The decision to abolish the exam for promotion to teacher titles was made in the context of the recent petition by nearly 2,500 teachers in Hanoi.
According to the Ministry of Education and Training, regulations on professional title standards for civil servants and promotion of professional titles for civil servants are implemented according to general regulations of the National Assembly in the 2010 Law on Civil Servants and the Law on amending and supplementing a number of articles of the Law on Cadres, Civil Servants and the Law on Civil Servants.
At the same time, the regulation also follows detailed instructions of the Government in Decree No. 115 on recruitment, use and management of civil servants.

Accordingly, promotion of professional titles from lower ranks to the next higher ranks in the same professional field is carried out through examination and review.
The organization of professional title promotion by examination or local review is at the discretion of the agency or unit with the authority to organize the examination or review professional title promotion according to the provisions of law.
In terms of regulations, the Ministry of Education and Training does not have the authority to abolish the regulation on exams for promotion of teachers' professional titles and also does not have the authority to propose that localities implement a unified form of promotion consideration.
However, the teachers' proposal to eliminate the form of professional title promotion exams is well-founded. The Ministry of Education and Training received a request for comments from the Ministry of Home Affairs on eliminating the form of professional title promotion exams in the draft decree amending and supplementing a number of articles of Decree No. 115. The Ministry has now sent a response to this issue.
"The Ministry of Home Affairs is advising the Government to eliminate the form of exams to promote professional titles," informed the Ministry of Education and Training.
The Ministry of Education and Training recommends that localities, based on practical situations, consider and choose appropriate forms to organize the promotion of teachers' professional titles in order to create favorable conditions and ensure that teachers who are truly worthy of promotion are identified.
