Now, entering a new era - the era of deep integration and sustainable development, culture is not only a heritage but also an important driving force to promote economic growth, improve social life and build a modern national identity.
On October 31, 2024, at the Ho Chi Minh National Academy of Politics, when discussing with planning officials of the 14th Party Central Committee, General Secretary To Lam defined an era as a historical period marked by important characteristics or events that have a great influence on the development of society - culture - politics - nature. The era of rising up implies creating a strong, decisive, drastic, positive movement, effort, inner strength, and confidence to overcome challenges, surpass oneself, realize aspirations, reach goals, and achieve great achievements.
According to General Secretary To Lam, the new era - the era of the Vietnamese nation's rise - is the era of development, the era of prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers. More than ever and without delay, the country has enough power and strength, enough will and determination to enter the new era, the era of the nation's rise and development.
The 8th session of the 15th National Assembly affirmed that culture is a solid foundation and an important driving force for the country's sustainable development, regulating and orienting the development of society.
Going back in history, in the era of national independence, building socialism and the era of national reunification, innovation, culture has played an extremely important and pioneering role and mission. At the first National Cultural Conference held on November 24, 1946, President Ho Chi Minh affirmed the importance of Culture: "Culture must light the way for the nation to go". 75 years later, also on November 24, 2021, at the National Cultural Conference, General Secretary Nguyen Phu Trong also pointed out: "If culture remains, the nation remains, if culture is lost, the nation is lost".
The 2021-2025 term can be considered a "transformation" period for the Culture sector when shifting the mindset from doing culture to state management of culture with the motto "Decisive action - Aspiration to contribute". "Thanks to that, culture has never received such deep attention from the Party, State, all levels, sectors and localities as it does today" - Minister of Culture, Sports and Tourism Nguyen Van Hung has repeatedly affirmed.

The Government's report presented by Prime Minister Pham Minh Chinh at the opening session of the 8th Session of the 15th National Assembly also affirmed that culture is a solid foundation and an important driving force for the country's sustainable development, regulating and orienting the development of society.
At the recent 8th Session, the National Assembly approved the National Target Program on Cultural Development for the 2025-2035 period, a program with a mindset beyond the term and is expected to bring the cultural sector to a new page when completed, contributing more to sustainable development in the new era of the country.
The National Target Program on Cultural Development was born as a strategic push, a strong transformation to exploit, preserve and promote cultural values in the new era. This is an investment in finance, intelligence, creativity and dedication for a culture that is constantly innovative, sustainable and integrated.
At the same time, many laws on: Cultural Heritage, Cinema, Prevention and Control of Domestic Violence... were amended and promulgated; Or the completion and implementation of the Cultural Development Strategy to 2030; Planning the network of cultural and sports facilities with a vision to 2045...
This journey is not only aimed at protecting heritage but also opening the door to creativity, encouraging new cultural values, making culture truly a national resource, going hand in hand with the comprehensive development of the country.

Regarding the cultural industry sector, for the first time, Prime Minister Pham Minh Chinh chaired a national conference to comprehensively assess the "picture" of the industry in order to propose specific directions and tasks in the coming time. Investment resources for culture in the 2022-2023 period in localities have also had positive changes, reflected in the increasingly focused budget allocation. The budget estimates for these two years of many provinces and cities for the cultural sector have reached a rate of over 2% of total local budget expenditures. This shows greater attention to culture in the socio-economic development strategy.
Looking back at the bright spots in the development of the Cultural sector since the beginning of the term, there is every basis to affirm that the entire sector has achieved important and proud results to have a confident and steady mindset to enter the new era of development of the country. For culture to truly thrive, a comprehensive strategy is needed, from building institutions and policies to encouraging everyone to participate in creation and preservation.
Necessary preparations in this area require a solid, flexible and sustainable development-oriented policy and legal foundation. Institutions, with their guiding role, create a favorable environment for cultural activities to develop, act as a catalyst to unleash the creative power of the community, preserve national identity and promote deep cultural integration with the world.
A strong and comprehensive institutional system for cultural development is the wings that help culture soar, affirm its position in the international arena and be the guiding light for the nation to the future.
At the Conference to review the work in 2024 and deploy key tasks in 2025, Minister of Culture, Sports and Tourism Nguyen Van Hung pledged to build an advanced culture imbued with national identity - a driving force for development in the new era, the era of the Vietnamese nation's rise.
At the discussion session on October 26, 2024, within the framework of the 8th Session of the 15th National Assembly, Minister of Culture, Sports and Tourism Nguyen Van Hung said that in the era of national growth, culture is a tool to build national soft power, affirm national identity, position the country and is a bridge to help Vietnam shine on the world map.
However, culture, sports and tourism are fields related to many ministries, sectors, fields and localities, so the efforts of the culture sector alone are not enough. To realize the aspiration of national development in the new era, according to Minister Nguyen Van Hung, it is necessary to have the support of the whole society so that culture can truly develop and promote its role and soft power in the overall development of the country.
Building soft power and the nation's endogenous strength cannot be achieved overnight and is not the responsibility of any particular ministry or sector, but the cause of the entire Party and the entire people. Only when the entire nation joins hands in solidarity to build an advanced culture imbued with national identity, "lighting the way for the nation to go" can we contribute to creating the position and strength for us to be self-reliant, confident, self-reliant, self-reliant, proud... to enter the era of national development.
