(NLDO) - The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Education and Training to coordinate with relevant departments and branches to ensure the rights of students of Saigon Star International School to soon stabilize their studies.
On December 27, the Ho Chi Minh City People's Committee sent a document to departments, branches, the City Police, Thu Duc City People's Committee and districts to strengthen coordination between departments, branches and units in managing non-public schools.
Specifically, the document of the City People's Committee stated that, considering report No. 8118 dated December 17 of the Department of Education and Training of Ho Chi Minh City on the activities of Saigon Star International Kindergarten and Saigon Star International Primary School, the Chairman of the City People's Committee gave the following instructions:
Proposing departments, branches, Thu Duc City People's Committee and districts to seriously implement Decision No. 945/2024 of Ho Chi Minh City People's Committee on promulgating the Coordination Regulations between the Department of Education and Training and departments, branches and branches under Ho Chi Minh City People's Committee, City Tax Department, City Social Insurance, Thu Duc City People's Committee and districts and districts in state management of education for non-public educational institutions in Ho Chi Minh City.

The City People's Committee also requested the City Police to proactively coordinate with localities to grasp the security and order situation, and have proactive handling plans to ensure security and order at Saigon Star International School in particular and in the city in general in the coming time.
In addition, Ho Chi Minh City also assigned the Department of Education and Training to continue coordinating with the People's Committee of Thu Duc City, the Civil Judgment Enforcement Department of Thu Duc City and relevant agencies to ensure the rights of students of Saigon Star International School to soon stabilize their studies.
The scandal at Saigon Star International Kindergarten recently occurred when many parents whose children were studying at Saigon Star International School did not know in advance that the school was not allowed to operate according to the law. Parents only learned the truth when the school announced that it would temporarily suspend operations from December 14, 2024 to February 12, 2025 due to enforcement of the judgment.
The reason for the enforcement is that the land where the headquarters is located (a plot of land in Thanh My Loi Ward, Thu Duc City) has been in dispute with a bank for many years. According to the 2020 verdict of the People's Court of District 2 (old), the school's investor must return the land to the bank.
After the suspension of the execution of the judgment, from May to July 2024, the Thu Duc City Civil Judgment Enforcement Office repeatedly announced enforcement, requiring the investor to notify teachers, parents, and students about the termination of operations at this address. However, the school still carried out enrollment for the new school year.
According to the Department of Education and Training of Ho Chi Minh City, up to now, Saigon Star International Kindergarten and Saigon Star International Primary School have not been granted permission to operate educational activities by the Department according to the provisions of Decree No. 86; therefore, the school is not on the list of non-public schools licensed by the Department of Education and Training.
On October 24, 2024, the Department of Education and Training organized a surprise inspection team to inspect the actual operations of Saigon Star International Kindergarten and Saigon Star International Primary School.
The Department Inspectorate invited the legal representative of Saigon Star International Company Limited to work and handle the violations. However, after 4 invitations in November and December 2024, Saigon Star International Kindergarten and Saigon Star International Primary School sent legal representatives but did not show a spirit of cooperation.
