The Ministry of Education and Training has just issued Circular 31/2023/TT-BGDDT on regulations for considering and recognizing junior high school graduation. The Circular takes effect from February 15, applicable to junior high school graduates in the 2024-2025 school year. Accordingly, this regulation has removed the provision on excellent, good, and average graduation classifications. Thus, students receiving junior high school graduation certificates will no longer have information about their classifications as before. With these changes, many parents are concerned, will it affect the 10th grade exam of 9th grade students?

It is reasonable not to write the classification on the secondary school diploma.

Mr. Cao Duc Khoa, Principal of Huynh Khuong Ninh Secondary School (District 1, Ho Chi Minh City), said that not recording the classification on the secondary school graduation certificate is reasonable because the universal secondary school is currently being implemented.

According to Mr. Khoa, not being classified on the junior high school diploma does not affect the 10th grade exam because according to regulations, junior high school graduates in Ho Chi Minh City within the prescribed age are all allowed to take the entrance exam to public high schools.

Mr. Dinh Phu Cuong, Principal of Nguyen Van Luong Secondary School (District 6, Ho Chi Minh City), agreed when the Ministry removed the secondary school graduation classification. According to Mr. Cuong, this is to avoid pressure on students and schools. Mr. Cuong said that the classification does not really affect students because the secondary school graduation certificate is just a form of recognition that students have completed their education.

In addition, Mr. Cuong said that eliminating secondary school graduation rankings will certainly not affect current 10th grade enrollment because Ho Chi Minh City conducts enrollment through entrance exams to assess the actual abilities of candidates.

Similarly, Mr. Nguyen Anh Tuan, Principal of Le Van Tam Secondary School (Binh Thanh District, Ho Chi Minh City), said that after completing the curriculum, schools conduct graduation exams for students, not taking part in the secondary school graduation exam, so not classifying graduation is appropriate.

Another expert on high school examinations affirmed that the abolition of graduation classification is consistent with the Law on Education as well as international practice. Article 12 of the Law on Education clearly states: "Diplomas of the national education system are granted to learners after graduating from a level of education or after completing an education program, meeting the output standards of the corresponding level according to regulations. Diplomas of the national education system include junior high school graduation certificates, high school graduation certificates..." Thus, graduation certificates are granted after graduation or after completing the program and the law does not mention classification.

As for the educational program perspective, the above testing expert compared that the goal of the 2006 General Education Program was comprehensive development, students had to complete all subjects, so the assessment and graduation classification were appropriate. However, with the 2018 General Education Program, the goal is to develop capacity and qualities, so eliminating classification is reasonable.

No effect on grade 10 exam

At the same time, this expert also affirmed that the abolition of graduation classification does not affect the 10th grade exam for 9th grade students this year, the last generation of students of the 2006 General Education Program, or for students of the 2018 General Education Program because the entrance exam for the first grade of high school is an exam for students completing junior high school.

In addition, the Principal of Le Van Tam Secondary School said that secondary school graduation is just a form of recognition of students completing their education level and whether they are ranked average, good, or excellent, there will be no bonus points added to the 10th grade admission. Therefore, no longer having the ranking content on the secondary school graduation certificate will not affect the 10th grade exam.

High school diplomas are no longer classified.

For high school level, based on Article 7 of Circular 21/2019/TT-BGDDT on the content recorded on diplomas, certificates and diploma appendices, the high school graduation certificate only has the content of recognizing graduation, not classified according to excellent, good, average rankings.

At the same time, from 2022, high school diplomas will no longer have a section on training and teaching forms, clearly stating whether students graduated from high school, continuing education, or work-study programs.
