The Politburo decided to discipline a number of party organizations and party members.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:

1. Regarding violations of the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term and related individuals

The Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, leading to many violations and shortcomings in state management of land management, land use, finance, assets, investment, planning, and construction in the area, lasting over periods, causing serious consequences; risk of huge losses and damage to State money, assets, and social resources; serious and especially serious criminal cases occurred; many party organizations, cadres, and party members were disciplined and criminally prosecuted, causing public outrage and reducing the prestige of the party organization and the city government.

Comrade Le Thanh Hai, former member of the Politburo, Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ho Chi Minh City, violated the principle of democratic centralism, Party regulations, State laws, Regulations on what Party members are not allowed to do and the responsibility to set an example, Working regulations; lacked responsibility, loosened leadership and direction, allowing many violations and shortcomings to occur in the Party Committee and the City government, causing very serious consequences, risk of damage, loss, and waste of huge amounts of State money and assets, allowing many criminal cases to occur, including very serious cases, many cadres and Party members violated the law, were disciplined, criminally prosecuted, causing bad public opinion, indignation, and very badly affecting the reputation of the Party organization and the City government.

Comrades: Le Hoang Quan, former: Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ho Chi Minh City; Nguyen Thanh Phong, former: Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ho Chi Minh City violated the principle of democratic centralism, Party regulations, State laws, Regulations on what Party members are not allowed to do and responsibilities to set an example, Working regulations; lacked responsibility, loosened leadership and direction, allowing many violations and shortcomings to occur, causing serious consequences, risk of damage, loss, and waste of huge amounts of State money and assets, allowing many serious and very serious criminal cases to occur, many cadres and Party members violated the law, were disciplined, criminally prosecuted, causing public outrage, reducing the prestige of the Party organization and the City government.

2. Regarding violations of the Standing Committee of Vinh Phuc Provincial Party Committee

The Standing Committee of Vinh Phuc Provincial Party Committee for the 2015-2020 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, slackened leadership, direction, and lacked inspection and supervision, allowing the Party Delegation of the People's Council, the Party Executive Committee of the People's Committee, and the Provincial People's Committee for the 2016-2021 term to commit many violations and shortcomings in the process of leading, directing, and organizing the implementation of projects/bidding packages related to the International Progress Joint Stock Company (AIC), the AIC "ecosystem", FLC Group Joint Stock Company, and a number of land-use projects, causing serious consequences, the risk of huge losses in terms of money and assets of the State, public outrage, and reducing the prestige of the Party organization and local government.

The Standing Committee of the Provincial Party Committee for the 2020-2025 term violated the principles of democratic centralism, Working Regulations, the principles of self-criticism and criticism, solidarity and unity within the Party, in personnel work, reducing fighting strength; lacked responsibility, loosened leadership, direction, lacked inspection and supervision, allowing many violations to occur, causing very serious consequences that were difficult to overcome, causing public outrage. The Standing Committee, directly the Standing Committee of the Provincial Party Committee, allowed enterprises to monopolize, dominate, and deeply interfere in socio-economic activities and personnel work; the Standing Committee of the Provincial Party Committee seriously lost solidarity; many cadres and party members, including key leaders, degraded in political ideology, ethics, lifestyle, were negative, accepted bribes, were disciplined, and criminally prosecuted, reducing the prestige of the Party organization and local government.

3. Regarding violations by some party members at the Party Committees: Vinh Phuc, Bac Giang, Bac Ninh, Gia Lai, Government Office, National Assembly Office

Comrades: Duong Van Thai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Bac Giang province; Mai Tien Dung, former member of the Party Central Committee, Minister, Head of the Government Office; Pham Thai Ha, member of the Standing Committee of the Party Committee of the Agency, Deputy Head of the National Assembly Office, Assistant to the Chairman of the National Assembly; Nguyen Van Khuoc, member of the Provincial Party Committee, member of the Party Executive Committee, Vice Chairman of the People's Committee of Vinh Phuc province; Le Tuan Hong, former member of the Provincial Party Committee, Secretary of the Luong Tai District Party Committee, Bac Ninh province; Ho Van Diem, former member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the Vietnam Fatherland Front Committee of Gia Lai province, have degraded in political ideology, ethics, and lifestyle; seriously violated the Party's regulations and the State's laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; Violating the Regulations on what party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and very bad influence on the reputation of party organizations, local authorities, and state agencies.

Based on the content, nature, level, consequences, and causes of violations by the above-mentioned Party organizations and individuals; according to the Party's Regulations on disciplinary action against Party organizations and Party members who violate the Party's regulations, the Politburo decided to impose a disciplinary warning on the Standing Committee of the Ho Chi Minh City Party Committee for the 2010-2015 term; the Standing Committee of the Vinh Phuc Provincial Party Committee for the 2015-2020, 2020-2025 terms and comrades Le Hoang Quan and Nguyen Thanh Phong; propose that the Party Central Committee impose a disciplinary action of expelling comrades Duong Van Thai and Mai Tien Dung from the Party, and consider disciplining comrade Le Thanh Hai. The Secretariat decided to expel comrades Pham Thai Ha, Nguyen Van Khuoc, Le Tuan Hong, and Ho Van Diem from the Party.

Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
