VPUB – Provincial People's Committee opens regular meeting in March

Dienbien.gov.vn – This morning (March 31), the Provincial People's Committee opened its regular March meeting. Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee attended and directed the meeting. Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee delivered the opening speech at the meeting.

At the regular meeting in March, the Provincial People's Committee considered and commented on the reports and submissions: Report on the assessment of the implementation of the socio-economic development plan, ensuring national defense and security in the first quarter, key tasks in the second quarter of 2025; Report on the implementation of the Public Investment Plan and 3 National Target Programs in the first quarter of 2025; Adjustment and assignment of the State budget revenue and expenditure estimates in 2025 for units after restructuring and streamlining the apparatus; Submission on Approval of local adjustments to the 1/5,000 scale Zoning Plan for the Northern Area of Dien Bien Phu City, associated with Dien Bien Airport (Green land plot of unit II-CXDV07, land for new housing group II-DOM17, traffic land); Submission on Approval of local adjustments to the 1/500 scale Detailed Construction Plan for the Northwest Urban Area of Dien Bien Phu City; Report of the Provincial Police to the Provincial People's Committee to issue a Decision to promulgate regulations on urban transport activities and the rate of public passenger transport vehicles with assistive devices for the disabled in urban areas; operating hours of environmental sanitation vehicles and vehicles carrying construction materials in urban areas in Dien Bien province; Report of the Department of Justice to the Provincial People's Committee to issue a Decision to stipulate the economic and technical characteristics of On-demand Services related to notarization in Dien Bien province; Report of the Department of Agriculture and Environment to submit a Decision to promulgate regulations on cases where it is not feasible to restore the original state of the land before the violation and the level of restoration of the original state of the land for acts of land destruction in Dien Bien province; Report of the Department of Science and Technology submitted to the Provincial People's Committee to issue a Decision amending and supplementing Article 3 of the Regulations on decentralization of state management for a number of science and technology fields in Dien Bien province, issued together with Decision No. 03/2024/QD-UBND dated January 11, 2024 of the People's Committee of Dien Bien province.

Overview of the meeting.

In addition, the meeting also asked for written opinions from members of the Provincial People's Committee on 3 contents: Report No. 329/BC-SNNMT dated March 26, 2025 of the Department of Agriculture and Environment agreed on the plan to advise the Provincial People's Committee to handle existing problems and difficulties in compensation and site clearance for projects in Dien Bien Phu city; Report of the Provincial People's Committee to the Provincial People's Council to issue a Resolution to abolish the Resolutions of the Provincial People's Council and Report of the Department of Science and Technology to the Provincial People's Committee to issue a Decision to abolish the decisions of the People's Committee of Dien Bien province (Decision No. 35/2019/QD-UBND dated September 27, 2019 promulgating the Regulation on assessment and acceptance of results of implementation of provincial-level science and technology tasks using the state budget in Dien Bien province; Decision No. 23/2024/QD-UBND dated June 24, 2024 promulgating the Regulation on determining provincial-level science and technology tasks; selecting and directly assigning organizations and individuals to perform provincial-level science and technology tasks using the state budget in Dien Bien province) .

Speaking at the opening of the meeting, comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee emphasized: This meeting aims to review and give opinions on 10 contents of the project and submission. In particular, in 2025, Dien Bien province strives for a GRDP growth rate of 10.5%. In the first quarter of 2025, GRDP growth reached over 7%. Therefore, in today's meeting, he suggested that delegates need to identify advantages, difficulties, bottlenecks; objective and subjective causes... to have solutions to overcome and strive to complete the set goals in the remaining time of 2025.
