The Ministry of Home Affairs has provided information on outstanding results of the first 6 months of the year and key tasks for the last 6 months of 2024.

According to the report, the Ministry of Home Affairs has proactively coordinated with ministries and branches to conduct surveys and develop plans to reorganize the State administrative apparatus and restructure public service units under the management of ministries and ministerial-level agencies, striving to achieve the goal of reorganizing 140 units by September 2024.

Submitted to the Government for promulgation Resolution No. 38 dated April 2, 2024 on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.

The Ministry of Home Affairs proactively urged localities to urgently develop a project to rearrange district and commune-level administrative units for the 2023-2025 period, with 54/54 provinces and cities having completed a comprehensive plan to restructure district and commune-level administrative units for the 2023-2025 period.

Of which, at the district level, 49 administrative units will be reorganized, after the reorganization, it is expected to reduce 12 units, and at the commune level, 1,247 administrative units will be reorganized, after the reorganization, it is expected to reduce 624 units.

Up to now, 18/54 provinces and cities subject to arrangement have sent documents for appraisal.

"The spirit is that as soon as receiving the local dossier, the Ministry of Home Affairs will immediately organize an appraisal to report to the Government to submit to the National Assembly Standing Committee for consideration and decision," the report stated.

In the process of implementing the arrangement of administrative units at district and commune levels, difficulties and problems have arisen regarding urban classification, standards of administrative units, classification of administrative units and implementation costs.

The Ministry of Home Affairs has coordinated with relevant ministries and branches to advise the Government to report to the National Assembly Standing Committee for consideration and issuance of the Resolution according to its authority so that localities have a legal basis to ensure implementation on schedule (before September 30, 2024).

According to Minister of Home Affairs Pham Thi Thanh Tra, the arrangement of district and commune-level administrative units is a major policy of the Party and the State. This arrangement was carried out in the 2018-2019 period and was very successful. 1,621 commune-level administrative units and 21 district-level administrative units were arranged, reducing 8 district-level administrative units and 563 commune-level administrative units (including the whole year of 2021).

However, according to Minister Pham Thi Thanh Tra, there are some problems arising from the arrangement of surplus assets and headquarters that are not really fundamental and systematic, leading to waste. "From now on, localities must focus on solving this problem, not letting it go to waste," Ms. Tra emphasized, adding that the surplus of civil servants is very large, up to about more than 40,000 civil servants, but up to this stage, 94% have been resolved. That is very fundamental.

“We will have to rearrange 49 district-level administrative units to try to reduce about 12 district-level administrative units and will rearrange 1,247 commune-level administrative units, reducing them to 624 units in the 2023-2025 period,” the Minister said.

Regarding the key task for the last 6 months of 2024, Minister Pham Thi Thanh Tra said that she will focus on completing the arrangement of administrative units at district and commune levels in the 2023-2025 period so that localities can organize grassroots party congresses in 2025 .
