difficulties, obstacles, and bottlenecks in mechanisms and policies for the development process, and report to competent authorities as prescribed.

Promote and strive for the disbursement rate of public investment capital in 2025 to reach at least 95% of the assigned plan, in the spirit of taking public investment as the leader, activating and attracting social investment. Resolutely carry out site clearance work, promote the construction progress of key projects and works; develop disbursement plans for each project, request investors to report and comply with the disbursement progress of each project on a monthly and quarterly basis; assign leaders to be responsible for each project, strictly control the scale, progress and investment efficiency; review and promptly transfer capital plans of slow-disbursement projects to supplement other projects with good disbursement capacity and in need of accelerating progress according to regulations, especially important, urgent, key projects, regional infrastructure projects.

Support businesses in implementing pilot, specific, breakthrough mechanisms and policies, “green channels” and “green lanes” mechanisms to simplify and shorten the time for handling administrative procedures; thoroughly decentralize and delegate authority, and minimize intermediate steps. Strictly implement the direction of the City People's Committee on dividing channels and shortening the processing time for groups of administrative procedure records to achieve the city's GRDP growth target of over 8%.

Proactively and speed up the progress of advising the City People's Committee to implement the Capital Law, the National Assembly's Resolution on new and breakthrough policies on investment, finance, bidding, and controlled testing; encourage and promote the effectiveness of science and technology funds, venture capital funds, startups, and innovation; apply the models of "public investment - private management", "private investment - public use", "public leadership - private governance".

The Chairman of the Hanoi People's Committee requested departments, branches, sectors and People's Committees of districts, towns to uphold the spirit of solidarity, innovation, constant creative efforts, dare to think and dare to do, the will to be self-reliant, self-reliant and the desire to rise up, join hands and unite, turn all difficulties and challenges into breakthrough opportunities, have high determination, great efforts, and take drastic actions to successfully complete the set goals and tasks.
