BHG - On the afternoon of March 29, the Government Standing Committee held an online meeting with provinces and cities implementing expressway projects to listen to reports on inspection results and urge the implementation of the plan to complete 3,000 km of expressway by the end of 2025 by 7 inspection teams led by Deputy Prime Ministers. The meeting was chaired by Prime Minister Pham Minh Chinh. Attending were Deputy Prime Ministers and leaders of a number of central ministries and branches. From March 6 to 14, 2025, inspection teams led by Deputy Prime Ministers directly inspected the site, organized work with localities, investors, and contractors; issued 7 notices assigning specific tasks to each agency and unit to focus on removing obstacles and promoting project progress; all localities committed to completing according to the milestones set by the inspection team. To complete the goal of having over 3,000 km of expressways nationwide by 2025, currently, the Ministry of Construction, localities and Vietnam Expressway Corporation (VEC) are implementing 28 projects/component projects with a plan to complete in 2025 with a total length of about 1,188 km; of which the Ministry of Construction and VEC have 17 projects/889 km, and localities have 11 projects/299 km. In addition, the two projects Dong Dang - Tra Linh (Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long) are scheduled to be completed in 2026, but the two provinces have registered to strive to open the route before December 31, 2025. Up to now, the progress of most projects has been closely following the plan, many projects have exceeded the plan. However, there are still some projects behind schedule, some problems and shortcomings have not been completely resolved.

Reporting at the meeting, Vice Chairwoman of the Provincial People's Committee Ha Thi Minh Hanh said: The Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Ha Giang province, has completed site clearance, completed 3 resettlement areas and relocated technical infrastructure; basic materials meet the project's needs. From May to October 2024, unfavorable weather, prolonged heavy rains caused flooding in many places in the province, some official roads were washed away by floods and landslides, leading to the failure to organize construction of excavation, roadbed embankment, and concrete transportation to serve the construction of bridges, culverts, and underpasses for people; the water level rose so underwater bridge piers could not be constructed, the entire route was stopped, leading to the completed volume not meeting the set plan.

The People's Committee of Ha Giang province has directed the investor to request construction contractors, construction supervision consultants to focus on human resources, machinery, equipment, supplies, materials, finance, overtime, and shift work to implement construction to compensate for the delayed progress, completing the project in 2025. Up to now, 28 main construction equipment have been added, increasing the total number of construction equipment at the site to 355 pieces of equipment, and the total number of personnel at the site to 576 people. Up to now, the output value is 1,262/2,316 billion VND, reaching 54.5% of the contract value. Implementing the Government's direction, on October 31, 2024, the Provincial People's Council issued Resolution No. 109 approving the adjustment of the investment policy of the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section through Ha Giang province with a total investment of 4,850 billion VND for the 4-lane completion phase; The Provincial People's Committee directed the investor to coordinate with relevant agencies and units to implement procedures and speed up the progress of preparing project adjustment documents according to regulations.

At the meeting, ministries, branches and localities discussed and pointed out difficulties and obstacles in the implementation process; clearly stated the causes and proposed solutions regarding procedures, materials, relocation of technical infrastructure, capital sources, etc. to strive to complete the set plan.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized: The goal of completing 3,000 km of expressway by 2025 remains unchanged, requiring agencies, units and localities to identify this as the most important political task to focus on directing and operating to ensure completion on schedule. Mobilize the entire political system to participate, uphold the responsibility of leaders to complete site clearance work; soon complete the relocation of technical infrastructure, without affecting the construction progress. Ministries, branches and localities must join hands, unanimity and make efforts to implement the motto "only discuss, not discuss back". Complete procedures for material mines serving the project; Actively coordinate with the Ministry of Finance in supplementing capital for the project, with priority given to projects to be completed in 2025. Stuck projects need appropriate and effective technical solutions, no delay in completion, and responsibility to the Government and the Prime Minister for implementation results. Investors and contractors need to be more "speedy" and organize construction in "3 shifts, 4 teams" to speed up construction progress. Ministries and branches need to step in to guide localities in removing obstacles.
