Inland Waterways Port Authority Region II has implemented many synchronous solutions to ensure port safety in 15 northern provinces.
Ensure route safety
Having just returned to the unit after a field inspection of the route, Chief Representative of Hanoi Inland Waterways Port Authority Nguyen Huu Nha happily said that the route is smooth, ensuring traffic safety for watercraft. Next, the unit will urgently complete the final settlement of maintenance work.
Mr. Nha said that his unit was assigned to pilot the management of channel and route maintenance. Determining this as a key task, contributing to ensuring inland waterway traffic safety, the unit assigned tasks to each affiliated port authority in the coordination and inspection of the implementation of the channel and route maintenance contract and the contract for regulating and controlling traffic safety in the Long Bien - Chuong Duong - Bac Co bridge cluster area of the contractor. At the same time, closely coordinate with related units to inspect and accept the contractor's settlement documents in accordance with regulations.
Speaking to Giao thong Newspaper, Mr. Le Duc Cuong, Director of Inland Waterway Port Authority Region II, said that Decision No. 1601/2022 of the Ministry of Transport has piloted the assignment of the Inland Waterway Port Authority of the region under the Vietnam Inland Waterway Administration to perform the function of managing national inland waterway flows. Assigned the task by the Vietnam Inland Waterway Administration under Decision 1601, the Port Authority of Region II has proactively implemented many measures in 2023 and 2024, ensuring efficiency. In particular, focusing on the management of regular maintenance quality of the waterway, organizing quality inspection and assessment according to the maintenance contract, presiding over and signing the acceptance minutes of the monthly and quarterly phases on time.
Strengthen inspection, supervision, and implementation of documents urging and implementing telegrams and documents of the Vietnam Inland Waterways Administration on the implementation of prevention, response, rescue, and relief work; closely monitor the developments of rain and floods and deploy responses when situations occur; coordinate with relevant agencies to participate in handling drifting and sinking vehicles on inland waterways, limiting impacts on road bridges and railway bridges.
In the work of regulating and controlling traffic safety, the port authority has conducted regular and periodic inspections and accepted the monthly phase of the traffic regulation and control contract for the area of Long Bien, Chuong Duong, Bac Co, and Red River bridges in 2024.
Many synchronous and effective solutions
Mr. Pham Roan Hung, Chief Representative of Cong Cau Inland Waterway Port Authority, said that the unit is currently managing ports and inland waterway wharves on 6 rivers: Thai Binh, Kinh Mon, Lai Vu, Mia, Gua, Cau Xe with a total length of 256km in 8 districts, towns and cities of Hai Duong and Bac Ninh provinces.
The management area is large, so to ensure effective waterway traffic safety, the unit has implemented many synchronous solutions. The work of checking safety conditions for inland ports and wharves is maintained regularly. The work of granting permits for vehicles to enter and leave ports and wharves is timely and in accordance with regulations.
Disaster prevention and search and rescue work is focused on some key areas. In the 2024 storm season, especially super typhoon Yagi, the unit proactively coordinated with disaster prevention and search and rescue units to prevent insecurity for people and vehicles, reducing the impact of storms and floods.
As for the entire Inland Waterway Port Authority Region II, Director Le Duc Cuong said that the unit's management scope spans 15 northern provinces and cities. To ensure effective waterway traffic safety, the unit has implemented many synchronous solutions.
The unit has received 930 directive documents from the Ministry of Transport and the Vietnam Inland Waterways Administration and implemented them in accordance with the directive content and prescribed time. Specifically, it has issued 254 directive and management documents; 12 programs and plans; 4 regulations; 6 documents to overcome limitations and shortcomings in order to successfully complete assigned tasks and enhance the role and personal responsibility in performing public duties.
In propaganda work, we have organized propaganda and dissemination of legal regulations on inland waterway traffic and other relevant legal regulations to port, wharf and vehicle owners in many forms such as distributing leaflets, signing commitments, combining inspection with direct propaganda, and organizing conferences.
As a result, the entire Inland Waterway Port Authority of Region II has issued and distributed 1,502 sets of legal documents; 380 propaganda leaflets; organized 4,118 vehicle owners, port and wharf owners to sign commitments to comply with the law on inland waterway and road traffic; signed commitments to combat commercial fraud and counterfeit goods for 3,442 port, wharf and vehicle owners.
The unit has also issued 21 directive documents related to ensuring traffic safety and order, requiring departments and representatives based on their assigned functions and tasks to guide and urge the inspection and supervision of port owners, wharves, vehicles, contractors on maintenance, regulation, control, festival activities, and practices related to inland waterways.
Coordinate with relevant units to request vehicles anchored near river crossings to move to safe locations, not allowing vehicles to collide with river crossing structures, ensuring safety for people, vehicles and traffic infrastructure.
In vehicle management, strictly implement the inspection and licensing process for vehicles to enter and leave ports and wharves safely, collect fees and charges in accordance with regulations, avoid congestion, ensure the flow of goods; promptly notify vehicle and ship owners of the situation of waterways, weather and climate.
Results: 44,555 vehicles were inspected and granted entry and exit permits; 80,346,057 tons of tonnage passed through. Of which: 355 were seagoing vessels; 3,345 were VR-SB vessels. Regarding passenger transport, 2,714 vehicles were cleared.
"The Port Authority has seriously implemented specialized state management work at ports, inland waterway wharves, and anchorage areas in accordance with assigned functions and tasks, achieving many positive results," said Mr. Cuong.
