According to the Ministry of Finance, in the context of strong market fluctuations in supply, demand and food prices at the time of organizing the purchase of rice for national reserves, the General Department of State Reserves (GDSR) recently issued a document requesting regional GDSR Departments to urgently implement and complete the assigned food plan for 2023.
Accordingly, the General Department of State Reserves requests regional State Reserve Departments and relevant units to proactively implement solutions, promptly complete rice imports according to signed contracts; promptly remove difficulties and obstacles arising in the process of implementing tasks according to their authority;
At the same time, closely monitor developments in the food market and forecast and assess impacts affecting the implementation of signed national reserve rice purchase contracts to proactively have appropriate solutions, ensuring quality and progress.

The General Department of State Reserves also requested regional State Reserves to closely coordinate with local authorities in the area, grasp the need for relief and support of national reserves; report and advise the General Department in directing the import, export, and rotation of national reserve goods in accordance with the actual situation, ensuring effective use of national reserve resources.
The General Department of State Reserves requests specialized units to proactively review and balance national reserve resources to promptly advise the General Department to submit to competent authorities to supplement the purchase plan if necessary; ensure the national reserve inventory level, proactively respond, respond quickly, promptly and effectively in all urgent situations; do not let people lack food or rice during crop failures, natural disasters, epidemics, etc.

The General Department has proactively reviewed and balanced national food reserve resources; ensured to maintain reasonable inventory levels, meet the implementation of tasks according to prescribed objectives, proactively, quickly and effectively respond to all urgent situations, and prevent people from lacking food and rice.
In addition, the General Department of State Reserves closely monitors market developments, forecasts climate change, natural disasters, epidemics, ensures food security, and local demand for food supplies to closely coordinate with relevant ministries and branches, promptly advises the Ministry and submits to the Prime Minister to supplement the 2023 plan and budget to purchase additional national food reserves if necessary;
At the same time, develop a food purchase plan for 2024 with appropriate reserve levels, ensuring reserve resources are ready to be distributed promptly according to decisions of competent authorities and contribute to market stabilization when necessary.
