Ministry of Public Security seeks comments on identity card model

From July 1, the Identity Law will officially take effect, replacing the current Citizen Identification Law. One of the new points of the Identity Law compared to the Citizen Identification Law is that people of Vietnamese origin whose nationality has not been determined will be granted an identity certificate.

In order to implement the above regulation, the Ministry of Public Security has just announced a draft circular to collect comments from people and agencies and organizations, including the content on the form of identity card.

What does an identity card look like and contain?

According to the draft, the identity card is rectangular, 125 x 170 mm in size, made of paper, and is secure.

The front background of the identity card includes an administrative map of Vietnam printed in red, a bronze drum, and traditional decorative motifs printed in blue.

The national emblem is printed in color directly on the identity certificate. The words "identity certificate" and the seal with the national emblem of the agency issuing the identity certificate are in red.

The National Assembly officially changed the name of the citizen identification card to the identity card.

Regarding the content of the identity card, from top to bottom on the left side, it includes: the Vietnamese national emblem, 15 mm in diameter; a photo of the person being issued the identity card, 25 x 33 mm in size; a QR code, 18 x 18 mm in size; a fingerprint box for the left index finger; a fingerprint box for the right index finger.

On the right from top to bottom are: "Socialist Republic of Vietnam; Independence - Freedom - Happiness; the words "identity certificate"; personal identification number; last name, middle name and first name; date of birth; gender; place of birth; hometown; ethnicity.

In addition, there are religion; marital status; current residence; father's surname, middle name and given name; nationality; mother's surname, middle name and given name; nationality; husband's surname, middle name and given name; nationality; surname, middle name and given name of legal representative, guardian, ward; nationality; expiration date; day, month, year; police director.

Vietnamese people whose nationality has not been determined and who have been living continuously for 6 months or more in a commune-level administrative unit will be granted an identity card.

Who is issued an identity card?

According to the provisions of the Law on Identification, an identity certificate is issued to people of Vietnamese origin whose nationality has not been determined and who have been living continuously for 6 months or more in a commune-level administrative unit or a district-level administrative unit where there is no commune-level administrative unit.

Identity card is valid as proof of identity for transactions within Vietnam.

How are newborn babies issued identification?

When a person of Vietnamese origin whose nationality has not been determined must present an identity card upon request of a competent agency, organization or individual, that agency, organization or individual shall not request the person of Vietnamese origin whose nationality has not been determined to present documents or provide information that has been certified in the identity card, except in cases where the person's information has been changed or the information in the identity card is inconsistent with the information in the National Population Database.

To apply for an identity card, people of Vietnamese origin whose nationality has not been determined must go to the identity management agency of the district-level police or the identity management agency of the provincial-level police where they live.

During the discussion of the draft Law on Identification, some opinions proposed to study the issuance of identification certificates to all stateless people residing in Vietnam.

However, the National Assembly Standing Committee said that stateless people living in Vietnam include many groups, including those who have foreign nationality but intentionally hide or throw away documents proving their nationality with the aim of staying in Vietnam illegally.
