Accordingly, Resolution No. 499 of the Standing Committee of the 15th National Assembly requires appropriate mechanisms and policies to address environmental pollution in the Bac Hung Hai system.

However, through the monitoring of the Committee for Science, Technology and Environment, it shows that the water pollution situation in the Bac Hung Hai system has not been thoroughly resolved and still faces many difficulties. Recently, natural disasters such as landslides and flash floods in Vietnam have occurred with increasing frequency. So, could the Ministry of Natural Resources and Environment provide the causes and solutions to warn and forecast, in order to minimize the damage caused by landslides and flash floods to the community and people?

Answering the delegate's question about the Bac Hung Hai irrigation system, Minister Dang Quoc Khanh said that the Bac Hung Hai system was directed by President Ho Chi Minh. In 1958, Prime Minister Pham Van Dong started the construction of this irrigation system to serve agricultural production in the North. Recently, the Ministry of Natural Resources and Environment coordinated with units to inspect the pollution of the Bac Hung Hai system and found that it would take time and resources to handle it.

According to the Minister of Natural Resources and Environment, from the irrigation system, this system now takes on the additional task of discharging wastewater for many provinces in the North, receiving 450,000 - 500,000 m3 of wastewater every day. The source of wastewater discharge comes from industrial clusters, craft villages, urban areas and residential areas, in which the source of wastewater from urban areas and residential areas has not been treated for pollution. Therefore, Deputy Prime Minister Tran Hong Ha has directed ministries, branches and localities to thoroughly handle this situation.

The Ministry of Natural Resources and Environment has coordinated with the Ministry of Public Security to strictly carry out the work of launching and inspecting industrial parks and industrial zones and has administratively sanctioned many enterprises that discharge waste in violation of regulations. The Ministry also continues to strengthen the monitoring of irrigation systems and work with localities, using resources to continue to try to handle the pollution situation. Currently, some localities such as Hung Yen have solutions to handle, collect and treat wastewater in residential areas.

However, the Minister affirmed that to ensure that urban and rural wastewater systems are treated, a lot of resources are needed, not to mention the need for solutions to build and operate treatment plants.

Regarding the Bac Hung Hai river system, as well as the pollution of the Cau river, which was also an issue questioned by delegate Do Thi Viet Ha, the Ministry of Natural Resources and Environment reported to the Prime Minister to propose that competent authorities should have a National Target Program to handle environmental pollution and dead rivers. In addition, there should be a policy mechanism to mobilize social resources, mobilize the participation of enterprises in wastewater and waste treatment, and attach the responsibility of contributing to the enterprises participating in waste discharge. At the same time, it is necessary to strengthen propaganda and mobilize people and enterprises to strictly comply with the provisions of the law.

Currently, the Ministry of Natural Resources and Environment has strengthened the construction of a monitoring system with the Departments of Natural Resources and Environment and connected the Ministry and localities to control this and promptly inspect and monitor the discharge. "To handle the Bac Hung Hai problem, as well as to handle the Cau River, it takes time and resources," Minister Dang Quoc Khanh stated.

Responding to questions from delegates regarding carbon credits, the Minister said that in order to achieve the goal of zero net emissions, the Government and the Prime Minister have also given strong direction on these contents. The Ministry of Finance has also submitted to the Government a proposal to issue a carbon market; the Ministry of Natural Resources and Environment is drafting decrees related to management and implementation of net emissions and the principles and principles of fairness for global access.

The head of the Ministry of Natural Resources and Environment said that in fact, the carbon market is an effective tool to help countries achieve their goals. With the role of the Ministry of Natural Resources and Environment, together with ministries and branches, we will perfect the institution and prepare professional capacity, infrastructure and essential conditions; pilot and operate to soon implement the content on carbon signals.

Regarding the landslide situation, the Minister of Natural Resources and Environment affirmed that climate change is having a strong impact, Vietnam is one of the 6 countries that are greatly affected. The solution of the Ministry of Natural Resources and Environment in the coming time is to continue to enhance the ability to warn about natural disasters; has advised the Government to issue a Project on forecasting and warning capabilities for localities.
