The Government issued a new Resolution on Hai Phong's development to 2030, with a vision to 2045.

According to the new Resolution, Hai Phong needs to restructure its economy in association with growth model innovation, focusing on developing a green economy and a circular economy.

The Government has just issued Resolution 7/NQ-CP dated January 10, 2025 on the Action Program to implement Conclusion No. 96-KL/TW dated September 30, 2024 of the Politburo on continuing to implement Resolution No. 45-NQ/TW dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong City to 2030, with a vision to 2045.

The Resolution clearly states that in the coming time, in addition to regular tasks, the Government requires ministries, ministerial-level agencies, government agencies, Hai Phong City People's Committee and localities nationwide to specify and organize the implementation of 7 tasks and solutions.

Hai Phong strives to become a highly developed city among the leading cities in Asia and the world.

First, relevant ministries, agencies, Hai Phong City and localities should step up the dissemination, propaganda, information dissemination and implementation of Conclusion No. 96-KL/TW and perfect institutions, amend and supplement mechanisms, policies, and reform administrative procedures.

Relevant ministries, agencies, and Hai Phong City review and evaluate the mechanisms and policies in Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City; review and evaluate the main tasks, solutions and specific work contents in Resolution No. 108/NQ-CP dated November 16, 2019 of the Government on the Government's Action Program to implement Resolution No. 45-NQ/TW of the Politburo to ensure quality and timely completion.

Hai Phong organizes the synchronous and effective implementation of the Project on urban government organization model and projects on arranging, establishing, and adjusting administrative boundaries of district and commune levels of Hai Phong City in the period of 2023-2025...

Along with that, Hai Phong restructures the economy associated with growth model innovation, taking science and technology, innovation as the main driving force to accelerate digital transformation, energy transformation; focusing on developing green economy, circular economy.

Hai Phong increases the attraction of investment capital for development, focusing on investment in key infrastructure projects with inter-regional connectivity and promoting regional linkages. At the same time, linking economic development with the development of culture, education, health, social security and social equity; managing and exploiting resources; attracting investment for tourism development; developing science, technology and innovation.

In addition, Hai Phong combines socio-economic development with the implementation of national defense, security, order and social safety tasks, building a solid defense zone, maintaining national sovereignty; and improving the effectiveness of foreign affairs.

Finally, an important task is to build and rectify the Party and political system; continue to innovate and organize the political system apparatus in conjunction with implementing the urban government model.
