On December 25, the Office of the President held a press conference to announce the President's order promulgating seven laws passed by the 15th National Assembly at its 6th session.
These 7 laws include: Law on Telecommunications; Law on Management and Protection of National Defense Works and Military Zones; Law on Identity Cards; Law on Housing; Law on Water Resources; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Real Estate Business.

Informing about the new points of the Housing Law, Deputy Minister of Construction Nguyen Van Sinh said that the revised Housing Law has 13 chapters with 198 articles, effective January 1, 2025. Compared to the current law, the new law has 4 fewer chapters and 15 more articles.
According to Mr. Sinh, the new law amends and supplements a number of regulations on the development of commercial housing, public housing, resettlement housing, and individual housing to create favorable conditions for organizations, businesses, and individuals to participate in housing development.
Regulations on multi-storey houses and individual apartments (also known as mini apartments) for sale, lease-purchase, or rental are issues of great concern to the public since the Housing Law (amended) was passed.
Deputy Minister of Construction Nguyen Van Sinh said the Law has added stricter regulations on investment conditions for the construction of mini apartments, to ensure the safety of people's lives and property.
Specifically, Article 57 of the 2023 Housing Law clearly stipulates the conditions for developing multi-storey and multi-apartment housing for sale or lease by individuals. Accordingly, individuals with land use rights who want to build multi-storey and multi-apartment housing for sale, lease-purchase or lease must meet the conditions for being an investor in a housing project. Construction investment must comply with the provisions of the law on construction and other relevant regulations.
Mini apartments meet the conditions for buying, selling and renting.
The leader of the Ministry of Construction stated that according to the law, mini apartments (houses with 2 floors or more, each floor is designed with an apartment, or 2 floors with a scale of 20 apartments or more) that meet the conditions will be granted a certificate (pink book) according to the land law. At the same time, they can be sold, rented, or leased according to the provisions of the Housing Law and the law on real estate business.
According to Mr. Sinh, individuals with land use rights who want to build mini apartments (houses with 2 floors or more and a scale of less than 20 apartments, each floor has a design) for rent only must meet 3 conditions.
First of all, it is necessary to meet the requirements for housing construction according to the regulations of the Minister of Construction and there will be specific regulations in the future. Second, it is necessary to meet the requirements for fire prevention and fighting. The third condition is to meet the traffic requirements for fire fighting vehicles to perform fire fighting tasks at multi-storey houses with many apartments of individuals according to the regulations of the Provincial People's Committee.
According to the Housing Law, the Provincial People's Committee is authorized to regulate traffic routes and ensure that firefighting equipment can extinguish fires at mini-apartments. Management and operation of mini-apartments must comply with the regulations on management and use of apartment buildings issued by the Minister of Construction.
