Provincial leaders: Meet and discuss with department heads and equivalents of a number of agencies, units and localities

On the morning of March 18, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to meet and discuss with heads of departments and equivalents of a number of agencies, units and localities on administrative reform and socio-economic development of the province. Attending the meeting were Vice Chairmen of the Provincial People's Committee; leaders of the Department of Home Affairs, the Office of the Provincial People's Committee and 80 delegates who are heads of departments and equivalents of a number of agencies, units and localities.

This is the second time the Provincial People's Committee has organized a meeting and exchange between the leaders of the Provincial People's Committee and the leaders of departments, agencies and localities. The conference is of special significance, demonstrating the close attention of the provincial leaders to the position and role of the leaders of departments, agencies and localities in the socio-economic development of the province; at the same time, grasp the actual situation at the grassroots level, the difficulties and obstacles, on that basis, propose solutions to facilitate the team of cadres and civil servants at the department level to perform the assigned tasks, contributing to the socio-economic development of the province.

Leaders of the Provincial People's Committee Office informed about the socio-economic development situation in 2023; leaders of the Department of Home Affairs informed about administrative reform work in 2023, some contents on public ethics and duties of cadres and civil servants.

In 2023, the province's gross regional domestic product (GRDP) is estimated to increase by 7.37% compared to 2022, 1.5 times higher than the national average, ranking 7th out of 11 provinces in the Red River Delta and 20th out of 63 provinces and cities; the disbursement rate of public investment capital continues to be among the top in the country; investment promotion and attraction work has received strong direction and attention, this is the first year that Thai Binh province has made a breakthrough and joined the "billion dollar" group in attracting foreign investment capital... Contributing to these outstanding results, in addition to the high determination of the entire political system, the consensus and support of the people and the efforts of the business community, there are also the active contributions of the team of department-level and equivalent officials of agencies, units and localities in the province.

Departmental leaders of some agencies, units and localities said that this is a very strong innovation, helping department heads to express their thoughts, aspirations and difficulties in the process of advising on the implementation of assigned tasks; being a bridge between departments and offices of agencies, units and localities with provincial leaders so that provincial leaders can grasp and direct timely resolution of difficulties; at the same time, it is also an opportunity for departments and offices of agencies, units and localities to learn and supplement experience and knowledge in advising and solving work in the coming time better.

Department-level leaders of some agencies, units and localities also spoke to clarify the difficulties, obstacles and proposals in the process of implementing assigned tasks such as: changing regulations on land pricing, coordination in some contents between provincial and district professional agencies is not yet unified, bidding for drugs and medical supplies, the amount of work is large while the number of officials and civil servants is still small, entanglement in conflicts between land use planning and other planning, the mechanism and policies of the province in attracting businesses to the field of waste collection and treatment are still low, it is necessary to improve the responsibility of leaders, rectify the team of officials and civil servants in performing tasks to better resolve administrative procedures...

In his concluding remarks, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized the province's aspirations and orientations in the coming time as clearly stated in the Resolution of the 20th Provincial Party Congress and the Planning of Thai Binh Province for the period 2021 - 2030, with a vision to 2050, that is, by 2025, it will become a fairly developed province, by 2030, it will catch up with the leading group and be one of the industrial development centers of the Red River Delta, by 2045, it will become a developed province in the Red River Delta region; people's lives will become increasingly prosperous and adequate. This is a well-founded and completely achievable goal if we know how to promote the existing potentials and advantages, and at the same time know how to gather and unite to create strength and promote the potential of Thai Binh people.

He requested great efforts, determination and drastic actions to effectively implement the 3 development breakthroughs, 6 key tasks and 4 pillars of economic growth set out in the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Appreciating the positive contributions of department-level leaders of agencies, units and localities to the socio-economic development of the province in the past time, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee frankly pointed out the shortcomings and limitations that need to be overcome and corrected in the coming time, which are the sense of responsibility of a part of department-level leaders of departments, branches, units and localities is still limited; coordination between departments, branches, units and localities is not close; the process of performing assigned tasks has not linked political tasks with professional tasks; the desire and motivation to jointly implement the common goals of the province are still limited; administrative reform work is slow to innovate; there is still a situation of shifting responsibility between departments, branches, units and localities.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that in the coming time, leaders of departments, branches, units and localities fully recognize the wishes, orientations, goals and common limitations of the province as well as the limitations of a number of leaders of departments, agencies, units and localities, on that basis, self-awareness, seeing their own responsibilities to have solutions to overcome; continue to advise and further innovate administrative reform work, further enhance the sense of responsibility and service attitude, take the interests of people and businesses as the focus and center, promote the settlement of administrative procedures in the digital environment, resolutely not let the situation of missed appointments or delays in the implementation of administrative procedures with people and businesses happen; proactively exchange, dialogue, meet people and businesses; better coordinate with departments, branches, units and localities; Proactively learn and accumulate experience in the process of performing work, and proactively approach and research new legal regulations in the performance of public duties. The Department of Home Affairs and departments, branches, units and localities promptly reward and encourage department-level cadres to perform their duties well, while strictly handling cadres who do not actively innovate in handling administrative procedures and have a low sense of responsibility. The Department of Home Affairs advises on rotating department-level cadres of departments, branches, units and localities to perform their assigned tasks well.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also hopes that leaders of departments, branches, units and localities will immediately propose any problems that are still arising in the process of performing tasks so that the province can provide timely guidance and solutions to better perform assigned tasks, thereby actively contributing to the development of the province in 2024 as well as the following years.
