PV: In 2024, how will the Hanoi Fatherland Front at all levels and its member organizations mobilize and use the Fund for the Poor to achieve the highest efficiency, Madam?
Ms. Nguyen Lan Huong: In recent times, Hanoi has implemented synchronous social policies, focusing on the goal of sustainable poverty reduction, improving the material and spiritual life of the people of the capital. Along with the city's policies, the Hanoi Fatherland Front has mobilized and supported the Fund for the Poor and social security to have more resources to effectively implement two key points: Housing support and livelihood provision, creating a social security support to help the poor escape poverty sustainably. Every year, the City Fatherland Front Committee coordinates with the City People's Committee to launch the "For the Poor" and social security peak month to call on agencies, businesses, and people of all walks of life in the capital to promote the tradition of solidarity, the spirit of "mutual love and support", join hands to help the poor as well as participate in supporting the Fund for the Poor with practical and specific actions.
In 2024, the city's 3-level Fund for the Poor mobilized 49.2 billion VND. Of which, the city-level Fund mobilized more than 27.6 billion VND. From the mobilized amount, the city allocated more than 70 billion VND to support the construction and repair of 1,405 Great Solidarity houses; support production and livelihood development for 650 households; support 1,043 people to receive medical examination and treatment; support over 769 million VND to students from poor households and those in difficult circumstances. The Hanoi Fatherland Front Committee coordinated with the City People's Committee to build and repair 714 dilapidated houses, contributing to the goal of eliminating 100% of dilapidated houses in the capital. In response to the damage caused by storm No. 3, the City Fatherland Front Committee promptly visited and encouraged affected people. In addition, the city's "Relief" Fund is used to support the construction and repair of houses for poor households, near-poor households, single-parent households, disadvantaged households, and households in difficult circumstances in the area whose houses were damaged by storm No. 3 with specific support levels.
The effective and practical measures of the Vietnam Fatherland Front at all levels have contributed to the city completing the poverty reduction target one year early. By the end of 2024, Hanoi will have no more poor households and only 890 near-poor households, according to the national multidimensional poverty standard. However, if calculated according to the city's multidimensional poverty standard, Hanoi still has 9,928 near-poor households that need help to escape poverty sustainably. The city's Fatherland Front at all levels will continue to propagate and mobilize more resources to support near-poor households and households in difficult circumstances to improve their lives.
The Lunar New Year 2025 is approaching, and taking care of people in difficult circumstances is being carried out in many flexible and diverse forms. What activities has the Hanoi Fatherland Front carried out, Madam?
- Taking care of the poor and people in difficult circumstances during Tet is one of the activities that the Front and its member organizations at all levels in the city focus on implementing every time Tet comes and spring comes with many rich and diverse forms. Implementing the guidance of the Standing Committee of the Vietnam Fatherland Front Central Committee and the direction of the Standing Committee of the City Party Committee on organizing activities for people to celebrate Tet happily, unitedly, safely and economically, since mid-December 2024, the Standing Committee of the Vietnam Fatherland Front Committee at all levels in the city and its member organizations have developed a plan to take care of the poor during Tet. Specifically: having programs to mobilize Tet gifts for the poor; visiting and giving gifts to social protection facilities; taking care of poor workers in especially difficult circumstances to celebrate Tet at their boarding houses and businesses; organize buses to take workers home to celebrate Tet... The Hanoi City Fatherland Front Committee will organize the program "Spring of Charity - Tet of Sharing", giving gifts to near-poor households, households in especially difficult circumstances in the area and near-poor households, households in difficult circumstances affected by storm No. 3.
The social context has changed compared to before, when Hanoi no longer has poor households, so has the mobilization method changed to adapt to reality, madam?
- Currently, Hanoi still has 9,928 near-poor households, according to the city's multidimensional poverty standards, with difficulties in housing and means of production, needing support, wishing to borrow capital to develop the economy; many poor people need financial support for medical treatment. Therefore, the Vietnam Fatherland Front at all levels of Hanoi will continue to persevere with the motto "giving fishing rods rather than fish", effectively implementing two key tasks: supporting housing and providing livelihoods to help escape poverty sustainably.
The Hanoi Fatherland Front will regularly strengthen the Mobilization Committee for the Fund for the Poor at all levels, assign appropriate tasks and encourage members to make efforts to participate in the activities of the Mobilization Committee to improve the effectiveness of the work of mobilizing support for the poor, the contents associated with the implementation of the Campaign "All people unite to build new rural areas and civilized urban areas".
In addition, the Vietnam Fatherland Front Committee and the Fund for the Poor Mobilization Committee at all levels shall promote the dissemination of results, experiences, models, and typical examples to widely replicate and create a widespread impact in the Fund mobilization work; strengthen inspection work, ensure the management and use of all types of Funds openly, transparently, to the right people, and to the right subjects...
Accompanying the poor and people in difficult circumstances, the staff of the Front at all levels of the Capital have been, are and will be working with Party committees and authorities at all levels to care for and support the poor to rise up, contributing to realizing the goal of improving the quality of people's lives, and joining hands to build a civilized, modern, and happy Hanoi.
