Chairman Nguyen Van Duoc: Determined to remove 571 projects that are 'blood clots'

After reviewing, Ho Chi Minh City has about 571 backlogged projects. Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc said that he will work with departments, branches and localities to resolve and remove the "blood clot" for the economy.

On the afternoon of March 18, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc worked with the Ho Chi Minh City Department of Finance, listening to a report on the results of activities in 2024 and tasks and solutions for 2025.

571 pending projects and works

One of the issues that Ms. Le Thi Huynh Mai - Director of the Ho Chi Minh City Department of Finance - reported to the Chairman of the Ho Chi Minh City People's Committee at the meeting was the situation of handling backlogged projects , slow-progressing works and ineffective use of public assets.

Recently, the Department of Finance has coordinated with units to review 571 backlogged projects. Of these, 265 projects are behind schedule ; 18 are public assets; 31 projects of state-owned enterprises; 108 projects are stopped or temporarily suspended due to inspection, investigation, prosecution, and trial; and 149 land plots are unused or delayed in use.

The Department of Finance and other units have identified specific problems with these 571 backlogged projects and works.

Of these, 3 projects are under the authority of the Government Party Committee submitted to the Politburo; 20 projects are under the authority of the Government and the Prime Minister; 7 projects are under the authority of central ministries and branches and 541 projects are under the authority of the city.

According to Ms. Mai, if the projects can be resolved, just the group of public investment projects under the authority of Ho Chi Minh City will help disburse at least 20,000 billion VND into Ho Chi Minh City's economic growth.

Previously, when working with Prime Minister Pham Minh Chinh and Deputy Prime Minister Nguyen Hoa Binh, Ho Chi Minh City proposed removing 12 projects.

Of which, 9 projects are under the authority of the Government and the Prime Minister and 3 public assets are under the authority of ministries and branches.

To date, 1 private project and 1 public asset have been resolved; 3 projects have been assigned to ministries and sectors to coordinate and 5 projects are about to have resolutions issued. Among them, there are problems that have been stuck for a long time, such as the flood prevention project.

According to the Department of Finance, with 12 groups of works and projects, if resolved, this will help Ho Chi Minh City bring into the economy 47,177m2 of land with a total investment of more than 90,000 billion VND.

Also at the meeting, Mr. Nguyen Ngoc Thao - Deputy Director of the Ho Chi Minh City Department of Finance - said that recently, the Department of Finance has reviewed and identified about 571 premises and real estate facilities that are not in use, not used for the right purpose, or being used wastefully in Ho Chi Minh City. Currently, the Department of Finance is classifying and synthesizing reports to have a solution.

Determined to remove backlog projects

Regarding the removal of backlogged projects and works, Mr. Nguyen Van Duoc - Chairman of the Ho Chi Minh City People's Committee - said that Ho Chi Minh City has established a working group to remove them and must be determined to remove these projects.

The projects have been classified and assigned specific responsibilities to each sector. Mr. Duoc said that he will work with the units to resolve and remove obstacles for these projects.

"I will work with you, alongside you, to find a way to resolve this 'blood clot', to unblock all resources, and to remove difficulties for investors," Mr. Duoc said.

Mr. Duoc also assigned the Department of Finance to review all public assets in the area. Assets that are still in need should be used, and those that are no longer in need should be auctioned to generate revenue for development investment.

With the public assets of the Central Government and ministries located in Ho Chi Minh City, if they are not used effectively, it is recommended that the Central Government hand them over to Ho Chi Minh City for handling and use for the development purposes of Ho Chi Minh City.

Regarding public investment disbursement, Mr. Duoc requested each sector to closely monitor the progress of projects managed by the unit, promptly handle any problems, and proactively report to the leaders of Ho Chi Minh City to resolve any issues beyond their authority.

Mr. Duoc said that the biggest problem of public investment projects is site clearance . He suggested that leaders of districts and Thu Duc City pay attention to site clearance so that projects can have clean land to be implemented soon.
