Warning to Director of Hanoi Traffic Construction Investment Project Management Board

Chairman of People's Committee of Chuong My district was reprimanded

Today (September 25), the Hanoi Party Committee's Inspection Committee issued an official dispatch and information on handling violations of party organizations and party members.

Director of Hanoi Traffic Construction Investment Project Management Board was disciplined with a warning for his involvement in the Thuan An Group case.

The document stated that on September 23, the Hanoi Party Committee's Inspection Committee held a meeting and concluded the inspection when there were signs of violations against the Party Committee of the Hanoi Traffic Construction Investment Project Management Board for the 2020-2025 term and related Party members in the leadership and direction of the implementation of Party regulations and State laws for the bridge construction bidding package from pillar 25 to pillar 47 of the Vinh Tuy Bridge Construction Investment Project - Phase 2, implemented by the Joint Venture of Thuan An Trade Construction Development Joint Stock Company - Thang Long Bridge 7 Joint Stock Company.

According to the conclusion of the City Party Committee's Inspection Commission, the Party Committee of the Hanoi Traffic Construction Investment Project Management Board for the 2020-2025 term seriously violated working regulations, loosened leadership and management, lacked inspection and supervision, allowing a number of leaders of the Project Management Board, cadres and Party members of the Project Management Board to seriously violate the Law on Bidding; Party regulations and State laws on preventing and combating corruption and negativity;

Violating Regulation No. 37-QD/TW dated October 25, 2021 of the Central Executive Committee on things that party members are not allowed to do, Regulation No. 101-QD/TW dated June 7, 2012 of the Secretariat on the responsibility of setting an example for cadres and party members; affecting the prestige of the party organization, to the extent that disciplinary action must be taken.

The Hanoi Party Committee's Inspection Commission decided to issue a warning to the Party Committee of the Hanoi Traffic Construction Investment Project Management Board for the 2020-2025 term; and remove from all Party positions Mr. Trinh Van Thanh, Deputy Secretary of the Party Cell, Deputy Head of Project Implementation Management Department 2 and Mr. Le Van Mang, Party Cell Member, official of Project Implementation Management Department 2.

The City Party Committee's Inspection Committee also decided to warn Mr. Nguyen Chi Cuong, Party Committee Secretary, Director of the Hanoi City Traffic Construction Investment Project Management Board and Mr. Pham Van Duan, Deputy Party Committee Secretary, Chairman of the Party Committee's Inspection Committee, Deputy Director of the Hanoi City Traffic Construction Investment Project Management Board;

The City Party Committee's Inspection Committee decided to reprimand: Mr. Nguyen Anh Duc, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Chuong My District, former member of the Standing Committee of the Party Committee, former Deputy Director of the Hanoi Traffic Construction Investment Project Management Board; Mr. Nguyen Dinh Dan and Mr. Vu Tien Binh - Party members, officials of the Project Management Department 2.

The Party Committee's Inspection Committee also proposed that the Hanoi Party Committee's Standing Committee take disciplinary action according to its authority and remove two party members from their positions.

Mr. Nguyen Chi Cuong was dismissed from the position of Director of the Hanoi City Traffic Construction Investment Project Management Board.

On September 24, 2024, the Standing Committee of the Hanoi Party Committee met and decided to take disciplinary action: Remove from all positions in the Party Mr. Pham Hoang Tuan, former Party Secretary, former Director of the Hanoi City Traffic Construction Investment Project Management Board and Mr. Do Dinh Phan, member of the Standing Committee of the Party Committee, Deputy Director of the Hanoi City Traffic Construction Investment Project Management Board.

The Standing Committee of the Hanoi Party Committee also decided to remove Mr. Nguyen Chi Cuong from his position as Director of the Hanoi Traffic Construction Investment Project Management Board, and Mr. Pham Van Duan from his position as Deputy Director of the Hanoi Traffic Construction Investment Project Management Board.
