Pursuant to Directive No. 40-CT/TW dated December 11, 2024 of the Central Party Secretariat on organizing the Lunar New Year 2024, the Standing Committee of the Provincial Party Committee requests:
1. Party committees, party organizations, authorities, Fatherland Front, socio-political organizations, agencies and units in the province thoroughly grasp and seriously and effectively implement Directive No. 40-CT/TW of the Secretariat, and at the same time pay attention to the following key tasks:
- Strengthen solidarity within the Party, great national solidarity, promote the tradition of "mutual love and support", accelerate the implementation of poverty reduction programs, eliminate temporary and dilapidated houses; effectively implement social security and welfare policies, take good care of the material and spiritual lives of the people, especially those in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, unemployed people... to ensure that every household and every person has the conditions to enjoy spring and celebrate Tet.
- Organize well the visits, encouragement, and New Year greetings to veteran revolutionary cadres, Vietnamese heroic mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the revolution, families of policy beneficiaries, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year, in border areas, islands, difficult areas, and areas with complicated political security, order, and social safety.
- Strictly implement the management and organization of festivals according to regulations, ensuring that spring activities, traditional anniversaries, year-end summaries, New Year meetings, tree planting festivals... are practical, safe, economical, avoiding ostentation, formality, waste, and are consistent with the cultural lifestyle, traditions, customs, and good practices of the nation.
- Strengthen the work of preventing and combating waste and negativity; do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations of the Province to visit and wish New Year greetings to local Party committees and authorities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; do not participate in superstitious activities; leaders at all levels are only allowed to attend pagodas and festivals when assigned (except for participation in personal capacity); do not use state budget, means, and public assets against regulations for festival and entertainment activities... Strictly implement regulations on revolutionary ethical standards; exemplary responsibility of cadres and party members and things party members are not allowed to do, especially the regulation on not driving vehicles after consuming alcohol or beer.
- Strengthen national defense and security, avoid being passive or surprised in all situations, maintain political security, order, social safety, and safety in cyberspace. Absolutely protect the safety of key targets, projects, political, foreign affairs, cultural and social events. Strengthen prevention, combat, and strictly handle all types of crimes and violations of the law on social evils. Synchronously implement solutions to closely inspect, monitor, manage the market, stabilize prices, ensure balance between supply and demand of goods and services; ensure food safety, environmental sanitation, disease prevention and control...; pay attention to urban beautification, streets, village roads, alleys, and residential areas to ensure brightness, greenness, cleanliness, and beauty. Proactively plan to ensure means of transporting goods and serving people and overseas Vietnamese returning home for Tet. Strengthen guidance, patrolling, controlling, and ensuring traffic order and safety; Fire and explosion prevention and control. Strictly implement regulations on firecracker management and use, and do not let illegal firecracker use become complicated during Tet.
- Well organize activities to celebrate the 95th anniversary of the Party's founding, combined with spring and Tet activities, creating a joyful, excited, confident and proud atmosphere in the whole society; well organize cultural, sports and festival activities during Tet; raise the sense of responsibility and self-awareness of the people in implementing regulations on traffic safety, fire and explosion prevention and control; food safety; environmental sanitation; prevention and control of natural disasters and epidemics; proactively fight against false and distorted information and viewpoints, and defeat all sabotage plots of hostile forces against the Party, State and People.
- Complete the summary of work for 2024 in December 2024. Each agency and unit reviews work before Tet holiday, not to delay progress.
Arrange staff and employees to be on duty during Tet, promptly handle and resolve work and arising situations, not to affect the interests of enterprises, organizations and individuals; strictly implement the information and reporting regime during Tet holiday. Agencies and organizations must ensure the return to normal work immediately after Tet holiday, focus on strongly, drastically and synchronously implementing the tasks of 2025 right from the first months of the year, especially implementing on schedule the arrangement of the political system apparatus to operate effectively and efficiently; speed up and make great efforts to successfully implement the socio-economic goals and tasks of 2025 and the entire term of Party Congresses at all levels.
2. The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee:
- Directing competent authorities to strengthen measures to ensure national security, social order and safety, prevent crimes, social evils, fire prevention and fighting, rescue and protection of property and health of people during Tet.
- Direct relevant agencies to advise on detailed plans and prepare and organize for the Standing Committee of the Provincial Party Committee and provincial leaders to visit and extend New Year greetings to individuals, organizations, localities, and armed forces units on the border lines; visit and extend New Year greetings to families of meritorious people, intellectuals, and outstanding artists in the province.
- Direct and assign functional agencies to synthesize information and report the situation during Tet holidays to the Provincial Party Standing Committee and report to the Central and Government according to regulations.
3. Provincial Party Committee's Propaganda Department:
- Preside over and coordinate with relevant agencies to direct, guide, and strengthen propaganda about the country's foundation, potential, position, and prestige after 95 years under the Party's leadership; propagate to raise the sense of responsibility of cadres, party members, and people in implementing a cultural lifestyle, practicing thrift, and fighting waste.
- Coordinate with the Party Executive Committee of the Provincial People's Committee, the Provincial Fatherland Front Party Delegation to advise the Provincial Party Standing Committee and provincial leaders to visit and extend New Year greetings to outstanding intellectuals and artists.
4. The Provincial Party Committee's Organizing Committee presides over and coordinates with the Provincial Party Committee Office and relevant agencies: Advises the Provincial Party Committee Standing Committee to organize a conference to report on the annual work results to former provincial leaders of different periods; promptly implements personnel policies according to regulations.
5. Provincial Party Committee Office:
- Advise and organize for the Provincial Party Standing Committee and provincial leaders to visit and encourage a number of units performing regular duties during Tet.
- Coordinate with advisory agencies, assist the Provincial Party Committee, the Party Committee of the Provincial People's Committee and relevant agencies and units to advise on programs and plans, ensure necessary conditions to serve the activities and work of the Provincial Party Committee during Tet; synthesize information, report the situation during Tet to the Provincial Party Committee Standing Committee and report to the Central Committee according to regulations.
