On the afternoon of February 20, the Hai Phong City People's Council passed a Resolution on the policy of contributing funds from the City budget to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project (section passing through the City).

On the afternoon of February 20, the Hai Phong City People's Council passed a Resolution on the policy of contributing funds from the City budget to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project (section passing through the City).

Specifically, Hai Phong will contribute 10,960 billion VND to this railway project. Of which, about 5,860 billion VND will be used to carry out site clearance to invest in the construction of the section through the city, including the main line and branch lines (Nam Dinh Vu - Dinh Vu branch; Nam Hai Phong - Nam Do Son branch) and 5,100 billion VND will be used to invest in the construction of the railway branch line from Nam Hai Phong station to Nam Do Son station, about 12 km long and Nam Do Son station.

The Lao Cai - Hanoi - Hai Phong railway construction investment project starts at the rail connection point across the border between Lao Cai station and Ha Khau Bac station (China) in Lao Cai city, and ends at Lach Huyen station in Hai Phong city. The total investment length is about 403 km, including the main line of more than 388 km and 2 branch lines of 15 km (not including the branch line to Nam Do Son of 12 km).

The route passing through Hai Phong has a main line length of 46.18 km and 2 branch lines of 20.57 km (from Nam Hai Phong station - Nam Do Son station and from Nam Dinh Vu Technical Operation Station - Dinh Vu station), the design speed of the main line is 160 km/h, the branch line is 80 km/h. On the route passing through Hai Phong city, there are 4 stations, of which Nam Hai Phong station has the largest area of ​​about 51 hectares located in the south of the Hanoi - Hai Phong highway in the area of ​​Dai Dong and Minh Tan communes (Kien Thuy district) is a mixed station, train station, cargo and passenger operation station.

Next is Lach Huyen port station located in Lach Huyen port in Cat Hai town (Cat Hai district) with an area of ​​22 hectares, a mixed station, a pre-port station, and cargo operations.

Dinh Vu Station (branch line to Dinh Vu Port) with an area of ​​about 5.6 hectares in Dong Hai Ward (Hai An District) is a mixed station, a pre-port station, and a cargo station. Nam Do Son Station in Dai Hop Commune (Kien Thuy District) is a mixed station, a pre-port station, and a cargo station, with an area of ​​about 10.5 hectares.

In addition, on the Hai Phong route, there are also 2 technical stations: Tan Vien Technical Station in Quoc Tuan Commune (An Lao District) with an area of ​​about 6.8 hectares, and Dinh Vu Technical Station in Dong Hai Ward (Hai An District) with an area of ​​about 6.2 hectares (elevated station).

Hai Phong City estimates that the area required to clear the project's land for both phases is 376 hectares, with the cost of site clearance and resettlement being about VND5,860 billion (phase 1 is 345 hectares, cost of VND5,376 billion, phase 2 is 30.5 hectares, cost of VND484 billion).

Regarding construction costs, the main route is about 46.18 km long, with an investment cost of about 20,480 billion VND. The Nam Dinh Vu - Dinh Vu branch route is 7.89 km long, with an investment cost of about 1,350 billion VND, and the Nam Hai Phong - Nam Do Son branch route is about 12.63 km long, with an investment cost of about 5,100 billion VND.

According to the People's Committee of Hai Phong City, the implementation of the Project has a great impact on the socio-economic development of the city in particular and brings about socio-economic efficiency in general, contributing to the gradual development of modern and synchronous railway transport, thereby creating a spillover effect, promoting rapid and sustainable socio-economic development as the goal set out in Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo.

Along with the strong investment in developing Lach Huyen international gateway port, this railway project will meet the demand for passenger and cargo transportation on the East-West corridor, being a gateway for trade with the world through major seaports in the Hai Phong area as well as connecting international railway traffic at Lao Cai border gate. Furthermore, the system of inland waterway ports and air routes, the development of railway transport on the East-West economic corridor "Lao Cai - Hanoi - Hai Phong" is extremely necessary for the period up to 2030 and the vision to 2050. Promoting the development of the strategy "Two corridors, one belt" of Vietnam and "Belt and Road" of China, promoting economic trade between Vietnam and China. Forming a railway route connecting East Asia - Central Asia - Europe.

Besides, creating new development space, accelerating the process of urban and labor development along the route corridor and increasing the competitiveness of the economy, creating a driving force to promote the development of industry, tourism and services.

On the other hand, this is a sustainable, modern, and friendly mode of transport, contributing to reducing traffic accidents, environmental pollution, responding to climate change, and contributing to ensuring national defense and security. In line with the orientation of green energy conversion, reducing carbon and methane emissions of the transport sector issued by the Prime Minister in Decision No. 876/QD-TTg dated July 22, 2022 and the City People's Committee issued in Decision No. 3962/QD-UBND dated November 24, 2022 on the Action Program on green energy conversion, reducing carbon and methane emissions in the transport sector.

Mr. Pham Van Lap, Chairman of the People's Council of Hai Phong City, assessed that this Resolution is an important policy, demonstrating the city's strategic vision in developing transport infrastructure, demonstrating the city's positive contribution and responsibility to the central government, aiming to accelerate the project implementation progress, and is a lever to promote the city's socio-economic development rapidly and sustainably, especially in the Lach Huyen international port area, the southern coastal economic zone and the Nam Do Son deep-water port.
