On the afternoon of December 29, comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for State Budget Collection inspected and encouraged the work of finalizing and closing the 2023 budget at the Department of Finance.
Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke at the conference reporting on the work of closing the state budget revenue and expenditure in 2023.
By 10:00 a.m. on December 29, the total state budget revenue was over VND 23,300 billion, reaching 111.1% of the estimate, equal to 85.3% over the same period in 2022; the total local budget revenue was nearly VND 21,500 billion, reaching 128% of the estimate, equal to 96% over the same period in 2022; the total budget revenue in the area reached VND 10,780 billion, of which the total domestic revenue reached over VND 9,300 billion, reaching 82% of the estimate, equal to 80.4% over the same period in 2022. The total local budget balance expenditure was over VND 16,200 billion, reaching 96% of the estimate, equal to 97% over the same period in 2022; of which the development investment expenditure was nearly VND 7,700 billion, accounting for 47.7% of the total local budget expenditure.
Provincial leaders encouraged and gave gifts to officials and employees of the finance sector.
Congratulating the financial sector in general; cadres, civil servants and public employees of the Department of Finance in particular, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Comrade Nguyen Quang Hung, Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Revenue Steering Committee affirmed: Despite many difficulties and challenges, the financial sector in general, cadres, civil servants and public employees of the Department of Finance in particular have made efforts, proactively and determinedly overcome all difficulties to do a good job of advising the Provincial Party Committee, People's Council and Provincial People's Committee on timely leadership and direction solutions; proactively implementing professional tasks; at the same time, effectively coordinating between sectors, localities and units to successfully complete assigned tasks, creating important resources to help the province smoothly carry out the proposed socio-economic development tasks.
The comrades praised and highly appreciated the financial sector in 2023 for synchronously, closely, effectively and promptly implementing financial and budgetary processes and procedures; at the same time, they requested that on December 30 and 31, units in the entire financial sector continue to make efforts to implement solutions, focusing on urging the remaining and feasible revenue sources to ensure the completion of the proposed budget revenue plan.
The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and the Standing Deputy Chairman of the Provincial People's Committee, Head of the Provincial State Budget Revenue Steering Committee also emphasized: 2024 will continue to be a year with many difficulties and challenges; therefore, units in the entire financial sector need to continue to be determined, make efforts, unite, and closely coordinate with units and localities to implement budget collection solutions right from the beginning of 2024.

As of December 29, the total domestic revenue was over VND 9,300 billion, reaching 82% of the estimate, equal to 80.4% compared to the same period in 2022. Regarding import and export tax collection, as of December 15, the total revenue of Thai Binh Customs Branch reached over VND 1,450 billion, reaching 52% of the estimate. In monetary and banking activities, as of December 31, the total mobilized capital in the whole area reached VND 121,300 billion, an increase of 16% compared to December 31, 2022; the total outstanding loans of credit institutions in the area reached VND 94,800 billion, an increase of 10% compared to December 31, 2022; the bad debt ratio accounted for 0.85% of the total outstanding loans; Total payment turnover via banks reached 1.7 million billion VND, of which non-cash payments accounted for more than 80% of total payment turnover.
