Strengthening the capital's defense and security potential

Over the past 4 years, the results of the Program's implementation have not only brought a peaceful life to the people, but also created a solid foundation for Hanoi's development.

Strengthening forces, enhancing combat power

Program No. 09-CTr/TU determines that we must achieve the goal of maintaining political security, ensuring social order and safety, and avoiding passivity and surprise.

In line with that spirit, over the past 4 years, the City Party Committee has promoted the combined strength of the political system and the entire people, effectively combining all resources to build an increasingly solid national defense, national defense posture and people's security posture. In particular, the Capital's armed forces have high overall quality and combat strength; they are truly the core in performing national defense and security tasks, maintaining social order and safety. The standing combat force of the Capital Command is increasingly "lean, compact, strong, mobile and flexible". The militia and self-defense force is widely organized, with sufficient components, reasonable numbers, and improved quality. Every year, the city completes 100% of its military recruitment targets, with good quality and an increasing proportion of new recruits who are party members and new recruits with college and university degrees. Hanoi has also focused on investing in building working headquarters for the Military Command at the commune level, improving the quality of training and equipping the armed forces... The annual training results have exceeded the set targets, the rate of good and excellent has increased compared to the previous period. The overall quality and combat strength of the capital's armed forces are increasingly high.

Meanwhile, identifying the breakthrough as the cadre work with the viewpoint that building a comprehensively strong force must start from the leadership and command team, the Hanoi City Police has directed units in the entire force to focus on implementing 9 groups of tasks and solutions stated in Resolution No. 09-NQ/DUCA of the Central Public Security Party Committee; in which, focusing on performing well the work of commenting and evaluating cadres, ensuring substance and closeness to reality to serve as a premise and basis for performing well other contents in the cadre work. Up to now, the City Police has basically completed the restructuring of the apparatus according to the new model and received a number of important tasks from other departments and branches transferred to the Public Security force.

In order to ensure social order and safety, the city also directed to step up patrolling, controlling, promptly detecting, preventing and handling violations of the law; enhancing the application of technology in security management and monitoring, installing security camera systems in key areas, improving the effectiveness of crime prevention and control and maintaining public order.

Affirming new position and power

It can be said that by effectively implementing Program No. 09-CTr/TU, the Capital's armed forces have increased their position and strength, making an important contribution to the overall achievements of the Capital in recent years. In difficult and unexpected circumstances, the Army and the Police have always been a reliable support for the Party Committee, the government and the people. The Army and the Police are the core forces, playing a decisive role in helping Hanoi to tightly control from early on, from afar, maintain the "battle position" and soon repel the Covid-19 pandemic, contributing to minimizing damage caused by the epidemic. During the storm caused by super typhoon Yagi, the Capital's Army and Police forces safely protected key targets, promptly supported people in vulnerable areas, participated in organizing and evacuating 17,000 people to safe areas...

Every year, the investigation and case-solving results of the City Police force have met and exceeded the assigned targets; crimes against social order continue to be contained and reduced. The City Police is also a pioneering unit, "leading the way" in implementing the Government's Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (referred to as Project 06).

Despite the large annual workload and large area, the Capital Army and Police always complete their tasks excellently. Every year, about 2,000 large and small events take place in the Capital, but they are all absolutely safe. This is a testament to the strength and potential of Hanoi's defense and security, demonstrating a high sense of responsibility and effective coordination.

One of the highlights of the past 4 years is the Hanoi City Defense Area Exercise 2024. This is a large-scale test of the capital's defense and security potential, verifying the results of implementing Program No. 09-CTr/TU. Hanoi is the first locality in the country to organize an exercise after the Law on Civil Defense was issued. The Hanoi Capital Command has promoted its role as the standing agency of the city's Civil Defense Command, presiding over and coordinating with the city police, city forces and the Ministry of National Defense to mobilize more than 4,000 people and modern equipment to participate; practice the exercise in accordance with the principles and order of steps, operate the mechanism; mobilize forces to handle situations according to the civil defense levels of the current law.

In the context of increasingly complex developments in the world, hostile forces are stepping up sabotage activities, all levels and sectors, especially the Army and City Police, need to make efforts to continue to effectively implement and complete the targets in Program No. 09-CTr/TU; thereby strengthening the national defense posture and people's security posture increasingly firmly, ensuring political stability, social order and safety and peaceful life for the development of the Capital.
