A positive start with double-digit GRDP growth, along with some key industries and sectors moving in a positive direction. These are the bright spots in the socio-economic growth picture of Thanh Hoa province in the first quarter.

Good start
Thoroughly grasping the spirit of "Discipline - Responsibility - Action - Creativity - Development", from the beginning of 2024, Party committees at all levels, authorities, departments, branches, agencies and units in the province have begun to carry out tasks with great determination, high responsibility, and many synchronous solutions, aiming to mobilize all resources to promote socio-economic development. Thanks to that, in the first quarter of 2024, the economy grew highly and quite evenly in all fields. In particular, the growth rate of gross regional domestic product (GRDP) is estimated at 13.15%, ranking 3rd in the country and being the first quarter with the highest growth rate since 2020 to date (in the first quarter of 2020, it increased by 7.52%; in the first quarter of 2021, it increased by 7.11%; in the first quarter of 2022, it increased by 12.93%; in the first quarter of 2023, it increased by 6.21%). Of which, agriculture, forestry and fishery increased by 3.56%; industry - construction increased by 22.23%; services increased by 5.42%; product tax increased by 3.43%.
Contributing to this impressive growth figure, first of all, we must mention the improvement of a number of key industries and fields. Typically, the value of industrial production increased by 25.99%, continuing to affirm its role as a growth engine of the economy. The excitement of import and export activities is also an aspect reflecting the improvement in the socio-economic picture. Specifically, import and export activities increased sharply, with an estimated export value of over 1.376 billion USD, equal to 22.9% of the plan, an increase of 40.1%, the highest increase in the 4 years of implementing the 2021-2025 plan (the first quarter of 2021 increased by 11.3%; the first quarter of 2022 increased by 14.9%; the first quarter of 2023 decreased by 20.6%); the import value is estimated at over 2.257 billion USD, an increase of 14.1% over the same period.
In particular, with many drastic solutions implemented from the beginning of the year, the State budget revenue achieved a very encouraging figure of VND 13,356 billion, equal to 37.6% of the estimate, up 31.5% over the same period (of which, domestic revenue is estimated at VND 8,656 billion; revenue from import and export activities is estimated at VND 4,700 billion). Pay attention to improving the investment environment; maintain and improve the component indexes with good rankings, focus on overcoming the low-ranking component indexes of PCI, PAPI, PAR INDEX, SIPAS; at the same time, the provincial leaders have received and worked with a number of banks, corporations, and large investors to remove difficulties and promote investment attraction activities in the province. Thanks to that, in the first quarter, the total mobilized development investment capital is estimated at VND 31,681 billion, up 7.1% over the same period. As of March 29, 2024, 30 direct investment projects (including 6 FDI projects) have been attracted, 2.14 times higher than the same period, with a total registered investment capital of about VND 3,539 billion and USD 62 million.
Effectively implementing the 2024 public investment plan plays a very important role and significance, creating favorable conditions to promote investment attraction, create jobs and promote economic development. Clearly identifying that, on January 26, 2024, the Chairman of the Provincial People's Committee issued Directive No. 01/CT-UBND on accelerating the progress of implementation, disbursement of public investment capital and improving the effectiveness and efficiency of management and use of public investment capital in 2024. On that basis, accelerating the progress of disbursement of public investment capital in 2024 has become one of the top key and consistent political tasks of sectors, localities and units to resolutely lead and direct implementation. At the same time, the 2024 public investment capital plan managed by the province has been assigned a detailed plan from the beginning of the year, creating favorable conditions to focus on accelerating the progress of project implementation. As a result, as of March 22, 2024, the disbursement value is estimated at VND 2,058.3 billion, equal to 16.1% of the detailed capital plan, 4.5% higher than the same period.
Along with the bright spots in the economic growth picture, the cultural and social fields also have many positive changes. In particular, the work of preserving and promoting cultural values and building cultural life continues to be valued. The province's students lead the country in the rate of prize-winning contestants and ranked 4th in the number of first-prize winners in the national high school competition for the 2023-2024 school year. Social security is taken care of, people's lives are stable. Science and technology activities are carried out in the direction of innovation, improving research capacity, application and transfer of scientific and technological advances, serving production and life... National defense - security, order and social safety are ensured; the military recruitment target for 2024 has been completed. The work of building and rectifying the Party and the political system has achieved positive results; The system of institutions, regulations, rules, mechanisms, policies, and plans continues to be supplemented, revised, newly issued, and increasingly improved...
Determination and responsibility
To achieve the above important results, the work of leading, directing, operating and concretizing programs and plans into specific tasks and solutions is considered the basis and decisive factor for growth achievements. Notably, since the beginning of the year, the Standing Committee of the Provincial Party Committee and the Provincial People's Committee have increased field trips and work in localities, inspected key projects... to promptly grasp the situation and resolve problems and arising issues. Along with that, the Provincial People's Committee issued Directive No. 02/CT-UBND dated February 24, 2024 on urging the implementation of key tasks after the 2024 Lunar New Year holiday, associated with the direction and operation viewpoint of "Responsibility, effort, flexibility, determination, efficiency; creating truly clear changes in all fields and localities; striving to successfully complete the goals and tasks of 2024".
Based on Directive No. 02/CT-UBND, sectors, localities and units have closely followed the practical situation, strengthened inspection, supervision and promptly handled arising issues. At the same time, promptly developed and issued programs, action plans and directive documents to seriously, promptly and effectively implement the action plan to implement the Government's resolution, the resolution of the Provincial Party Committee and the Provincial People's Council on the tasks of socio-economic development, national defense and security in 2024 and the 2024 Work Program of the Provincial People's Committee. During the implementation process, sectors, localities and units also focused on reviewing and identifying key tasks for each month and quarter to focus on directing and operating in conjunction with strengthening inspection and supervision, especially for content and issues that are still complicated, long-standing, and newly arising issues... In the first quarter, the Chairman and Vice Chairmen of the Provincial People's Committee organized 78 conferences to direct the resolution of important and arising issues by sector and field.
Along with that, the Provincial People's Committee also resolutely directed the implementation of socio-economic recovery and development programs, national target programs and focused on developing industries and fields. Special attention was paid to site clearance and public investment disbursement; in which, working delegations were organized to inspect the progress of implementation and disbursement of public investment capital, resolve difficulties and obstacles of key projects in districts, towns and cities. Resolutely implement solutions to increase revenue and prevent loss of state budget revenue. Pay attention to ensuring the supply of construction materials and managing construction material prices; digital transformation; administrative reform, improving the investment and business environment. Organize receptions and work with international agencies, organizations and domestic and foreign investors to learn and research investment in the province...
It can be affirmed that the impressive results achieved in the first quarter of 2024 are the result of the efforts, determination, and drastic leadership, direction, and management of Party committees and authorities at all levels; the responsible participation of the business community and the people. These results will create more confidence and motivation for the Party Committee, government, and people of all ethnic groups in the province to complete the goals and tasks set out in 2024.
